วันที่ 8 มีนาคม 2566 เวลา 08.00 น. นายสมชาย มรกตศรีวรรณ ผู้ตรวจราชการกระทรวงแรงงาน เป็นประธานการประชุมหัวหน้าส่วนราชการในสังกัดกระทรวงแรงงานจังหวัดมหาสารคาม เพื่อรับฟังปัญหา/ อุปสรรคในการดำเนินการตรวจคัดกรองเบื้องต้นการบังคับใช้แรงงาน หรือบริการและการค้ามนุษย์ด้านแรงงานในรายงานต่างด้าวตามมาตรฐานการปฏิบัติงาน การตรวจคัดกรอง (SOP) ให้เป็นไปตามกลไกการส่งต่อระดับชาติ โดยมี นางสาววิไรวรรณ เทียงดาห์ แรงงานจังหวัดมหาสารคาม และหัวหน้าส่วนราชการในสังกัดกระทรวงแรงงานจังหวัดมหาสารคาม เข้าร่วมการประชุมในครั้งนี้ ณ ห้องประชุม 401 สำนักงานแรงงานจังหวัดมหาสารคาม ชั้น 4 อาคารศูนย์ราชการกระทรวงแรงงานจังหวัดมหาสารคาม ตำบลแก่งเลิงจาน อำเภอเมือง จังหวัดมหาสารคาม ทั้งนี้ ผู้ตรวจราชการกระทรวงแรงงาน ได้กำชับให้ส่วนราชการสังกัดกระทรวงแรงงานจังหวัดมหาสารคามบูรณาการความร่วมมือกับสถานประกอบการในการดูแลคุ้มครองสิทธิแรงงานของลูกจ้างแรงงานต่างด้าวให้ได้รับการปฏิบัติตามกฎหมายอย่างเท่าเทียมกับแรงงานไทย เช่น อัตราค่าจ้างขั้นต่ำ การรักษาพยาบาล การทำประกันสังคม เป็นต้น เพื่อให้ลูกจ้างได้รับสวัสดิการจากสถานประกอบการ อย่างเป็นธรรม และเป็นการป้องกันการเกิดปัญหาการค้ามนุษย์ในรูปแบบที่เลวร้าย ซึ่งอาจจะส่งผลกระทบต่อการจัดลำดับสถานการณ์การค้ามนุษย์ของประเทศไทยให้อยู่ในระดับที่ต่ำกว่าเดิมอีกด้วย
จากนั้น เวลา 10.45 น. นายสมชาย มรกตศรีวรรณ ผู้ตรวจราชการกระทรวงแรงงาน และคณะ ลงพื้นที่ ตรวจเยี่ยมสถานประกอบการที่มีการนำเข้าแรงงานต่างด้าว เพื่อตรวจคุ้มครองดูแลสิทธิแรงงานของลูกจ้างแรงงานต่างด้าว ให้ได้รับการปฏิบัติตามกฎหมายอย่างเท่าเทียมกับแรงงานไทย โดยมี นางปรีญา ไชยสันต์ ผู้จัดการฝ่ายบุคคล บริษัทขอนแก่นแหอวน สาขามหาสารคาม พร้อมด้วยหัวหน้าส่วนราชการในสังกัดกระทรวงแรงงานจังหวัดมหาสารคาม ให้การต้อนรับ ณ บริษัทขอนแก่นแหอวน สาขามหาสารคาม ตั้งอยู่เลขที่ 85 หมู่ที่ 5 ถนนมหาสารคาม – วาปีปทุม ตำบลแวงน่าง อำเภอเมืองมหาสารคาม จังหวัดมหาสารคาม ซึ่งเป็นสถานประกอบกิจการผลิต ประกอบ แห อวน ตาข่าย โดยที่สาขามหาสารคามมีกระบวนการผลิตเฉพาะกระบวนการทอ ปัจจุบันมีลูกจ้างทั้งสิ้น 454 คน แบ่งเป็น แรงงานไทย 414 คน และแรงงานต่างด้าวสัญชาติพม่า 40 คน ทั้งนี้ บริษัท ขอนแก่นแหอวน จำกัด มีนโยบายนำเข้าแรงงานต่างด้าวแบบถูกต้องตามกฎหมาย ซึ่งปัจจุบันเป็นการนำเข้าแบบ MOU ทั้งหมด
ผู้ตรวจราชการกระทรวงแรงงาน กล่าวว่า รัฐบาลภายใต้การนำของท่าน พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม และกระทรวงแรงงาน โดยท่านสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ได้ให้ความสำคัญกับการบริหารจัดการการทำงานของคนต่างด้าวสัญชาติกัมพูชา ลาว เมียนมา และเวียดนาม โดยคำนึงถึงความมั่นคงของประเทศและความปลอดภัยของประชาชนชาวไทย การลงพื้นที่จังหวัดมหาสารคามในครั้งนี้ มีวัตถุประสงค์เพื่อตรวจติดตามการดำเนินงานการตรวจคุ้มครองแรงงาน และการตรวจคัดกรองเบื้องต้น เพื่อแสวงหาข้อบ่งชี้สำหรับบุคคลที่มีเหตุอันควรสงสัยได้ว่าอาจเป็นผู้เสียหายจากการแสวงหาประโยชน์ด้านแรงงาน แรงงานบังคับ หรือการค้ามนุษย์ด้านแรงงานในแรงงานต่างด้าว รวมทั้งการรายงานผลการตรวจคัดกรองเบื้องต้นจากการใช้มาตรฐานการปฏิบัติงาน และ แบบ รบ.1 แสวงหาข้อบ่งชี้สำหรับบุคคลที่มีเหตุอันควรสงสัยได้ว่าอาจะเป็นผู้เสียหายจากการแสวงหาประโยชน์ด้านแรงงาน แรงงานบังคับ หรือการค้ามนุษย์ด้านแรงงาน ให้มีประสิทธิภาพและเป็นไปตาม NRM ตลอดจนรับทราบปัญหาอุปสรรค กระบวนการ วิธีการตรวจคุ้มครองแรงงาน และการตรวจคัดกรองเบื้องต้น เพื่อแสวงหาข้อบ่งชี้สำหรับบุคคลที่มีเหตุอันควรสงสัยได้ว่าอาจเป็นผู้เสียหายจากการแสวงหาประโยชน์ด้านแรงงาน
สำหรับสถานการณ์ด้านแรงงานต่างด้าว 3 สัญชาติของจังหวัดมหาสารคาม (ข้อมูล ณ เดือนมกราคม – ธันวาคม 2565) ทั้งหมด 961 คน แยกเป็นเมียนมา 467 คน กัมพูชา 101 คน ลาว 393 คน
