เมื่อวันที่ 19 มิถุนายน 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน นำคณะ ศึกษาดูงานและร่วมแลกเปลี่ยนข้อมูลด้านการบริการแบบบูรณาการสำหรับเยาวชนที่ไม่ได้อยู่ในการจ้างงาน การศึกษา หรือการฝึกอบรม (NEET) ของประเทศไทย ในโอกาสเดินทางเยือนสาธารณรัฐอิตาลี ระหว่างวันที่ 18 – 21 มิถุนายน 2566 นี้ โดยมี นางสาวบุณยวีร์ ไขว้พันธุ์ รองอธิบดีกรมการจัดหางาน นายวันฉัตร สุวรรณกิตติ รองเลขาธิการสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ ผศ.ดร.คณิศรา ธัญสุนทรสกุล อธิการบดีมหาวิทยาลัยราชภัฎอุดรธานี นางสาวอัจฉรา งามสมจิตร ผู้อำนวยการกองยุทธศาสตร์และแผนงาน สำนักงานปลัดกระทรวงแรงงาน ดร.ปฏิมา จงเจริญธนาวัฒน์ ผู้อำนวยการกองศึกษาและวิจัยเชิงยุทธศาสตร์ สำนักงานสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ คุณอิลาเรีย ฟาเวโร หัวหน้าฝ่ายพัฒนาและการมีส่วนร่วมของวัยรุ่น องค์การยูนิเซฟ ประเทศไทย นางสาววิลสา พงศธร เจ้าหน้าที่พัฒนาวัยรุ่น องค์การยูนิเซฟ ประเทศไทย และเจ้าหน้าที่ที่เกี่ยวข้อง เข้าร่วมศึกษาดูงานด้วย ในการนี้มี Ms. Pilvi Torsti, Director, European Training Foundation (ETF) ร่วมให้การต้อนรับ ณ European Training Foundation (ETF) เมืองตูริน สาธารณรัฐอิตาลี
ในการนี้ นายบุญชอบ ได้กล่าวขอบคุณเจ้าภาพและเปิดการแลกเปลี่ยนข้อมูลในนามของคณะผู้แทนไทยจากสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ (สศช.) มหาวิทยาลัยราชภัฏอุดรธานี (UDRU) และกระทรวงแรงงาน (MOL) โดยกล่าวว่า ขอแสดงความขอบคุณอย่างจริงใจต่อ European Training Foundation (ETF) และ UNICEF ประเทศไทยที่เป็นเจ้าภาพการศึกษาดูงานครั้งนี้ และรู้สึกเป็นเกียรติอย่างยิ่งที่ได้มีโอกาสเข้าร่วมการแลกเปลี่ยนความรู้ และทำความเข้าใจเกี่ยวกับโครงการรับประกันเยาวชนระดับภูมิภาคในประเทศอิตาลี โดยเฉพาะอย่างยิ่งในภูมิภาคต่างๆ ของปีเยม็องต์ (Piedmont) และ เวเนโต (Veneto) ซึ่งรวมถึงการเปลี่ยนผ่านจากการศึกษาสู่การจ้างงานเยาวชนและการประเมินผลการดำเนินงานของโครงการรับประกันเยาวชน
นายบุญชอบ ยังกล่าวต่อว่า การมีส่วนร่วมในการแลกเปลี่ยนข้อมูลและคำแนะนำจากการเยี่ยมชมสถานที่ต่างๆ ในครั้งนี้ จะเป็นประโยชน์ต่อคณะผู้แทนของไทยอย่างมากในการทบทวนข้อเสนอเชิงนโยบายเกี่ยวกับเยาวชนของไทย โดยเฉพาะข้อเสนอเชิงนโยบายที่เกี่ยวข้องกับ NEETs ที่จะนำไปสู่การปฏิบัติในระดับพื้นที่ ซึ่งประเทศไทยตระหนักถึงความสำคัญของการพัฒนาเยาวชน การพัฒนาทรัพยากรมนุษย์ โดยเฉพาะอย่างยิ่ง เมื่อพิจารณาถึงความท้าทายที่ประชากรของประเทศไทยเข้าสู่วัยสูงอายุ เป้าหมายคือ การพัฒนาศักยภาพของเยาวชนไทย เพื่อลดจำนวนเยาวชนที่เป็น NEETs ทำให้พวกเขากลายเป็นแรงงานที่มีคุณภาพ ซึ่งจำเป็นต่อการขับเคลื่อนเศรษฐกิจของประเทศไทยในอนาคต การลด NEETs ในหมู่คนหนุ่มสาวจึงเป็นส่วนหนึ่งของเป้าหมายระดับชาติของไทยด้วย โดยเฉพาะอย่างยิ่งการพัฒนาทรัพยากรมนุษย์ในสังคมที่เผชิญกับประชากรสูงอายุเช่นประเทศไทย รวมถึงมีเป้าหมายเพื่อจัดการกับปัญหาความยากจนข้ามรุ่น โอกาสเดียวกันนี้ นายวันฉัตร สุวรรณกิตติ รองเลขาธิการสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ และ ดร.ปฏิมา จงเจริญธนาวัฒน์ ผู้อำนวยการกองศึกษาและวิจัยเชิงยุทธศาสตร์ สำนักงานสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ ยังได้นำเสนอข้อมูลเชิงนโยบายเกี่ยวกับเยาวชนในภาพรวมของประเทศไทยอีกด้วย
