วันที่ 7 สิงหาคม 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เปิดเผยถึงความคืบหน้าการให้ความช่วยเหลือพี่น้องประชาชนจากเหตุการณ์ระเบิดของโกดังเก็บพลุ ประทัดและดอกไม้ไฟบริเวณตลาดมูโนะ อำเภอสุไหงโก-ลก จังหวัดนราธิวาส ว่า ในวันนี้ผมได้มอบหมายให้นางรัฐติกานต์ พวงสุกระวัฒนะ ผู้อำนวยการสถาบันพัฒนาฝีมือแรงงาน 25 นราธิวาส พร้อมด้วยหัวหน้าส่วนราชการหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดนราธิวาส ร่วมให้การต้อนรับ พล.อ.ประวิตร วงษ์สุวรรณ รองนายกรัฐมนตรี และคณะ ที่ได้เดินทางลงพื้นที่เพื่อตรวจดูพื้นที่เกิดเหตุ พร้อมทั้งเยี่ยมให้กำลังใจพี่น้องชาวมูโนะและเจ้าหน้าที่ทุกฝ่ายที่ให้ความช่วยเหลือประชาชน ซึ่งในส่วนของกระทรวงแรงงาน ผมยังได้มอบหมายให้หน่วยงานสังกัดกระทรวงแรงงานจังหวัดนราธิวาสส่งเจ้าหน้าที่ลงพื้นที่ประจำศูนย์อำนวยการที่ ต.มูโนะทุกวัน เพื่อให้คำปรึกษาด้านแรงงาน แจ้งความประสงค์หางานทำ ฝึกอาชีพ แก่ผู้ที่ได้รับผลกระทบ
นายบุญชอบ กล่าวต่อไปว่า ส่วนการซ่อมแซมบ้านเรือนประชาชนที่เสียหายผมได้มอบหมายให้สถาบันพัฒนาฝีมือแรงงาน 25 นราธิวาส ระดมเจ้าหน้าที่ ครูฝึก และผู้ผ่านการฝึกอบรมในสาขาช่างก่อสร้าง ช่างไฟฟ้าภายในอาคาร เข้าช่วยเหลือประชาชนเป็นการเร่งด่วนในการซ่อมแซมบ้านเรือนที่พักอาศัย ระบบไฟฟ้า เพื่อบรรเทาความเดือดร้อน ช่วยเหลือประชาชนให้สามารถเข้าพักอาศัยได้โดยเร็ว รวมทั้งป้องกันมิให้เกิดอุบัติเหตุซ้ำซ้อน ซึ่งความคืบหน้าในขณะนี้สามารถซ่อมแซมบ้านเรือนประชาชนที่ได้รับผลกระทบไปแล้ว 5 หลังและจะเร่งทยอยซ่อมแซมบ้านพักที่เสียหายที่เหลือให้แล้วเสร็จโดยเร็ว นอกจากนี้ สำนักงานจัดหางานจังหวัดนราธิวาส ได้ตั้งโต๊ะลงทะเบียนเพื่อให้บริการหางานทำให้ รวมทั้งแนะแนวอาชีพส่งเสริมการประกอบอาชีพให้ตามความต้องการ เพื่อบรรเทาความเดือดร้อน ในส่วนของทางคดีผมได้มอบหมายให้นิติกรของสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดนราธิวาส ร้องทุกข์กล่าวโทษกับนายสมปอง ณะกูล และ น.ส.ปิยนุช พึ่งวิรวัฒน์ เจ้าของโกดัง ในฐานะนายจ้างตามมาตรา 4 แห่งพระราชบัญญัติความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน พ.ศ.2554 และร้องทุกข์กล่าวโทษนายปฐมพร พรหมสกุล ผู้รับเหมาเชื่อมโครงเหล็ก ในฐานะนายจ้างตามมาตรา 5 แห่ง พ.ร.บ.คุ้มครองแรงงาน พ.ศ.2541 ฐานฝ่าฝืนหรือไม่ปฏิบัติตามมาตรา 8 และมาตรา 14 แห่ง พ.ร.บ.ความปลอดภัยฯ พ.ศ.2554 จึงต้องระวางโทษตามมาตรา 53 จำคุกไม่เกิน 1 ปี หรือปรับไม่เกิน 400,000 บาท หรือทั้งจำทั้งปรับ และมาตรา 57 ปรับไม่เกิน 50,000 บาท
“กระทรวงแรงงานได้ระดมสรรพกำลังเจ้าหน้าที่ทุกหน่วยงานในสังกัดในพื้นที่ เพื่อทำงานร่วมกับทุกภาคส่วน และเครือข่ายบัณฑิตแรงงาน อาสาสมัครแรงงานจังหวัดนราธิวาส ซึ่งท่านสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ได้มีความห่วงใย และกำชับให้หน่วยงานในสังกัดเร่งช่วยเหลือเยียวยาตามภารกิจเพื่อฟื้นฟูจิตใจและบ้านเรือนประชาชนชาวมูโนะให้สามารถกลับมาดำรงชีวิตได้อย่างปกติโดยเร็ว ซึ่งสอดคล้องกับนโยบายรัฐบาลที่ไม่ทิ้งใครไว้ข้างหลัง” นายบุญชอบ กล่าวท้ายสุด
