วันที่ 14 มิถุนายน 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน พร้อมด้วย นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน นายนิยม สองแก้ว อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน ทำการลงคะแนนเสียงรับรองในวาระร่างแผนงานและงบประมาณสำหรับปี 2024 – 2025 รับรองการยกเลิกอนุสัญญาจำนวน 1 ฉบับ และการเพิกถอนอนุสัญญา จำนวน 4 ฉบับ พิธีสารจำนวน 1 ฉบับ และข้อแนะ จำนวน 18 ฉบับ รับรองอนุสัญญาและข้อแนะว่าด้วยสภาพการทำงานที่ปลอดภัยและมีสุขอนามัยที่ดี รวมทั้งรับรองร่างข้อแนะว่าด้วยการฝึกงานอย่างมีคุณภาพ เพื่อกำหนดมาตรฐานแรงงานเรื่อง การฝึกงาน ในการประชุมใหญ่ประจำปีองค์การแรงงานระหว่างประเทศ สมัยที่ 111 ณ นครเจนีวา สมาพันธรัฐสวิส
นายบุญชอบ กล่าวว่า ในวันนี้ผมพร้อมด้วย อธิบดีกรมพัฒนาฝีมือแรงงาน อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน ซึ่งเป็นตัวแทนฝ่ายรัฐบาล ในฐานะที่ไทยเป็นประเทศสมาชิกของไอแอลโอ ได้ทำการลงคะแนนเสียงรับรองในวาระต่างๆ ที่สำคัญ โดยเฉพาะร่างข้อแนะว่าด้วยการฝึกงานอย่างมีคุณภาพ ก่อนพิธีปิดการประชุมใหญ่ประจำปีของไอแอลโอ สมัยที่ 111 ที่นครเจนีวา ซึ่งสาระสำคัญของร่างข้อแนะฉบับนี้ มีวัตถุประสงค์เพื่อนำไปกำหนดกรอบมาตรฐานแรงงานเพื่อให้การฝึกงานเป็นไปอย่างมีคุณภาพ มีข้อตกลงการฝึกงานที่เป็นธรรม สร้างความเสมอภาคและความหลากหลายในการฝึกงาน รวมทั้งริเริ่มความร่วมมือระหว่างประเทศ ระดับภูมิภาค และระดับชาติ
นายบุญชอบ กล่าวต่อว่า ร่างข้อแนะนี้จะเป็นแนวทางที่เป็นประโยชน์อย่างยิ่งต่อการฝึกงานของประเทศไทย เนื่องจากปัจจุบันการฝึกงานในสถานประกอบการมีผลต่อตลาดแรงงานไทยในหลายๆ ด้าน ไม่ว่าจะเป็นการช่วยให้เด็กได้มีประสบการณ์จริงในโลกของการทำงานแล้ว ยังช่วยให้เด็กได้เรียนรู้ที่จะปรับตัวและพัฒนาทักษะให้ตอบสนองตลาดแรงงานในอนาคตได้ แต่ในขณะเดียวกัน เด็กเหล่านี้ยังไม่ได้รับการคุ้มครองเช่นแรงงานทั่วไป ทั้งการได้รับค่าจ้างที่เหมาะสม มีเวลาพัก ได้รับสิทธิประโยชน์อื่นๆ ใกล้เคียงกับผู้ที่เป็นพนักงานจริง นอกจากนี้ การฝึกงานนั้นเด็ก ๆ ควรจะได้เรียนรู้จากงานจริง ๆ โดยมีวิทยากรที่มีทักษะในการถ่ายทอด มาทำหน้าที่ให้ความรู้ ซึ่งในเรื่องนี้มีความสำคัญมาก
“ภายหลังจากการประชุมเสร็จสิ้น กระทรวงแรงงานโดยกรมสวัสดิการและคุ้มครองแรงงาน จะเร่งทำความเข้าใจสร้างการรับรู้ในข้อเสนอแนะจากที่ได้ประชุมในครั้งนี้ เพื่อนำไปถ่ายทอดให้แก่สถานประกอบการได้ใช้เป็นแนวทางที่ดีในการแก้ไขปัญหาการฝึกงานที่ไม่ได้คุณภาพและการคุ้มครองสิทธิเด็กฝึกงานให้ได้รับสิทธิประโยชน์อันสมควรต่อไป” นายบุญชอบ กล่าวท้ายสุด
On June 14, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, the Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, and the Department of Labour Protection and Welfare’s Director-General, Mr. Niyom Songkaew, voted to approve the draft agenda for work plans and budgets for 2024-2025. They endorsed one convention, the revocation of four conventions, one protocol, and 18 recommendations, adopted the conventions and guidelines on safe and healthy working conditions, and endorsed a draft guideline on quality internships to set labour standards on internships. The occasion took place at the 111th Session of the International Labour Conference, Geneva, Switzerland.
Mr. Boonchob said that today, he and the Director-General from the Department of Skill Development and the Department of Labour Protection and Welfare represented the government as Thailand is a member of the ILO. They voted for the approval of various important agendas, especially the draft guideline on quality internships, before the closing ceremony of the 111th Session of the International Labour Conference. The objective of the guideline is to set a framework for labour standards to provide quality internships, have fair internship agreements, create equality and diversity in internships, and initiate international, regional, and national cooperation.
Mr. Boonchob continued that the draft guideline will be useful for internships in Thailand. Nowadays, internships in business enterprises impact the Thai labour market. It helps the younger generation gain real-world workplace experience, helping them learn, adapt, and develop skills to meet the labour market demands of the future. But at the same time, these youths are not protected like normal workers, like receiving appropriate wages, having time off, and having other employee benefits. In addition, internships should allow children to learn from real jobs with mentors who have the skills to educate them, which is crucial.
“After the meeting, the Ministry of Labour’s Department of Labour Protection and Welfare will accelerate understanding and awareness of the guidelines from this meeting and convey them to business enterprises as a good way to solve the issue of inferior internships and to protect the rights of interns to receive rightful benefits in the future,” concluded Mr. Boonchob.
