เมื่อวันที่ 29 มี.ค.66 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน ได้รับรายงานเหตุการณ์ลูกจ้างประสบอุบัติเหตุถูกเครื่องจักรเหวี่ยงกระแทกบริเวณศีรษะเสียชีวิตในขณะปฏิบัติงาน เหตุเกิดในบริษัทฯ แห่งหนึ่งในพื้นที่อำเภอปลวกแดง จังหวัดระยอง เมื่อวันที่ 28 ก.พ. 66 ที่ผ่านมา ว่า ได้สั่งการให้นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม (สปส.) ลงพื้นที่ตรวจสอบข้อเท็จจริง พร้อมให้การช่วยเหลือลูกจ้างที่เสียชีวิต คือ นาย ZHANG KEYI อายุ 35 ปี สัญชาติจีน ซึ่งได้เสียชีวิตเนื่องจากการทำงานให้นายจ้าง ทายาทผู้เสียชีวิตจะได้รับสิทธิประโยชน์จากกองทุนเงินทดแทน พร้อมกำชับสำนักงานประกันสังคม ดูแลแรงงานต่างชาติ ที่เข้ามาทำงานอย่างถูกกฎหมายให้ได้รับสิทธิประโยชน์อย่างเท่าเทียมกัน
ด้าน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม (สปส.) เปิดเผยว่า ได้สั่งการ ให้นายน้อย นราเลิศ ประกันสังคมจังหวัดระยอง พร้อมนางสาวสุมาลี กอแก้วเกษรา หัวหน้าสำนักงานประกันสังคมจังหวัดระยอง สาขาปลวกแดง และเจ้าหน้าที่ลงพื้นที่ เข้าตรวจสอบข้อเท็จจริงเกี่ยวกับเหตุการณ์ดังกล่าว จากการตรวจสอบพบว่า ลูกจ้างที่เสียชีวิตชื่อ นาย ZHANG KEYI มีสัญชาติจีน เป็นลูกจ้างของ บริษัท จงเช่อ รับเบอร์ ไทยแลนด์ จำกัด ทำงานตำแหน่งช่างซ่อมบำรุง ในวันเกิดเหตุได้ปฏิบัติงานเปลี่ยนแผ่นยาง กั้นเครื่องจักร ขณะตรวจเช็คอุปกรณ์ ถูกเครื่องจักรเหวี่ยงกระแทกบริเวณศีรษะเข้ากับแผงกั้นเครื่องจักรอย่างแรง ทางบริษัทฯ ได้ส่งตัวไปรักษาที่โรงพยาบาลปลวกแดง และเสียชีวิตในเวลาต่อมา
จากเหตุการณ์ดังกล่าวเป็นการเสียชีวิตเนื่องจากการทำงานให้นายจ้าง โดยทายาทผู้เสียชีวิตจะได้รับสิทธิประโยชน์จากกองทุนเงินทดแทน เป็นเงินค่าทำศพ จำนวน 50,000 บาท เงินทดแทนกรณีเสียชีวิต 70 % ของค่าจ้างระยะเวลา 10 ปี เป็นจำนวนเงิน 1,680,000 บาท เงินบำเหน็จชราภาพกรณีเสียชีวิต จำนวน 16,035 บาท รวมเป็นเงินทั้งสิ้น 1,746,035 บาท ทั้งนี้ สำนักงานประกันสังคมจังหวัดระยอง สาขาปลวกแดง ได้เชิญนายจ้างมาสอบข้อเท็จจริงเกี่ยวกับทายาท ที่มีสิทธิตามกฎหมาย เพื่อติดตามมารับประโยชน์ทดแทนต่อไป

On March 29, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, received a report of an accident where an employee was hit by a machine on the head and died while working. The incident happened in a company around Pluak Daeng District, Rayong Province, on February 28, 2023. He instructed the Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, to check the facts and support the deceased employee, Mr. Zhang Keyi, a 35-year-old Chinese national, who died from working for his employer. The deceased’s family will receive benefits from the Workmen’s Compensation Fund. The Social Security Office was instructed to care for foreign workers who come to work legally, ensuring equal benefits.
The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, said that he had instructed the Rayong Social Security Officer, Mr. Noi Naralert, and the Head of the Rayong Social Security Office, Ms. Sumalee Korkaewketsara, in Pluak Daeng Branch, and staff in the area, to investigate the facts about the incident. An examination found that the deceased employee, Mr. Zhang Keyi, a Chinese national employee of Zhong Che Rubber Thailand Co., Ltd., was working as a maintenance technician. On the day of the accident, he changed the rubber sheet blocking the machine. While checking the equipment, the machine barricade swung and hit him on the head. The company sent him to Pluak Daeng Hospital for treatment. He later died
The incident is considered a death due to working for the employer. The family of the deceased will receive benefits from the Compensation Fund, a funeral payment amounting to 50,000 Baht, compensation for death amounting to 70 percent of the wages for ten years, 1,680,000 Baht, and an old age pension in the event of death amounting to 16,035 Baht, totaling 1,746,035 Baht. The Rayong Social Security Office, Pluak Daeng Branch invited the employer to investigate the facts about the family and their legal rights to follow up to receive further benefits.
