ปลัดกระทรวงแรงงาน สั่งกรมสวัสดิการและคุ้มครองแรงงาน (กสร.) ร่วมกับสำนักงานประกันสังคม (สปส.) เข้าตรวจสอบหาสาเหตุและให้ความช่วยเหลือด้านสิทธิประโยชน์เต็มที่ กรณีโรงงานแห่งหนึ่งในจังหวัดสงขลาทำสารแอมโมเนียรั่ว เป็นเหตุให้ลูกจ้างหมดสติหลายราย และอพยพนับร้อย พร้อมเตือนนายจ้างให้ปฏิบัติตามกฎหมายความปลอดภัยฯ เพื่อป้องกันการเกิดเหตุซ้ำอีก
นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เปิดเผยว่า ตนได้รับรายงานสถานการณ์ด้านแรงงานที่สำคัญจากสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดสงขลา ว่าเกิดเหตุโรงงานผลิตอาหารแช่แข็งในจังหวัดสงขลาทำสารแอมโมเนียรั่วไหล เป็นเหตุให้ลูกจ้างหมดสติหลายรายและอพยพนับร้อย จึงได้สั่งการให้กรมสวัสดิการและคุ้มครองแรงงาน (กสร.) ร่วมกับสำนักงานประกันสังคม (สปส.) ลงพื้นที่ตรวจสอบข้อเท็จจริงเพิ่มเติมพร้อมให้ความช่วยเหลือด้านรักษาพยาบาลเต็มที่ ในเบื้องต้นพนักงานตรวจความปลอดภัยสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดสงขลา และศูนย์ความปลอดภัยในการทำงานเขต 9 (สงขลา) รายงานว่า สถานที่เกิดเหตุเป็นโรงงานประกอบกิจการผลิตอาหารแช่แข็ง มีลูกจ้างทั้งหมด 547 คน ตั้งอยู่ในตำบลท่าข้าม อำเภอหาดใหญ่ จังหวัดสงขลา เหตุเกิดเมื่อวันที่ 27 มีนาคม 2566 เวลา 22.00 น. ซึ่งไม่มีลูกจ้างทำงานอยู่ในไลน์การผลิต มีเฉพาะทีมช่างที่เข้าเวรอยู่ ได้เกิดเหตุสารแอมโมเนียรั่วไหลฟุ้งกระจายไปทั่วทั้งโรงงานและรอบ ๆ บริเวณโรงงาน เป็นเหตุให้ลูกจ้างที่พักอาศัยอยู่ภายในโรงงานประมาณ 100 คน และประชาชนที่อยู่พื้นที่ใกล้เคียงที่สูดดมสารแอมโมเนียเข้าไปเกิดอาการวิงเวียนศีรษะ อาเจียน และบางรายอาการรุนแรงถึงขั้นหมดสติ ถูกนำตัวส่งสถานพยาบาลใกล้เคียงกว่า 10 ราย รวมทั้งต้องอพยพประชาชนที่อยู่พื้นที่ใกล้เคียงออกจากพื้นที่ ซึ่งขณะนี้สามารถควบคุมสารแอมโมเนียได้แล้ว สถานการณ์โดยรวมกลับเข้าสู่ภาวะปกติ อย่างไรก็ตาม ตนขอฝากไปถึงนายจ้างให้ปฏิบัติตามกฎหมายความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน เพื่อป้องกันไม่ให้เกิดเหตุเช่นนี้อีก รวมทั้งสั่งการให้กรมสวัสดิการและคุ้มครองแรงงาน (กสร.) ร่วมกับสำนักงานประกันสังคม (สปส.) ดำเนินการตามอำนาจหน้าที่ พร้อมให้ความช่วยเหลือด้านสิทธิประโยชน์ต่อไป
ด้าน นายนิยม สองแก้ว อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน (กสร.) กล่าวเพิ่มเติมว่า เหตุดังกล่าว คาดว่าเกิดจากความขัดข้องของระบบเปิดปิดท่อลำเลียงแอมโมเนีย ทั้งนี้ พนักงานตรวจความปลอดภัยสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดสงขลา และศูนย์ความปลอดภัยในการทำงานเขต 9 (สงขลา) จะเชิญนายจ้างและผู้ที่เกี่ยวข้องมาพบเพื่อสอบข้อเท็จจริงเพิ่มเติมว่านายจ้างมีการฝ่าฝืนไม่ปฏิบัติตามกฎหมายหรือพระราชบัญญัติความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน พ.ศ. 2554 กฎกระทรวงกำหนดมาตรฐานในการบริหาร จัดการ และดำเนินการด้านความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงานเกี่ยวกับสารเคมีอันตราย พ.ศ.2556 และกฎกระทรวงกำหนดมาตรฐานในการบริหาร จัดการ และดำเนินการด้านความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงานหรือไม่ หากนายจ้างไม่ปฏิบัติตามกฎหมายดังกล่าวจะดำเนินการตามอำนาจหน้าที่ต่อไป
นายบุญสงค์ ทัพชัยยุทธ เลขาธิการประกันสังคม กล่าวว่า ได้สั่งการให้สำนักงานประกันสังคมจังหวัดสงขลา ลงพื้นที่ให้การช่วยเหลือผู้ประกันตนที่ได้รับผลกระทบจากเหตุการณ์ดังกล่าว ซึ่งเบื้องต้นมีผู้ประกันตนได้รับบาดเจ็บ จำนวน 9 ราย เป็นคนไทย 3 ราย เมียนมา 6 ราย มีอาการบาดเจ็บเล็กน้อย ทั้งนี้ หากแพทย์สั่งให้พักงาน ผู้ประกันตนจะได้รับสิทธิประโยชน์เป็นค่าทดแทนรายเดือนร้อยละ 70 ของค่าจ้างรายเดือน ตามใบรับรองแพทย์ สูงสุดไม่เกิน 14,000 บาท ต่อเดือน พร้อมสั่งการให้เจ้าหน้าที่ติดตามสถานการณ์อย่างใกล้ชิดเพื่อดูแลสิทธิประโยชน์แก่ลูกจ้างผู้ประกันตนต่อไป

