วันที่ 3 พฤษภาคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน นำทีมผู้บริหารกระทรวงแรงงาน ลงพื้นที่จังหวัดชัยภูมิ เสริมสร้างศักยภาพแรงงานครอบคลุมทุกมิติ พร้อมจับมือกลุ่มมิตรผล ร่วมยกระดับการบริหารแรงงานด้วยแนวปฏิบัติการใช้แรงงานที่ดี (GLP)
นายพิพัฒน์ เปิดเผยว่า รัฐบาลได้ให้ความสำคัญอย่างยิ่งในการยกระดับศักยภาพของพี่น้องผู้ใช้แรงงาน และมุ่งมั่นที่จะส่งเสริมหลักการและสิทธิพื้นฐานในการทำงาน กระทรวงแรงงาน ได้นำแนวปฏิบัติการใช้แรงงานที่ดี (Good Labour Practices : GLP) มาเป็นแนวทางและส่งเสริมให้สถานประกอบกิจการนำไปใช้ในการบริหารด้านแรงงาน เพื่อให้แรงงานได้รับการคุ้มครองสิทธิในมิติต่าง ๆ ทั้งในด้านการป้องกันและแก้ไขปัญหาการใช้แรงงานเด็ก แรงงานบังคับ การเลือกปฏิบัติ และการค้ามนุษย์ด้านแรงงาน สะท้อนให้เห็นว่าเป็นการประกอบธุรกิจอย่างมีจริยธรรม มีความรับผิดชอบต่อสังคมด้านแรงงาน อีกทั้งเป็นการลดอุปสรรค และเพิ่มศักยภาพในการแข่งขันทางการค้าของประเทศ สอดคล้องกับยุทธศาสตร์ชาติ 20 ปี ที่กำหนดให้ประเทศไทยมีขีดความสามารถในการแข่งขันที่สูงขึ้น รองรับการพัฒนาประเทศสู่ความมั่นคง มั่งคั่ง และยั่งยืน ผมขอชื่นชมกลุ่มมิตรผล ที่ให้ความสำคัญกับการเสริมสร้างศักยภาพแรงงาน และร่วมเป็นส่วนหนึ่งในการยกระดับคุณภาพชีวิตแรงงาน โดยการแสดงความมุ่งมั่นในการส่งเสริม สนับสนุน ให้สถานประกอบกิจการ ตลอดจนห่วงโซ่อุปทาน นำแนวปฏิบัติการใช้แรงงานที่ดี (GLP) ไปใช้บริหารจัดการแรงงาน ถือเป็นแบบอย่างที่ดีแก่ให้แก่สถานประกอบกิจการอื่นต่อไป
นางโสภา เกียรตินิรชา อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน (กสร.) กล่าวเพิ่มเติมว่า การลงนามในบันทึกข้อตกลงความร่วมมือระหว่างกรมสวัสดิการและคุ้มครองแรงงาน และกลุ่มมิตรผล จังหวัดชัยภูมิ ในวันนี้ เกิดขึ้นจากความตั้งใจระหว่างภาครัฐและภาคเอกชน ซึ่งกรมสวัสดิการและคุ้มครองแรงงานได้ผลักดันให้สถานประกอบกิจการทุกประเภท ทุกขนาด นำแนวปฏิบัติการใช้แรงงานที่ดี (GLP) ไปใช้เป็นแนวทางในการปรับปรุงสภาพการจ้างและสภาพการทำงานให้สอดคล้องกับกฎหมาย และสามารถพัฒนาให้มีระบบบริหารจัดการแรงงานที่ดีเทียบได้กับมาตรฐานแรงงานสากลมาโดยตลอด และมีความมุ่งมั่นในการสร้างเครือข่ายความร่วมมือกับภาคเอกชนที่มีห่วงโซ่อุปทาน เพื่อเพิ่มมิติการแข่งขันในภาคธุรกิจ ปัจจุบันมีสถานประกอบกิจการทั่วประเทศนำแนวปฏิบัติการใช้แรงงานที่ดี (GLP) ไปใช้แล้ว จำนวนทั้งสิ้น 28,026 แห่ง มีลูกจ้างได้รับประโยชน์ จำนวน 2,048,650 คน โดยมุ่งหวังว่าการลงนามในครั้งนี้จะเป็นการเปิดโอกาสให้มีลูกจ้างได้รับประโยชน์เพิ่มขึ้นกว่า 14,267 คน อันจะส่งผลให้มีลูกจ้างที่สามารถเป็นแรงงานสำคัญในการขับเคลื่อนเศรษฐกิจ ตลอดจนขยายโอกาสทางการค้าและการลงทุนในเวทีโลก ควบคู่ไปกับการยกระดับรายได้และการกินดีอยู่ดี จากการใช้แนวการปฏิบัติการใช้แรงงานที่ถูกต้อง เพื่อให้เป็นไปตามเจตนารมณ์ที่มุ่งหวังให้แรงงานมีคุณภาพชีวิตที่ดีอย่างยั่งยืน

On May 3, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn led the Ministry of Labour’s executive team to visit Chaiyaphum province to strengthen the workforce’s potential in all dimensions, joining hands with Mitr Phol Group in raising the level of labour management with Good Labour Practices (GLP).
