นายภูมิพัฒน์ เหมือนจันทร์ โฆษกกระทรวงแรงงาน เปิดเผยว่า นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ให้ความสำคัญกับการบริหารจัดการและดูแลแรงงานข้ามชาติอย่างเป็นระบบและมีประสิทธิภาพ ทั้งเชิงป้องกันและปราบปราม โดยขึ้นทะเบียนให้ถูกต้อง และตรวจสอบควบคุมไม่ให้แรงงานเหล่านี้มีพฤติกรรมละเมิดกฎหมายหรือใช้กฎหมู่ หากเกิดปัญหาจะใช้การเจรจาพูดคุยไปจนถึงดำเนินการตามกฎหมาย โดยคำนึงถึงประโยชน์ของนายจ้าง และลูกจ้างแรงงานทุกกลุ่มโดยไม่แบ่งแยก รวมไปถึงผู้ติดตามซึ่งเป็นบุตรของแรงงานข้ามชาติ เพื่อให้เกิดประโยชน์ต่อทุกฝ่ายอย่างเหมาะสม
ที่ผ่านมาองค์กรนานาชาติหลายแห่ง เช่น องค์การแรงงานระหว่างประเทศ องค์การระหว่างประเทศเพื่อการโยกย้ายถิ่นฐาน ชื่นชมนโยบายและการปฏิบัติต่อแรงงานข้ามชาติของไทยที่สามารถเป็นต้นแบบให้กับประเทศอื่นได้ โดยเฉพาะการดูแลและส่งเสริมหลักประกันทางสังคมให้กับแรงงานข้ามชาติ ซึ่งรัฐมนตรีว่าการกระทรวงแรงงานย้ำเสมอว่า แรงงานข้ามชาติเป็นกลุ่มคนที่ช่วยขับเคลื่อนเศรษฐกิจไทย และเป็นเสมือนญาติพี่น้องที่เราต้องดูแลตามหลักสิทธิมนุษยชน
สำหรับในช่วงเทศกาลสงกรานต์นี้ กระทรวงแรงงานได้เสนอคณะรัฐมนตรีเพื่อขอผ่อนผันให้แรงงานชาวกัมพูชา ลาว และเมียนมา ที่มีคุณสมบัติตามที่กำหนด เดินทางกลับประเทศต้นทางเพื่อร่วมงานประเพณีสงกรานต์ ซึ่งล่าสุดราชกิจจานุเบกษาได้เผยแพร่ประกาศกระทรวงมหาดไทยที่ผ่อนผันให้แรงงานเหล่านี้สามารถกลับบ้านและเดินทางกลับเข้าประเทศไทยได้แล้ว โดยไม่ต้องยื่นคำขออนุญาตอีกในระหว่างวันที่ 1 เม.ย. – 15 พ.ค. 67 แต่หากเดินทางกลับเข้ามาหลังช่วงเวลาที่กำหนดจะต้องยื่นคำขออนุญาต หรือ Re-Entry Permit ตามปกติ ทั้งนี้ เป็นไปตามนโยบายรัฐบาลเพื่อรักษาความสัมพันธ์อันดีกับประเทศเพื่อนบ้าน และช่วยเหลือลดภาระค่าใช้จ่ายในการเดินทางให้กับแรงงานข้ามชาติด้วย
The Ministry of Labour’s Spokesperson, Mr. Phumiphat Mueanchan, said that the Labour Minister, Mr. Phiphat Ratchakitprakarn, gives importance to systematic and efficient management and care of migrant workers. This includes the prevention and suppression of illegal migration by ensuring correct registration, inspection, and control so that such workers do not violate the law or use group rules. If issues occur, negotiations will be used until legal action is taken. The efforts take into account the benefits of the employer and employees of all groups without discrimination, including dependents who are children of migrant workers, so that all parties benefit appropriately.
In the past, many international organizations, such as the International Labour Organization and the International Organization for Migration, have commended Thailand’s policies and treatment of migrant workers, which can serve as a model for other countries, especially caring for and promoting social security for migrant workers. The Labour Minister has always emphasized that migrant workers are a group of people who help drive the Thai economy and are like relatives that must be taken care of according to human rights principles.
For this year’s Songkran festival, the Ministry of Labour has proposed to the Cabinet to request a waiver for Cambodian, Laotian, and Myanmar workers who have the specified qualifications to return to their country of origin to attend the traditional Songkran festival. Recently, the Royal Gazette published an announcement from the Ministry of Interior granting a waiver for these workers to be able to return home and return to Thailand. There is no need to apply for permission again between April 1 and 15, 2024. However, if returning after the specified period, the workers must apply for permission or a Re-Entry Permit as usual. The initiative is in accordance with government policy to maintain good relations with neighbouring countries and help reduce the burden of travel expenses for migrant workers as well.
