วันที่ 14 มีนาคม 2566 เวลา 13.30 น. นายนันทชัย ปัญญาสุรฤทธิ์ ผู้ตรวจราชการกระทรวงแรงงาน เป็นประธานการประชุมหัวหน้าส่วนราชการในสังกัดกระทรวงแรงงานจังหวัดกำแพงเพชร เพื่อรับฟังปัญหา/ อุปสรรคในการดำเนินการตรวจคัดกรองเบื้องต้นการบังคับใช้แรงงาน หรือบริการและการค้ามนุษย์ด้านแรงงานในรายงานต่างด้าวตามมาตรฐานการปฏิบัติงาน การตรวจคัดกรอง (SOP) ให้เป็นไปตามกลไกการส่งต่อระดับชาติ โดยได้กำชับให้ส่วนราชการสังกัดกระทรวงแรงงานจังหวัดกำแพงเพชรบูรณาการความร่วมมือกับสถานประกอบการในการดูแลคุ้มครองสิทธิแรงงานของลูกจ้างแรงงานต่างด้าวให้ได้รับการปฏิบัติตามกฎหมายอย่างเท่าเทียมกับแรงงานไทย เช่น อัตราค่าจ้างขั้นต่ำ การรักษาพยาบาล การทำประกันสังคม เป็นต้น เพื่อให้ลูกจ้างได้รับสวัสดิการจากสถานประกอบการ อย่างเป็นธรรม และเป็นการป้องกันการเกิดปัญหาการค้ามนุษย์ในรูปแบบที่เลวร้าย ซึ่งอาจจะส่งผลกระทบต่อการจัดลำดับสถานการณ์การค้ามนุษย์ของประเทศไทยให้อยู่ในระดับที่ต่ำกว่าเดิมอีกด้วย โดยมี นางรัชนีกร ปิ่นแก้ว แรงงานจังหวัดกำแพงเพชร และหัวหน้าส่วนราชการในสังกัดกระทรวงแรงงานจังหวัดกำแพงเพชร เข้าร่วมการประชุมในครั้งนี้ ณ ห้องประชุมสำนักงานแรงงานจังหวัดกำแพงเพชร ชั้น 2 ศาลากลางจังหวัดกำแพงเพชร
นายนันทชัย ปัญญาสุรฤทธิ์ กล่าวว่า รัฐบาลภายใต้การนำของท่าน พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและและรัฐมนตรีว่าการกระทรวงกลาโหม และกระทรวงแรงงาน โดยท่านสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ได้ให้ความสำคัญกับการบริหารจัดการการทำงานของคนต่างด้าวสัญชาติกัมพูชา ลาว เมียนมา และเวียดนาม โดยคำนึงถึงความมั่นคงของประเทศและความปลอดภัยของประชาชนชาวไทย ซึ่งในวันนี้ผมได้ลงพื้นที่สร้างการรับรู้ ความเข้าใจนโยบายการบริหารจัดการ การนำเข้า ป้องกันและคุ้มครองสิทธิแรงงานต่างด้าวของกระทรวงแรงงานและรัฐบาล เพื่อสร้างความเข้าใจในสิทธิความเท่าเทียมระหว่างแรงงานไทยและแรงงานต่างด้าวให้ได้รับความคุ้มครองจากกฎหมายของประเทศไทย รวมถึงเป็นการแสดงออกของกระทรวงแรงงานและรัฐบาลในการมุ่งมั่นส่งเสริม ป้องกัน มิให้นายจ้าง/สถานประกอบกิจการเอารัดเอาเปรียบแรงงานต่างด้าวในสถานประกอบกิจการของตนเอง ซึ่งจะส่งผลให้การจัดลำดับสถานการณ์การค้ามนุษย์ของประเทศไทยจาก Tier 2 ไปสู่ Tier 1 ตามความมุ่งหวังของกระทรวงแรงงานและรัฐบาลอย่างต่อเนื่อง
จากนั้น เวลา 15.00 น. นายนันทชัย ปัญญาสุรฤทธิ์ ผู้ตรวจราชการกระทรวงแรงงาน และคณะ ลงพื้นที่ตรวจเยี่ยมสถานประกอบการที่มีการนำเข้าแรงงานต่างด้าว เพื่อตรวจคุ้มครองดูแลสิทธิแรงงานของลูกจ้างแรงงานต่างด้าว ให้ได้รับการปฏิบัติตามกฎหมายอย่างเท่าเทียมกับแรงงานไทย โดยมี นายธารา เทิดวีระพงศ์ ผู้จัดการ นางสาวสุภาพรณ์ สีประเสริฐ หัวหน้าฝ่ายบุคคล พร้อมด้วยหัวหน้าส่วนราชการในสังกัดกระทรวงแรงงานจังหวัดกำแพงเพชร ให้การต้อนรับ ณ บริษัท ท๊อปแลนด์ คอนกรีต จำกัด เลขที่ 229/13 กำแพงเพชร-หนองปลิง ต.หนองปลิง อ.เมือง จ.กำแพงเพชร ซึ่งเป็นสถานประกอบการประเภทโรงงานผู้ผลิตเสาเข็มคอนกรีต พื้นสำเร็จ อละอุปกรณ์เกี่ยวกับเสาไฟฟ้าคอนกรีต มีลูกจ้างขึ้นทะเบียนทั้งหมด 132 คน แบ่งเป็น แรงงานไทย 59 คน และแรงงานต่างด้าวสัญชาติเมียนมาที่มีใบอนุญาตทำงานถูกต้อง 73 คน
สำหรับสถานการณ์ด้านแรงงานของจังหวัดกำแพงเพชร (ข้อมูล ณ ปี 2565) ประกอบด้วยสถานประกอบการที่ขึ้นทะเบียนกองทุนประกันสังคม จำนวน 2,198 แห่ง สถานประกอบการที่ขึ้นทะเบียนกองทุนเงินทดแทน จำนวน 2,098 แห่ง จำนวนผู้ประกันตน 89,762 ราย แบ่งเป็น มาตรา 33 จำนวน 33,451 ราย มาตรา 39 จำนวน 7,513 ราย และมาตรา 40 จำนวน 48,798 ราย นายจ้าง/ สถานประกอบการที่จ้างแรงงานต่างด้าว จำนวน 1,410 คน โดยมีแรงงานต่างด้าวที่ได้รับอนุญาตทำงาน ทั้งหมด 6,428 คน แบ่งเป็น รายงานต่างด้าวเข้าเมืองถูกกฎหมายประเภททั่วไป จำนวน 128 คน ชนกลุ่มน้อย, พื้นที่สูง จำนวน 57 คน แรงงานต่างด้าว 4 สัญชาติ กลุ่มนำเข้า MOU จำนวน 910 คน ได้แก่ สัญชาติเมียนมา 615 คน ลาว 160 คน กัมพูชา 135 คน และเวียดนาม 1 คน และกลุ่มมติครม 5 ก.ค. 2565 จำนวน 5,333 คน ได้แก่ สัญชาติเมียนมา 4,715 คน ลาว 307 คน กัมพูชา 310 คน และเวียดนาม 1 คน

