วันที่ 16 พฤษภาคม 2566 เวลา 09.00 น. นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานเปิดการประชุมคณะกรรมการที่ปรึกษาโครงการเยาวชนคนสร้างอนาคต – การส่งเสริมความสามารถในการมีงานทำของเยาวชนในประเทศไทย ระยะที่ 2 ณ ห้องโลตัส สวีท 1-2 ชั้น 22 โรงแรมเซ็นทารา แกรนด์ แอท เซ็นทรัลเวิลด โดยกล่าวว่า โครงการเยาวชนคนสร้างอนาคต หรือ Young Futuremakers Thailand เป็นโครงการความร่วมมือทางวิชาการขององค์การแรงงานระหว่างประเทศ หรือ ILO โดยได้รับเงินทุน สนับสนุนจากมูลนิธิ Standard Charter และองค์การทุนเพื่อเด็กแห่งสหประชาชาติ หรือ UNICEF โครงการมีวัตถุประสงค์ เพื่อส่งเสริมโอกาสการมีงานทำของเยาวชนหญิง ด้อยโอกาส และเยาวชนพิการ โดยส่งเสริมการพัฒนาทักษะฝีมือที่เป็นที่ต้องการของตลาดแรงงาน รวมทั้งทักษะในการทำงานทั้ง Soft Skill และ Hard Skill การแนะแนว อาชีพ และการจัดหางานให้แก่เยาวชน โครงการระยะแรกเริ่มดำเนินการเมื่อปี พ.ศ. 2564 ได้ดำเนินการพัฒนาทักษะเยาวชนในพื้นที่กรุงเทพมหานคร จังหวัดระยอง และจังหวัดพระนครศรีอยุธยา สำหรับโครงการระยะที่ 2 ได้มีการขยายพื้นที่ดำเนินการในจังหวัดสงขลา และจังหวัดยะลา อีกทั้ง การประชุมคณะกรรมการที่ปรึกษาโครงการฯ ระยะที่ 2 ในวันนี้ ได้เพิ่มองค์ประชุมอีก 2 หน่วยงาน ได้แก่ สำนักงานปลัดกระทรวงมหาดไทย และกรมส่งเสริมการปกครองส่วนท้องถิ่น เพื่อให้การทำงานเข้าถึงพื้นที่มากขึ้น โดยมีวัตถุประสงค์ เพื่อรายงานผลการดำเนินโครงการฯ ระยะที่ 1 และหารือเกี่ยวกับการดำเนินการฝึกทักษะ และบริการจัดหางานในโครงการ ระยะที่ 2 เมื่อเดือนมีนาคม 2566 กระทรวงแรงงานร่วมกับ ILO ได้ลงพื้นที่ในจังหวัดสงขลา และจังหวัดยะลา เพื่อหารือร่วมกับภาคีเครือข่ายในพื้นที่เกี่ยวกับสถานการณ์การจ้างงานเยาวชนและปัญหาอื่นๆ ที่เกี่ยวข้อง
ขอให้ทุกท่านร่วมกันพิจารณาให้ข้อเสนอแนะในการขับเคลื่อน โครงการฯ ระยะที่ 2 ให้ได้ข้อสรุปเพื่อให้หน่วยงานในพื้นที่ได้ดำเนินการต่อไป รวมถึงความร่วมมือของทุกท่านจะเป็นปัจจัยที่สาคัญยิ่งในการผลักดันนโยบายและการปฏิบัติ เพื่อเสริมสร้างความสามารถในการมีงานทำ ปลัดกระทรวงแรงงาน กล่าวในท้ายที่สุด
On May 16, 2023, at 09.00 hours, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, presided over the opening ceremony of the Advisory Committee Meeting for the Young Futuremakers Project – Promoting Employment for the Youths in Thailand Phase 2 at Lotus Suite 1-2, 22nd floor, Centara Grand Hotel at Central World. He said the Young Futuremakers Thailand project is an academic cooperation project by the International Labour Organization or ILO, with funding supported by the Standard Charter Foundation and United Nations Children’s Fund (UNICEF). It aims to promote employment opportunities for underprivileged young women and youths with disabilities by promoting skill development that is in demand in the labour market. This includes work skills, which are both soft and hard, career guidance, and job placement for youths. The first phase of the project started in 2021. It has developed youth skills in Bangkok, Rayong, and Phra Nakhon Si Ayutthaya provinces. The project’s second phase has been expanded to Songkhla and Yala provinces. In addition, today’s Project Advisory Committee Phase 2 meeting added two more quorums, namely the Office of the Permanent Secretary from the Ministry of Interior and the Department of Local Administration Promotion. They will work together to reach more areas to report the results of Phase 1 and discuss the implementation of skills training and job placement services in Phase 2. In March 2023, the Ministry of Labour and the ILO conducted an area visit in Songkhla and Yala provinces to discuss with local partners the situation of youth employment and other related issues.
“I ask everyone to jointly consider and give suggestions for driving the project in Phase 2 to conclude so that the agencies in the area can proceed further. I also ask for everyone’s cooperation, as it will be a factor in pushing forward the policy and practice to strengthen the ability to have a job,” concluded the Permanent Secretary of Labour.