They will also caution the employer to comply with safety laws to prevent a recurrence.
The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, said he received a report from the Songkhla Provincial Office of Labor Protection and Welfare. The report stated that a frozen food factory in Songkhla province caused an ammonia leakage. This left many workers unconscious, and hundreds evacuated. Therefore, he ordered the Department of Labour Protection and Welfare (DLPW) and the Social Security Office (SSO) to investigate additional facts and provide full medical assistance. Initially, the Safety Inspectors of the Office of Labour Protection and Welfare in Songkhla Province and the Workplace Safety Center in Region 9 (Songkhla) reported that the accident scene was a frozen food factory with 547 employees. The factory is in Tha Kham Subdistrict, Hat Yai District, Songkhla Province. The incident happened on March 27, 2023, at 22.00 hours, when no employees were working on the production line. There was only a team of mechanics on duty. An ammonia leak occurred throughout and around the factory, causing about 100 employees living in the factory and nearby residents who inhaled the ammonia to experience dizziness, vomiting, and some losing consciousness. Over ten people were taken to nearby hospitals, and nearby residents need to be evacuated from the area. The leakage is now under control. Overall, the situation has returned to normal. However, he requested the employer to comply with the laws on occupational safety, health, and working environment to prevent this from happening again. He also instructed the Department of Labour Protection and Welfare (DLPW) and the Social Security Office (SSO) to proceed according to their authority and to continue to help with benefits.
The Department of Labour Protection and Welfare’s Director-General, Mr. Niyom Songkaew, added that the incident is expected to be caused by a malfunction in the opening and closing system of the ammonia pipeline. The Workplace Safety Center in Region 9 (Songkhla) will invite employers and related parties to meet to investigate further whether the employer violated or does not comply with the law, the Occupational Safety, Health, and Working Environment Act, B.E. 2554, Ministerial Regulations Prescribing Standards for Management and Operations on Occupational Safety, Health and Working Environment Related to Hazardous Chemicals B.E. 2556, and the Ministerial Regulations on Standards for Management and Operation of Occupational Safety, Health, and Working Environment. If the employer fails to comply with the law, it will proceed according to its authority.
The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, instructed the Songkhla Provincial Social Security Office to visit the area to help insured persons affected by the event. Initially, there were nine injured insured persons, 3 of whom were Thai, and six were Myanmar nationals with minor injuries. The insured will receive benefits as a monthly compensation of 70 percent of the monthly wages for the time specified in the medical certificate. The maximum amount is 14,000 Baht per month. Officials have been instructed to closely monitor the situation and to continue to look after the benefits of insured employees.