On August 7, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, spoke about the progress of helping the people affected by the explosion of the fireworks warehouse around Muno Market, Su-ngai Kolok District, Narathiwat Province. Today, he assigned the Director of the Narathiwat Skill Development Institute 25, Mrs. Rattikarn Puangsukrawattana, along with heads of government agencies under the Ministry of Labour in Narathiwat Province, to welcome the Deputy Prime Minister, General Prawit Wongsuwan, and delegation, who traveled to inspect the site of the incident and to give encouragement to the Muno people and all officials who supported the community. On the Ministry of Labour’s part, he assigned agencies under the Ministry of Labour in Narathiwat Province to send officials to the Muno District Administrative Center daily to give advice on labour, allowing the people to notify their wish to find a job and vocational training for the affected people.
Mr. Boonchob continued that in supporting the reparation of the peoples’ houses, he assigned the Narathiwat Skill Development Institute 25 to mobilize staff, trainers, and trained people in construction and building electricians, to urgently support the community in repairing houses, residences, and electrical systems, to alleviate suffering and help people to settle back into their normal lives quickly. The efforts also aim to prevent repeated accidents. The team has repaired five impacted houses and will accelerate the repair of the remaining damaged houses to be completed as soon as possible. A registration desk has been set up to provide job search services, including career advice to promote careers according to the needs of the people to alleviate suffering. As for the lawsuit, he assigned a lawyer from the Narathiwat Provincial Labour Protection and Welfare Office. A complaint was filed against Mr. Sompong Nakul and Ms. Piyanuch Puengwirawat, the warehouse owner, as an employer under Section 4 of the Occupational Health, Safety, and Work Environment Act B.E. 2554. A complaint was also filed against Mr. Pathom. Pornphromsakul, a steel frame welding contractor, is an employer under Section 5 of the Labour Protection Act B.E. 2541 for violating or failing to comply with Section 8 and Section 14 of the Safety Act B.E. 2554. Therefore, they are liable to imprisonment under Section 53, imprisonment for a term not exceeding one year or a fine not exceeding 400,000 Baht or both, and Section 57, a fine not exceeding 50,000 Baht.
“The Ministry of Labour has mobilized all officials in the area to work with all sectors, a network of labour graduates, and Narathiwat provincial labour volunteers. The Labour Minister, Mr. Suchart Chomklin, cares and has instructed the subordinate agencies to speed up their healing efforts according to their responsibilities to restore the minds and homes of the Muno people so they can return to their normal lives as soon as possible. This aligns with the government’s policy of not leaving anyone behind,” concluded Mr. Boonchob.