On June 19, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, led a study visit and exchanged information on integrated services for youth who are not in employment, education, or training (NEET) of Thailand on their visit to Italy between June 18 and 21, 2023. The Department of Employment’s Deputy Director-General, Ms. Bunyawee Khaipan, the Deputy Secretary-General of the National Economic and Social Development Council, Mr. Wanchat Suwannakitti, President of Udon Thani Rajabhat University, Prof. Dr. Kanisara Thansunthornsakul, Director of the Strategy and Planning Division, Office of the Permanent Secretary of Labour, Ms. Atchara Ngamsomjit, Director of the Division of Strategic Studies and Research Office of the National Economic and Social Development Council, Dr. Patima Chongcharoenthanawat, Head of Teen Development and Engagement of UNICEF Thailand, Ms. Ilaria Favero, Youth Development Officer of UNICEF Thailand, Ms. Wilsa Phongsathorn, and related officials also joined the occasion. The Director of the European Training Foundation (ETF), Ms. Pilvi Torsti, gave a welcome speech at the European Training Foundation (ETF) in Turin, Italy.
On this occasion, Mr. Boonchob thanked the host and opened the exchange of information on behalf of the Thai delegation from the National Economic and Social Development Council (NESDC), Udon Thani Rajabhat University (UDRU), and the Ministry of Labour (MOL). He sincerely thanked the European Training Foundation (ETF) and UNICEF Thailand for hosting this study visit. He said that he felt honoured to have the opportunity to participate in the knowledge exchange and understand the Regional Youth Guarantee Program in Italy, especially in different regions of Piedmont and Veneto, which includes the transition from education to youth employment and evaluation of the performance of the Youth Guarantee Programme.
Mr. Boonchob continued that the participation in the exchange of information and advice from this site visit will be of great help to the Thai delegation in reviewing policy proposals on youth in Thailand. In particular, policy proposals related to NEETs will be put into practice at the local level. Thailand recognizes the importance of youth and human resource development, especially considering the challenges facing Thailand’s population aging. The goal is to develop the potential of Thai youths to reduce the number of young people who are NEETs, turning them into quality workers. This is necessary to drive Thailand’s economy in the future. Reducing NEETs among young people is part of Thailand’s national goals, especially human resource development in a society that faces an aging population like Thailand. It also aims to tackle cross-generational poverty. On this same occasion, the Deputy Secretary-General of the National Economic and Social Development Council, Mr. Wanchat Suwannakitti, and the Director of the Division of Strategic Studies and Research Office of the National Economic and Social Development Council, Dr. Patima Chongcharoenthanawat, also presented policy information on youth as a whole in Thailand.
