ปลัดแรงงาน  รับข้อสั่งการ รมว.พิพัฒน์ เปิดแผนดูแลแรงงานจากอิสราเอล    “เยียวยา หางานใหม่ เพิ่มทักษะ  ติดตามสิทธิประโยชน์-ค่าจ้างค้างจ่าย”/Permanent Secretary Takes Labour Minister’s Instructions to Care for Workers from Israel in “Remedies, New Employment, Skills Development and Monitoring Benefits and Wages”

      วันที่  16   ตุลาคม 2566   นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน  เปิดเผยว่า  ตามที่ท่านเศรษฐา ทวีสิน นายกรัฐมนตรี และ รมว.คลัง มีความห่วงใยต่อชีวิตความเป็นอยู่ของคนไทยและพี่น้องแรงงานไทยที่ไปทำงานในอิสราเอล ทั้งที่ได้รับผลกระทบและไม่ได้รับผลกระทบจากเหตุการณ์ที่เกิดขึ้นในอิสราเอล และท่านนายกฯ ได้สั่งการให้ทุกหน่วยงานที่เกี่ยวข้อง     เร่งขับเคลื่อน ดูแลและให้ความช่วยเหลือแรงงานไทยให้เร็วที่สุด นั้น  ในเรื่องนี้กระทรวงแรงงานได้เริ่มปฏิบัติการแล้ว และผมได้สั่งการให้หน่วยงานในสังกัดเร่งดำเนินการมาโดยตลอดอย่างต่อเนื่อง

      “ กระทรวงแรงงาน โดยท่านพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ได้ให้ความสำคัญต่อการให้ความช่วยเหลือพี่น้องแรงงานไทยที่ทำงานในอิสราเอลและได้รับผลกระทบจากเหตุการณ์ที่เกิดขึ้น โดยให้เป็นภารกิจเร่งด่วนที่กระทรวงแรงงานต้องติดตามอย่างใกล้ชิดและให้ความสำคัญเรื่องนี้สูงสุด  ซึ่งกระทรวงแรงงานได้เริ่มปฏิบัติการให้ความช่วยเหลือแรงงานไทยแล้ว โดยมีแนวทางช่วยเหลือ ดังนี้

1. “เยียวยา” ให้กับแรงงานไทยที่เป็นสมาชิกกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศ และอยู่ในความคุ้มครอง โดยเมื่อกลับมาถึงประเทศไทย กระทรวงแรงงานจ่ายรายละ 15,000 บาท ทันที ตามสิทธิประโยชน์เงินสงเคราะห์ กรณีประสบปัญหาต้องเดินทางกลับประเทศไทยก่อนครบสัญญาจ้างจากเหตุสงคราม
2. “หางานใหม่ ทั้งในและต่างประเทศ” โดยกระทรวงแรงงานจะเจรจาประสานให้กับแรงงานไทยที่ยังไม่หมดสัญญาและประสงค์จะกลับไปทำงานที่อิสราเอล เพื่อให้สามารถกลับไปทำงานได้เมื่อเหตุการณ์สงบ รวมทั้งสอบถามความสมัครใจของแรงงานหากไม่ประสงค์กลับไปทำงานที่อิสราเอล สามารถแจ้งความประสงค์มายังกระทรวงแรงงาน เพื่อเดินทางไปทำงานยังประเทศอื่นๆ  ในส่วนผู้ที่มีความประสงค์จะทำงานในประเทศไทย ทางกระทรวงแรงงานพร้อมหางานให้ โดยสามารถแจ้งมาได้ที่กรมการจัดหางาน
3. “ฝึกทักษะฝีมือ รองรับอาชีพใหม่” กับกรมพัฒนาฝีมือแรงงาน โดยแรงงานไทย ที่กลับมาจากอิสราเอลและบุคคลในครอบครัว สามารถติดต่อสถาบันและสำนักงานพัฒนาฝีมือแรงงานที่ตั้งอยู่ทุกจังหวัดทั่วประเทศ เช่น อุบลราชธานี อุดรธานี นครราชสีมา สกลนคร ศรีสะเกษ บึงกาฬ บุรีรัมย์ หนองบัวลำภู เชียงราย พิจิตร อุทัยธานี ชัยนาท สิงห์บุรี จันทบุรี และนราธิวาส เพื่อเข้ารับการฝึกทักษะด้านอาชีพเสริม และสามารถประกอบอาชีพเลี้ยงครอบครัวได้ต่อไป
4. “ดูแลสิทธิประโยชน์ และค่าจ้างค้างจ่าย” ในส่วนนี้ผมได้สั่งการให้ อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) ประจำประเทศอิสราเอล ประสานนายจ้างเพื่อดำเนินการ จ่ายค่าจ้างส่วนที่ยังค้างจ่าย แล้ว อยู่ระหว่างการเจรจา