Mr. Phiphat said that the Government places great importance on raising the potential of the workforce and is committed to promoting basic principles and rights at work. The Ministry of Labour has adopted Good Labour Practices (GLP) as a guideline. It encourages business establishments to use them in labour management so that workers have their rights protected in various dimensions. It also prevents and solves issues of child labour, forced labour, discrimination, and human trafficking, reflecting ethical business operations. It promotes social responsibility, reduces obstacles, and increases the country’s commercial competitiveness. This is in line with the 20-year national strategy that sets Thailand to have higher competitiveness, supporting the development of the country towards stability, prosperity, and sustainability. He commended Mitr Phol Group for giving importance to strengthening the workforce’s potential and for taking part in improving the quality of life of workers by showing determination in promoting and supporting business establishments as well as the supply chain to apply Good Labour Practices (GLP) to labour management. The company is considered a good example for other business establishments.
The Department of Labour Protection and Welare’s Director-General, Mrs. Sopa Kiatniracha, added that the signing of the Memorandum of Understanding between the Department of Labour Protection and Welfare and Mitr Phol Group in Chaiyaphum Province today arose from the intention of the public and private sectors. The Department of Labour Protection and Welfare has encouraged business establishments of all types and sizes to adopt Good Labour Practices (GLP) as a guideline for improving employment and working conditions in line with the law and to develop a good labour management system comparable to international labour standards. It is committed to building a network of cooperation with the private sector that has a supply chain to increase the competitive dimension in the business sector. Currently, 28,026 establishments across the country have adopted Good Labour Practices (GLP), with 2,048,650 employees benefiting. It is hoped that this signing will provide an opportunity for more employees. Over 14,267 people will receive benefits, which will result in employees being able to be important workers in driving the economy. Using correct labour practices will also boost trade and investment opportunities on the world stage, raise income levels, and improve the quality of living. The efforts are in line with the spirit that aims to provide workers with a good, sustainable quality of life.
The Chief Executive Officer of Thailand Sugar, Energy, and New Business Business Group, Mitr Phol Group, Mr. Weerajet Wongkusolkit, said that “The Mitr Phol Group operates businesses in the industrial sector, consisting of sugar, evolving into renewable energy (biomass electricity, solar energy, and ethanol), wood substitutes, fertilizers, biodegradables, and transportation and warehousing. Mitr Phol Group currently has 26 business establishments in Thailand, employing over 14,267 people. Mitr Phol Group places importance on and respects human rights according to the law and international principles throughout the value chain, from employees, farmers, customers, trade partners, the community, and society. Today, the Mitr Phol Group has the intention to jointly promote business establishments in the Mitr Phol Group to adopt Good Labour Practices (GLP) in managing their workforce to achieve sustainable success. This will lead to improving the quality of life of workers, both physically and mentally. They can develop their skills and knowledge and advance in their career to create further growth for themselves, organizations, and the country.”
