เมื่อวันที่ 26 เมษายน 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานการประชุมร่วมกับ นายจูสต์ คอร์เธ่ ปลัดกระทรวงการจ้างงาน กิจการสังคม และการหลอมรวมทางสังคมคณะกรรมาธิการยุโรป ร่วมเป็นประธานกล่าวเปิดการประชุมระดับสูงด้านแรงงานระหว่างไทยกับสหภาพยุโรป ครั้งที่ 3 โดยมี นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน และนางสาวกาญจนา พูลแก้ว รองอธิบดีกรมสวัสดิการและคุ้มครองแรงงาน ผู้บริหารระดับสูงกระทรวงแรงงาน ร่วมนำเสนอและตอบข้อซักถามในประเด็นที่เกี่ยวข้องด้วย ณ กรุงบรัสเซลส์ ประเทศเบลเยี่ยม
นายบุญชอบ เปิดเผยว่า การประชุมระดับสูงด้านแรงงาน จัดขึ้นภายใต้ ข้อตกลงการบริหารจัดการสำหรับการประชุมหารือด้านแรงงาน (Labour Dialogue) ระหว่าง กระทรวงแรงงานแห่งราชอาณาจักรไทย และ กระทรวงการจ้างงาน กิจการสังคม และการหลอมรวมทางสังคมแห่งคณะกรรมาธิการยุโรป ซึ่งริเริ่มเมื่อปี พ.ศ. 2561 โดยสหภาพยุโรปเป็นเจ้าภาพการประชุมระดับสูงฯ ครั้งที่ 3 ในรอบ 3 ปี ภายหลังประเทศไทยเป็นเจ้าภาพการประชุมระดับสูงฯ ครั้งที่ 2 เมื่อปี พ.ศ. 2563 โดยสหภาพยุโรปให้ความสำคัญกับประเด็นด้านแรงงาน โดยเฉพาะการเคารพหลักการและสิทธิขั้นพื้นฐานในการทำงานขององค์การแรงงานระหว่างประเทศ การขจัดแรงงานบังคับและแรงงานเด็ก สิทธิมนุษยชน การยกระดับคุณภาพชีวิตของแรงงานข้ามชาติ และแรงงานในภาคประมง
ปลัดกระทรวงแรงงาน ยังได้ร่วมนำเสนอพัฒนาการด้านเศรษฐกิจและสังคม เช่น มาตรการรับมือกับโควิด – 19 การกระจายวัคซีน ให้บริการรักษา Hospitel และโครงการ Factory Sandbox ซึ่งทำให้ประเทศไทยมีมูลค่าการส่งออกสูงสุดในรอบ 30 ปี นอกจากนั้น รัฐบาลยังมีมาตรการเพื่อคุ้มครองแรงงานข้ามชาติ เช่น การขยายอายุวีซ่าและใบอนุญาตทำงาน การเข้าถึงวัคซีนและการรักษาอย่างเท่าเทียม รวมถึงกล่าวถึงผลการเป็นเจ้าภาพ APEC และพระราชบัญญัติคุ้มครองแรงงาน ฉบับที่ 8 พ.ศ. 2566 ซึ่งอนุญาตให้ลูกจ้างสามารถทำงานที่บ้านได้ โดยได้รับความคุ้มครองอย่างครบถ้วน นอกจากนั้น การประชุมระดับสูงด้านแรงงาน ครั้งที่ 3 ที่ประชุมยังได้มีการแลกเปลี่ยนเรียนรู้ในประเด็นด้านแรงงานต่างๆ ที่มีความสนใจร่วมกัน เช่น การเปลี่ยนผ่านที่เป็นธรรมรองรับเทคโนโลยีดิจิทัลและสิ่งแวดล้อม เศรษฐกิจนอกระบบ เสรีภาพในการสมาคม และการฝึกงานอีกด้วย
ด้าน นางแอนดริอาน่า สุโคว่า รองปลัดกระทรวงการจ้างงาน กิจการสังคม และการหลอมรวมทางสังคม คณะกรรมาธิการยุโรป ได้นำเสนอพัฒนาการด้านเศรษฐกิจและสังคมของสหภาพยุโรปที่น่าสนใจ เช่น การสนับสนุนเพื่อลดความเสี่ยงที่จะตกงานในสถานการณ์ฉุกเฉิน พัฒนาการด้านค่าจ้างขั้นต่ำและรายได้ขั้นต่ำที่เพียงพอ รวมถึงกฎหมายเกี่ยวกับงานแพลตฟอร์ม กรอบเพื่อการฝึกงานที่มีคุณภาพ เศรษฐกิจเพื่อสังคม การทำงานทางไกล (Telework) และสิทธิในการที่จะตัดขาดการติดต่อ (right to disconnect)
On April 26, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, co-chaired the meeting with the Directorate-General for Employment, Social Affairs, and Inclusion, Mr. Joost Korte and gave an opening speech at the 3rd Thai-EU High-Level Meeting on Labour. The Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, the Department of Labour Protection and Welfare’s Deputy Director-General, Ms. Kanchana Poonkaew, and the Ministry of Labour’s executives also participated in presentations and answered questions on relevant issues. The occasion took place in Brussels, Belgium.
Mr. Boonchob said that the High-Level Meeting on Labour was held under the Administrative Agreement for the Labour Dialogue between the Thai Ministry of Labour and the European Commission’s Ministry of Employment, Social Affairs, and Inclusion, initiated in 2018. The European Union hosted the 3rd High-Level Meeting three years since Thailand hosted the second High-Level Meeting in 2020. The meeting addresses important labour issues, particularly respect for fundamental principles and rights at work of the International Labour Organization, eradicating forced and child labour, human rights, and improving the quality of life of migrant workers and workers in the fishing sector.
The Permanent Secretary of Labour also presented economic and social developments, such as measures to deal with COVID-19, vaccine distribution, providing treatment services through Hospitels, and the Factory Sandbox project, which boosted Thailand’s export value to the highest level in 30 years. In addition, the government also had measures to protect migrant workers, such as extending the validity of visas and work permits and ensuring equal access to vaccines and treatment. He spoke about the results of hosting APEC and the Labour Protection Act No. 8, B.E. 2566, which allows employees to work from home with complete protection. In addition, the 3rd High-Level Meeting on Labour exchanged knowledge on various labour issues of common interests, such as equitable transitions in support of digital technology, the environment, the informal economy, freedom of association, and training.
The Deputy Permanent Secretary of the Ministry of Employment, Social Affairs and Inclusion from the European Commission, Ms. Andriana Sukova, presented interesting E.U. socio-economic developments, such as support to reduce the risk of unemployment in emergencies, the development of minimum wages and adequate minimum incomes, including the law on platform work, a framework for quality internships, social economy, telework, and the right to disconnect.
