นายภูมิพัฒน์ เหมือนจันทร์ โฆษกกระทรวงแรงงาน เปิดเผยว่า จากกรณีเกิดเหตุแอมโมเนียรั่วไหลที่ โรงงานผลิตน้ำแข็งในพื้นที่ อ.บางละมุง จ.ชลบุรี เมื่อวันที่ 17 เมษายน ที่ผ่านมา รวมถึงเหตุอันตรายอื่นในสถานประกอบกิจการที่เคยเกิดขึ้น เช่น โรงงานพลุระเบิด นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ได้ประชุมผู้บริหารกระทรวงแรงงานและมอบหมายให้หน่วยงานที่เกี่ยวข้อง เช่น กรมสวัสดิการและคุ้มครองแรงงาน และสถาบันส่งเสริมความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน (องค์การมหาชน) ถอดบทเรียนและหาทางป้องกันไม่ให้เกิดเหตุเช่นนี้ขึ้นอีก
โดยในส่วนของสถาบันส่งเสริมความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน (องค์การมหาชน) หรือ สสปท. นั้น รัฐมนตรีว่าการกระทรวงแรงงานได้กำชับให้ทำงานเชิงรุกเพื่อลดปัจจัยความเสี่ยงต่าง ๆ หรือเรียกว่ากันไว้ดีกว่าแก้ โดยเน้นการสร้างเสริมความรู้ความเข้าใจที่ถูกต้องเกี่ยวกับความปลอดภัยและมาตรฐานในการทำงานแก่สถานประกอบกิจการ และทำงานร่วมกับกรมสวัสดิการและคุ้มครองแรงงานทั้งในส่วนกลางและส่วนภูมิภาค ที่มีหน้าที่ตรวจสอบมาตรฐานของสถานประกอบกิจการอย่างใกล้ชิดและต่อเนื่อง ทั้งนี้ ได้รับรายงานว่า ศูนย์ส่งเสริมความปลอดภัยและอาชีวอนามัยภาคตะวันออกได้ร่วมกับเจ้าหน้าที่ศูนย์ความปลอดภัยแรงงาน เขต 2 (ชลบุรี) เข้าตรวจสอบเหตุโรงงานน้ำแข็งดังกล่าว หลังเกิดเหตุ และได้เชิญนายจ้างไปพบพนักงานตรวจความปลอดภัย เพื่อให้ข้อเท็จจริงในวันที่ 30 เมษายนนี้ และจะดำเนินการตามขั้นตอนทางกฎหมายต่อไป
โฆษกกระทรวงแรงงาน กล่าวว่า สสปท. เป็นหน่วยงานที่จัดตั้งขึ้นตามมาตรา 52 แห่ง พ.ร.บ.ความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน พ.ศ. 2554 อยู่ภายใต้การกำกับดูแลของรัฐมนตรีว่าการกระทรวงแรงงาน มีอำนาจหน้าที่ส่งเสริมและแก้ไขปัญหา พัฒนามาตรฐาน ร่วมมือกับภาครัฐและเอกชน รวมทั้งศึกษาวิจัยเกี่ยวกับการส่งเสริมความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน เพื่อลดอัตราการประสบอันตรายจากการทำงานให้เป็นรูปธรรม
The Ministry of Labour’s Spokesperson, Mr. Phumiphat Mueanchan, spoke about the case of an ammonia leak at an Ice factory in Bang Lamung District, Chonburi Province on April 17, including other dangerous incidents in business establishments that have previously occurred, such as a firecracker factory explosion. The Labour Minister, Mr. Phiphat Ratchakitprakarn, met with the Ministry of Labour’s executives and assigned relevant agencies, such as the Department of Labour Protection and Welfare and the Thailand Institute of Occupational Safety and Health (Public Organization), to take the lessons learned and find ways to prevent such incidents in the future.
The Labour Minister has emphasized the Thailand Institute of Occupational Safety and Health (Public Organization) or TOSH to take proactive measures to reduce risk factors, as prevention is better than fixing. His emphasis was on creating an understanding of safety and working standards for business establishments and working with the Department of Labour Protection and Welfare both centrally and provincially, which is responsible for closely and continuously inspecting the standards of business establishments. It has been reported that The Eastern Occupational Health and Safety Promotion Center has joined with officials from the Labour Safety Center, District 2 (Chonburi), to inspect the ice factory after the incident. The employer has been invited to meet with the safety inspector on April 30 to provide the facts. They will then proceed with further legal procedures.
The Ministry of Labour’s Spokesperson said that TOSH is an agency established under Section 52 of the Occupational Health, Safety, and Environment Act B.E. 2554 under the supervision of the Labour Minister. It has the authority and responsibility to promote and solve problems, develop standards, and work with the public and private sectors. It also conducts research on promoting occupational health, safety, and the working environment to reduce the rate of suffering from work-related hazards concretely.
