เมื่อวันที่ 27 เมษายน 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน พร้อมด้วย นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน และ นางสาวกาญจนา พูลแก้ว รองอธิบดีกรมสวัสดิการและคุ้มครองแรงงาน เยี่ยมชมศูนย์ Aptaskil Competence Center ณ กรุงบรัสเซลส์ ราชอาณาจักรเบลเยียม ซึ่งเป็นหนึ่งใน 22 ศูนย์พัฒนาทักษะในแคว้นวาโลเนีย ภายใต้องค์กร Forem ที่รับผิดชอบในการพัฒนาทักษะให้แก่คนหางาน ครู นักเรียน และแรงงานในสถานประกอบการ เพื่อป้อนแรงงานให้อุตสาหกรรมยาชีวภาพและเคมีในท้องถิ่นโดยเฉพาะ ซึ่งมีมากกว่า 300 บริษัท และมีความต้องการแรงงานประมาณ 1,500 คนต่อปี
โดย นายบุญชอบฯ และคณะ ได้ร่วมรับฟังการนำเสนอและแลกเปลี่ยนข้อคิดเห็น เกี่ยวกับการพัฒนาทักษะทางอาชีพ และการส่งเสริมการมีงานทำให้กับแรงงานและเยาวชน จากผู้แทนของ Forem ซึ่งเป็นหน่วยงานให้บริการจัดหางานภาครัฐ และศูนย์ Aptaskil Competence Center สำหรับหลักสูตรการฝึกอบรมด้านการผลิตในอุตสาหกรรมยาชีวภาพ เป็นหลักสูตรระยะสั้นไม่เกิน 1 ปี ให้ความรู้และพัฒนาทักษะการป้องกันการปนเปื้อนในกระบวนการผลิตยา การใช้อุปกรณ์ป้องกัน รวมถึงวิธีใช้เครื่องมือและเครื่องจักรที่ทันสมัยเทียบเท่ากับที่ใช้อยู่ในอุตสาหกรรมจริง และการซ่อมบำรุงระบบที่เกี่ยวข้อง การดำเนินงานของศูนย์ได้รับการสนับสนุนงบประมาณจากรัฐบาลเบลเยียม รวมถึงกองทุนของสหภาพยุโรปเป็นหลัก และได้รับการสนับสนุนในรูปแบบของอุปกรณ์และเครื่องจักรที่จำเป็นจากภาคธุรกิจในท้องถิ่น หลักสูตรมีทั้งระดับพื้นฐานที่เปิดรับบุคคลทั่วไปที่จบการศึกษาระดับมัธยมศึกษา จนถึงวิชาชีพระดับสูงที่ทำการวิเคราะห์และควบคุมคุณภาพยา ซึ่งจำเป็นต้องจบการศึกษาระดับปริญญาตรีที่เกี่ยวข้อง โดยผู้เข้ารับการฝึกอบรมส่วนใหญ่มากกว่าร้อยละ 80 จะได้รับการจ้างงานทันทีภายหลังสิ้นสุดการฝึกอบรม
นอกจากนั้น ศูนย์ Aptaskil Competence Center แห่งนี้ ยังมีการพัฒนารูปแบบการเรียนการสอน เช่น การสอนออนไลน์ และระบบเสมือนจริง อีกบทบาทที่สำคัญของศูนย์ Aptaskil Competence Center คือการร่วมกับสถานศึกษาในการสร้างการรับรู้ แก่กลุ่มเด็กและเยาวชน เกี่ยวกับงานและอาชีพที่เกี่ยวข้องกับยาชีวภาพ และวิศวกรรมเคมีอีกด้วย
On April 27, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, the Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, and the Department of Labour Protection and Welfare’s Deputy Director-General, Ms. Kanchana Poonkaew, visited the Aptaskil Competence Center in Brussels, Belgium. It is one of 22 skills development centers in Wallonia under the Forem organization. It is responsible for developing the skills of job seekers, teachers, students, and workers in the workplace to supply workers to the local bio-pharmaceutical and chemical industries. There are over 300 companies that require approximately 1,500 workers annually.
Mr. Boonchob and the committee listened to presentations and exchanged ideas on developing professional skills and employment promotion for workers and youths from representatives of Forem, a public employment service agency, and the Aptaskil Competence Center for manufacturing training courses in the biopharmaceutical industry. It is a short course, under one year, which aims to educate and develop skills in preventing contamination in pharmaceutical production, use of protective equipment, and how to use modern tools and machines equivalent to those used in the real industry, including the maintenance of related systems. The Belgian government and EU funds mainly finance the center’s operations. It receives support through necessary equipment and machinery from local businesses. The curriculum has a basic level open to the general public who have completed secondary education, up to a high-level profession that analyzes and controls the quality of pharmaceuticals, where it requires a completed relevant bachelor’s degree. Over 80 percent of the trainees will be employed immediately after the training ends.
In addition, this Aptaskil Competence Center has developed teaching methods such as online teaching and virtual systems. Another important role of the Aptaskil Competence Center is to work with schools to raise awareness for children and youth groups about pharmaceutical-related jobs and careers and chemical engineering.