On March 14, 2023, at 13.30 hours, the Ministry of Labour’s Inspector-General, Mr. Nantachai Panyasurarit, chaired the meeting of heads of government agencies under the Ministry of Labour in Kamphaeng Phet Province to listen to issues and obstacles in implementing the preliminary screening of forced labour or services and labour trafficking in foreign workers, following the Screening Operational Procedure (SOP), according to the national referral mechanism. He urged government agencies under the Ministry of Labour in Kamphaeng Phet Province to work with companies in protecting the rights of migrant workers to be treated equally to Thai workers, such as minimum wages, medical treatment, and social security. The efforts aim to ensure that employees receive welfare from companies fairly to prevent the worst forms of human trafficking, which may pull Thailand’s human trafficking ranking lower. Kamphaeng Phet Provincial Labour Officer, Mrs. Rachaneekorn Pinkaew, and heads of government agencies under the Ministry of Labour in Kamphaeng Phet Province attended the meeting at the Kamphaeng Phet Provincial Labour Office meeting room, 2nd floor, Kamphaeng Phet City Hall.
Mr. Nantachai said that the government under the leadership of the Prime Minister and Minister of Defense, General Prayuth Chan-ocha, and the Ministry of Labour by the Labour Minister Mr. Suchart Chomklin, gives importance to managing Cambodian, Laotian, Myanmar, and Vietnamese workers, concerning national security and the safety of Thai people. Today, the visit aimed to create awareness and understanding of the Ministry of Labour and the government’s policies for the administration, importation, and protection of foreign workers’ rights. It aims to raise awareness of the equal rights of foreign and Thai workers to ensure protection according to Thai law. It also expresses the Ministry of Labour and the government’s determination to promote and prevent employers/business establishments from taking advantage of foreign workers in their workplaces. This will promote Thailand’s ranking on human trafficking from Tier 2 to Tier 1, following the expectations of the Ministry of Labour and the government.
At 15.00 hours, the Ministry of Labour’s Inspector-General, Mr. Nantachai Panyasurarit, and the delegation visited the area to inspect establishments that import foreign workers and to inspect and protect the rights of foreign workers to ensure equal treatment with Thai labour laws. The Manager, Mr. Thara Therdveerapong, the Head of Human Resources, Ms. Supaporn Siprasert, and heads of government agencies under the Ministry of Labour in Kamphaeng Phet Province gave a welcome at Topland Concrete Co., Ltd. The company is located at No. 229/13, Kamphaeng Phet-Nong Pling, Nong Pling Subdistrict, Mueang District, Kamphaeng Phet Province. The factory produces prefabricated concrete piles and equipment related to concrete electric poles. There are 132 registered employees, divided into 59 Thai workers and 73 Myanmar migrant workers with valid work permits.
Kamphaeng Phet Province (data in 2022) has 2,198 companies registered with the Social Security Fund and 2,098 with the Workmen’s Compensation Fund. There are 89,762 insured persons, divided into 33,451 persons under Section 33, 7,513 persons under Section 39, and 48,798 persons under Section 40. There are 1,410 employers/companies employing foreign workers, with 6,428 foreign workers permitted to work. This is divided into 128 general workers who reported to immigration legally, 57 from minorities or high-altitude areas, and 910 foreign workers of the four nationalities who entered under MOUs. This includes 615 Myanmar nationals, 160 Laotians, 135 Cambodians, and 1 Vietnamese. There are 5,333 people that fall in the group under the Cabinet’s meeting on July 5, 2022, which includes 4,715 Myanmar nationals, 307 Laotians, 310 Cambodians, and 1 Vietnamese.
