วันที่ 9 มีนาคม 2566 เวลา 11.00 น. นายสมชาย มรกตศรีวรรณ ผู้ตรวจราชการกระทรวงแรงงาน เป็นประธานการประชุมหัวหน้าส่วนราชการในสังกัดกระทรวงแรงงานจังหวัดร้อยเอ็ด เพื่อรับฟังปัญหา/ อุปสรรคในการดำเนินการตรวจคัดกรองเบื้องต้นการบังคับใช้แรงงาน หรือบริการและการค้ามนุษย์ด้านแรงงานในรายงานต่างด้าวตามมาตรฐานการปฏิบัติงาน การตรวจคัดกรอง (SOP) ให้เป็นไปตามกลไกการส่งต่อระดับชาติ โดยได้กำชับให้ส่วนราชการสังกัดกระทรวงแรงงานจังหวัดร้อยเอ็ดบูรณาการความร่วมมือกับสถานประกอบการในการดูแลคุ้มครองสิทธิแรงงานของลูกจ้างแรงงานต่างด้าวให้ได้รับการปฏิบัติตามกฎหมายอย่างเท่าเทียมกับแรงงานไทย เช่น อัตราค่าจ้างขั้นต่ำ การรักษาพยาบาล การทำประกันสังคม เป็นต้น เพื่อให้ลูกจ้างได้รับสวัสดิการจากสถานประกอบการ อย่างเป็นธรรม และเป็นการป้องกันการเกิดปัญหาการค้ามนุษย์ในรูปแบบที่เลวร้าย ซึ่งอาจจะส่งผลกระทบต่อการจัดลำดับสถานการณ์การค้ามนุษย์ของประเทศไทยให้อยู่ในระดับที่ต่ำกว่าเดิมอีกด้วย โดยมี นางสาวอัชนีญา ไหมหรือ นักวิชาการแรงงานชำนาญการ รักษาราชการแทนแรงงานจังหวัดร้อยเอ็ด และหัวหน้าส่วนราชการในสังกัดกระทรวงแรงงานจังหวัดร้อยเอ็ด เข้าร่วมการประชุมในครั้งนี้ ณ ห้องประชุมสำนักงานประกันสังคมจังหวัด ชั้น 2
จากนั้น เวลา 13.30 น. นายสมชาย มรกตศรีวรรณ ผู้ตรวจราชการกระทรวงแรงงาน และคณะ ลงพื้นที่ตรวจเยี่ยมสถานประกอบการที่มีการนำเข้าแรงงานต่างด้าว เพื่อตรวจคุ้มครองดูแลสิทธิแรงงานของลูกจ้างแรงงานต่างด้าว ให้ได้รับการปฏิบัติตามกฎหมายอย่างเท่าเทียมกับแรงงานไทย โดยมีนายโสภณ มีหอม และนางธัญญา มีหอม กรรมการผู้จัดการ พร้อมด้วยหัวหน้าส่วนราชการในสังกัดกระทรวงแรงงานจังหวัดร้อยเอ็ด ให้การต้อนรับ ณ บริษัท ธันวาพาณิชย์ จำกัด เลขที่ 133/1 หมู่ที่ 6 ตำบลหมูม้น อำเภอเชียงขวัญ จังหวัดร้อยเอ็ด ซึ่งเป็นสถานประกอบการประเภทรีไซเคิล มีลูกจ้างทั้งหมด 90 คน แบ่งเป็น แรงงานไทย 40 คน และแรงงานต่างด้าวสัญชาติเมียนมาที่มีใบอนุญาตทำงานถูกต้อง 50 คน
สำหรับสถานการณ์ด้านแรงงานของจังหวัดร้อยเอ็ด (ข้อมูล ณ เดือนตุลาคม – ธันวาคม 2565) ประกอบด้วยสถานประกอบการในจังหวัด จำนวน 109 แห่ง มีลูกจ้าง ทั้งหมด 2,484 คน โดยมีแรงงานต่างด้าว ทั้งหมด 707 คน แบ่งเป็นแรงงานต่างด้าวประเภททั่วไป 132 คน พิสูจน์สัญชาติเดิม 152 คน แรงงานต่างด้าว 3 สัญชาติ และ MOU ทั้งหมด 409 คน แยกเป็นเมียนมา 84 คน กัมพูชา 45 คน ลาว 280 คน

On March 9, 2023, at 11.00 hours, the Ministry of Labour’s Inspector-General, Mr. Somchai Morakotsriwan, chaired the meeting of heads of government agencies under the Ministry of Labour in Roi Et Province. The meeting listened to the problems/obstacles in conducting the preliminary screening of forced labour or services and human trafficking in the foreigner report following the screening operational procedure (SOP), according to national referral mechanisms. He urged government agencies under the Ministry of Labour in Roi Et Province to work with companies in protecting the rights of migrant workers to be treated equally to Thai workers, such as minimum wages, medical treatment, and social security. The efforts aim to ensure that employees receive welfare from companies fairly to prevent the worst forms of human trafficking, which may pull Thailand’s human trafficking ranking lower. Academic Labour Specialist and Acting Roi Et Labour Officer, Ms. Achaneeya Maior, and heads of government agencies under the Ministry of Labour in Roi Et Province attended the meeting at the Provincial Social Security Office meeting room on the second floor.
At 13.30, the Ministry of Labour’s Inspector-General, Mr. Somchai Morakotsriwan, and a delegation traveled to the area to inspect business establishments that import foreign workers to monitor and protect the rights of foreign workers, ensuring equal treatment with Thai workers. The Managing Directors, Mr. Sophon Meehom and Mrs. Thanya Meehom, and heads of government agencies under the Ministry of Labour in Roi Et Province gave a welcome at Thanwa Panich Co., Ltd., located at No. 133/1 Moo 6, Mu Mon Subdistrict, Chiang Khwan District, Roi Et Province. The company is in the recycling business. There are 90 employees, 40 Thais and 50 Myanmar workers, all with valid work permits.
Roi Et Province (data as of October-December 2022) has 109 business establishments with 2,484 employees. There are 707 foreign workers, divided into 132 general foreign workers and 152 who have gone through proof of original nationality. There are 409 migrant workers of the three nationalities and MOUs, divided into 84 Myanmar nationals, 45 Cambodian nationals, and 280 Laotian nationals.
