วันที่ 18 เมษายน 2566 นายสุรชัย ชัยตระกูลทอง ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน ให้การต้อนรับ นางเบฟเวอร์ลี่ แมคอาเธอร์ (Mrs.Beverley McArrthur) ดร.เรนี ฮีธ (Dr.Renee Heath) และนายนิโคลัส แมคโกเวน (Mr.Nicholas McGowan) สมาชิกวุฒิสภาแห่งสภารัฐวิกตอเรีย ในโอกาสเดินทางเยือนประเทศไทย เพื่อเยี่ยมคารวะและหารือข้อราชการด้านแรงงาน โดยมี นายมานิตย์ พรหมการรีย์กุล ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วมในครั้งนี้ด้วย ณ ห้องตรีเทพ 1 ชั้น 12 กรมการจัดหางาน อาคารกระทรวงแรงงาน
นายสุรชัย กล่าวว่า กระทรวงแรงงานยินดีเป็นอย่างยิ่งที่ทั้งสองประเทศมีความสัมพันธ์ฉันท์มิตรที่ดีต่อกันมาอย่างยาวนาน รวมถึงความสัมพันธ์ทั้งในด้านการศึกษา การค้า การลงทุน และการท่องเที่ยว โดยกระทรวงแรงงาน พร้อมทำงานเพื่อขับเคลื่อนความสัมพันธ์ด้านแรงงานระหว่างสองประเทศให้แน่นแฟ้นยิ่งขึ้น เมื่อเดือนมีนาคม 2566 ที่ผ่านมา รัฐมนตรีว่าการกระทรวงแรงงานและคณะ มีโอกาสเดินทาง ไปราชการ ณ นครเมลเบิร์น ประเทศออสเตรเลีย เพื่อแสวงหาความเป็นไปได้ในการดูแลแรงงานไทย ในออสเตรเลีย ให้มีชีวิตความเป็นอยู่ที่เหมาะสม ได้รับการคุ้มครองสิทธิตามกฎหมาย รวมทั้ง การผลักดันโอกาสในการจ้างงานให้แก่คนไทยในออสเตรเลีย โดยได้มีโอกาสหารือกับท่านรัฐมนตรี เบรนดัน โอคอนเนอร์รัฐมนตรีด้านทักษะและการฝึกอบรม กระทรวงการจ้างงานและแรงงานสัมพันธ์ ออสเตรเลีย และแอนดริว ไจลส์ รัฐมนตรีด้านการตรวจคนเข้าเมือง สถานะพลเมือง และกิจการพหุ วัฒนธรรม ด้วย
นายสุรชัย กล่าวต่อว่า การพบปะหารือในวันนี้ จะเป็นนิมิตรที่ดีที่จะเกิดประโยชน์กับทั้งสองประเทศ ในส่วนของกระทรวงแรงงานเองจึงขอความร่วมมือท่านวุฒิสมาชิกในฐานะตัวแทนรัฐวิกตอเรียพิจารณาสนับสนุนให้รัฐบาลออสเตรเลียพิจารณาเปิดโครงการวีซ่าแรงงานเกษตร ซึ่งเป็นสาขาที่ประเทศไทยมีความพร้อมและมีศักยภาพ เพื่อรองรับความต้องการแรงงานในรัฐวิกตอเรียเนื่องจากแรงงานไทยมีทักษะฝีมือที่สูง ขยันขันแข็ง และเป็นที่ต้องการจากประเทศต่าง ๆ โดยปัจจุบันมีการส่งแรงงานไทยไปทำงานเกษตรที่อิสราเอลและเกาหลีใต้ เป็นต้น และทราบว่า ออสเตรเลียประสบปัญหาขาดแคลนแรงงาน จึงขอความร่วมมือรัฐวิกตอเรียในการร่วมผลักดันให้รัฐบาลออสเตรเลียพิจารณารับผลการทดสอบภาษาอังกฤษของ TOEIC สำหรับการเดินทางไปทำงานในออสเตรเลียเพิ่มเติมนอกเหนือจากการสอบ IELTS เนื่องจากเป็นการทดสอบที่มีความยากอยู่ในระดับที่เหมาะสม เพื่อเป็นการเพิ่มโอกาสให้แรงงานไทยได้เดินทางไปทำงานในออสเตรเลียมากขึ้น รวมถึงความเป็นไปได้ในการพัฒนาหลักสูตรฯ เพื่อรองรับการจัดส่งแรงงานไทยไปทำงานในออสเตรเลีย เนื่องจากรัฐวิกตอเรียมีความเชี่ยวชาญด้านการพัฒนาทรัพยากรมนุษย์ เพื่อให้ความช่วยเหลือทางวิชาการแก่กรมพัฒนาฝีมือแรงงานในการพัฒนาแรงงานไทยให้มีสมรรถนะ สอดคล้องกับความต้องการของรัฐวิกตอเรียและประเทศออสเตรเลีย โดยการเตรียมความพร้อมกำลังแรงงานให้พร้อมต่อการเปลี่ยนผ่าน ทางด้านดิจิทัลและสิ่งแวดล้อมอีกด้วย

On April 18, 2023, the Assistant to the Labour Minister, Mr. Surachai Chaitrakulthong, welcomed Mrs. Beverley McArrthur, Dr. Renee Heath, and Mr. Nicholas McGowan, members of the Victorian House of Representatives on the occasion of traveling to Thailand to pay a courtesy visit and discuss labour affairs. The Advisor to the Labour Minister, Mr. Manit Promkareekul, and the Ministry of Labour’s executives also participated in the occasion, which took place at the Treethep Room 1, 12th floor, Department of Employment, Ministry of Labour.
Mr. Surachai said that the Ministry of Labour is pleased that the two countries have had friendly relations for a long time, including relationships in education, trade, investment, and tourism. The Ministry of Labour is ready to work towards strengthening labour relations between the two countries. In March 2023, the Labour Minister and his team had the opportunity to make an official visit to Melbourne, Australia, to seek the possibility of taking care of Thai workers in Australia to have a decent life and protection by the law and to promote employment opportunities for Thai people in Australia. Mr. Surachai had the opportunity to meet with H.E. The Hon Brendan O’Connor MP, Minister for Skills and Training, from the Australian Department of Employment and Workplace Relations, and The Hon Andrew Giles MP, Minister for Immigration, Citizenship and Multicultural Affairs.
Mr. Surachai continued that today’s meeting would benefit both countries. The Ministry of Labour asked the Senator, on behalf of the State of Victoria, to consider supporting the Australian Government to consider opening an agricultural worker visa program. This is a field in which Thailand is ready and has the potential to support the demand for workers in Victoria, as Thai workers are highly skilled and diligent and are needed from other countries. Thai workers are being sent to work in Israel and South Korea to work in agriculture. It is known that Australia is experiencing a labour shortage; therefore, they requested Victoria’s cooperation to encourage the Australian Government to consider accepting TOEIC English for Work Purposes in Australia, in addition to the IELTS test, as it is an appropriate level of difficulty. The effort would increase the opportunity for Thai workers to travel to work in Australia, including the possibility of developing the curriculum to support the delivery of Thai workers to work in Australia, as Victoria specializes in human resource development. The initiative would provide technical assistance to the Department of Skill Development in developing Thai workers to be competent and compliant with Victoria and Australia’s requirements by preparing workers for the transition on the digital side and the environment.