       กระทรวงแรงงานยืนยันเจตนารมณ์ว่าเราให้ความสำคัญสูงสุดกับชีวิตของพี่น้องแรงงานไทยที่ทำงานในอิสราเอลทุกคน  และจะให้การช่วยเหลือ ดูแล ทุกท่านที่เดินทางกลับมาถึงประเทศไทยให้ได้รับสิทธิประโยชน์ และการคุ้มครองตามกฎหมาย ”  นายไพโรจน์ฯ กล่าว

      On October 16, 2023, the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, said that according to the Prime Minister and Minister of Finance, Mr. Srettha Thavisin, is concerned about the lives of Thai people and workers in Israel, both affected and not affected by the unrest. The Prime Minister has ordered all relevant agencies to accelerate the care and assistance of Thai workers. In this matter, the Ministry of Labour has already begun to take action. The Permanent Secretary of Labour has ordered agencies under his jurisdiction to continuously expedite operations.

      “The Ministry of Labour, by the Labour Minister, Mr. Phiphat Ratchakitprakarn, gives importance to assisting Thai workers in Israel affected by the unrest. It is an urgent mission that the Ministry of Labour is following closely and gives the highest priority to. The Ministry of Labour has begun operations to assist Thai workers with assistance guidelines as follows:

1. “Remedies” for Thai workers who are fund members to help job seekers working abroad and remain under protection. When they return to Thailand, the Ministry of Labour will pay 15,000 Baht per person immediately. The payment is according to the welfare benefits if encountering problems and having to return to Thailand before the end of the employment contract due to the war.
2. “Find a new job, both domestically and abroad”. The Ministry of Labour will coordinate with Thai workers whose contracts have not yet expired and who wish to return to work in Israel so that they can return to work when the situation calms down. It will also ask about workers’ intentions. If they do not wish to return to work in Israel, they can report their intention to travel to other countries to the Ministry of Labour. The Ministry of Labour is ready to find work for those who intend to work in Thailand. They can report this to the Department of Employment.
3. “Practice skills to support new careers” with the Department of Skill Development. Thai workers returning from Israel and their family members can contact the Skills Development Offices and Institutes located in every province across the country, such as Ubon Ratchathani, Udon Thani, Nakhon Ratchasima, Sakon Nakhon, Sisaket, Bueng Kan, Buriram, Nong Bua Lamphu, Chiang Rai, Phichit, Uthai Thani, Chainat, Singburi, Chanthaburi, and Narathiwat, to receive additional career skills training to continue to work to support their families.
4. “Take care of the benefits and accrued wages .”In this part, the Minister Counselor (on Labour) to Israel has been assigned to coordinate with employers to take action to ensure that the remaining outstanding wages are paid and are in the process of being negotiated.

“The Ministry of Labour confirms our commitment that we place the utmost importance on the lives of all Thai workers working in Israel. We will provide assistance and care to everyone returning to Thailand to receive benefits and legal protection,” Mr. Phairoj said.