On March 8, 2023, at 08.00 hours, the Ministry of Labour’s Inspector-General, Mr. Somchai Morakotsriwan, chaired the meeting of heads of government agencies in Maha Sarakham Province. The meeting listened to problems/obstacles in the preliminary screening of forced labour or services and human trafficking in the foreign workers report following the Screening Operational Procedure (SOP) according to the national referral mechanism. Maha Sarakham Provincial Labour Officer, Ms. Wiraiwan Thiangdah, and heads of government agencies under the Ministry of Labour in Maha Sarakham Province attended the meeting. The meeting took place at meeting room 401, Maha Sarakham Provincial Labour Office, 4th floor, the Ministry of Labour’s Government Office Building in Maha Sarakham Province, Kaeng Loeng Chan Subdistrict, Mueang District, Maha Sarakham Province. He urged government agencies under the Ministry of Labour in Maha Sarakham Province to work with companies in protecting the rights of migrant workers to be treated equally to Thai workers, such as minimum wages, medical treatment, and social security. The efforts aim to ensure that employees receive welfare from companies fairly to prevent the worst forms of human trafficking, which may pull Thailand’s human trafficking ranking lower.
At 10.45 hours, the Ministry of Labour’s Inspector-General, Mr. Somchai Morakotsriwan, and a delegation visited companies in the area that import foreign workers to inspect and protect the rights of foreign workers to be treated equally as Thai workers according to the law. The Human Resources Manager of Khon Kaen Fishing Net Co., Ltd., Maha Sarakham Branch, Mrs. Preeya Chaiyasan, and heads of government agencies under the Ministry of Labour in Maha Sarakham Province gave a welcome at Khon Kaen Fishing Net Co., Ltd., Maha Sarakham Branch, located at No. 85, Moo 5, Maha Sarakham-Wapi Pathum Road, Waeng Nang Subdistrict, Mueang Maha Sarakham District, Maha Sarakham Province. The company manufactures and assembles nets and fishing nets. The Maha Sarakham branch has a specific production process in the weaving processes. There are 454 employees, divided into 414 Thais and 40 Burmese workers. Khon Kaen Fishing Net Co., Ltd. has a policy to legally import foreign workers, currently all imported under an MOU.
The Ministry of Labour’s Inspector-General said that the government under the leadership of the Prime Minister and Minister of Defense, General Prayuth Chan-ocha, and the Ministry of Labour by the Labour Minister Mr. Suchart Chomklin, gives importance to managing Cambodian, Laotian, Myanmar and Vietnamese workers, concerning national security and the safety of Thai people. The visit to Maha Sarakham monitored the labour protection inspection and preliminary screening operation to identify persons with reasonable suspicion of being victims of labour exploitation, forced labour, or human trafficking among migrant workers. It also monitors the preliminary screening report from applying the operational standards and form Ror.Bor. 1 to seek indications for persons who have reasonable grounds to suspect that they may be victims of labour exploitation, forced labour, or human trafficking, to be effective and following the NRM, as well as to acknowledge the problems, obstacles, processes, methods of labour protection inspections and preliminary screening to identify people who who have reasonable grounds to suspect that they may be victims of labour exploitation.
Maha Sarakham has 961 workers of three nationalities (data as of January – December 2022), divided into 467 Myanmar nationals, 101 Cambodian nationals, and 393 Laotian nationals.
