วันที่ 21 มีนาคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงกรณี สถานการณ์น้ำท่วมในพื้นที่ อ.ศรีราชา จ.ชลบุรีว่า ตามที่ได้เกิดฝนตกหนักในเขตพื้นที่ อ.ศรีราชา เมื่อวันที่ 19 มีนาคมที่ผ่านมา ส่งผลทำให้น้ำท่วมขังในหลายพื้นที่ ทันทีที่ทราบข่าวในเรื่องนี้ ในส่วนของกระทรวงแรงงาน ผมมีความห่วงใยต่อสถานการณ์ดังกล่าวและเบื้องต้นได้รับรายงานจากนายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงานว่า ได้กำชับให้ส่วนราชการในสังกัดกระทรวงแรงงานในพื้นที่ จ.ชลบุรี ที่ประสบอุทกภัยเฝ้าระวังติดตามสถานการณ์อย่างใกล้ชิด พร้อมประสานหน่วยงานที่เกี่ยวข้องสำรวจข้อมูลสถานประกอบการ ลูกจ้างที่ได้รับผลกระทบและให้ความช่วยเหลือแก่ผู้ได้รับผลกระทบตามภารกิจกระทรวงแรงงานในทันที
“ผมมีความห่วงใยพี่น้องผู้ใช้แรงงานทุกท่านที่โรงงานถูกน้ำท่วม ผมได้ให้หน่วยงานในสังกัดประสานขอความร่วมมือผู้ประกอบการ ให้มีมาตรการช่วยเหลือลูกจ้างกรณีที่ลูกจ้างไม่สามารถเข้าทำงานได้ เนื่องจากน้ำท่วมสูงหรือเส้นทางถูกตัดขาด ให้ลูกจ้างสามารถหยุดงานได้โดยไม่ถือเป็นวันลา และจ่ายค่าจ้างให้ตามปกติ พร้อมกำชับให้ส่วนราชการสังกัดกระทรวงแรงงาน (5 เสือแรงงาน) ในพื้นน้ำท่วมเฝ้าระวังสถานการณ์ และสนับสนุนความร่วมมือกับหน่วยงานที่เกี่ยวข้องในพื้นที่เพื่อให้ความช่วยเหลือตามภารกิจกระทรวงแรงงานอย่างเต็มกำลัง” นายพิพัฒน์ กล่าว
ด้าน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน กล่าวว่า จากเหตุการณ์ดังกล่าวผมได้รับรายงานจากนายเฉลิมพล เนียมสกุล แรงงานจังหวัดชลบุรีที่ได้ประสานสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดและสำนักงานประกันสังคมจังหวัดชลบุรี พบว่า มีสถานประกอบกิจการในนิคมอุตสาหกรรมปิ่นทอง ได้รับผลกระทบประมาณ 10 แห่ง ลูกจ้างที่ได้รับผลกระทบประมาณ 300 คน จากสถานประกอบกิจการทั้งหมด จำนวน 125 แห่ง มีพนักงานจำนวน 15,473 คน โดยลูกจ้างส่วนใหญ่ยังสามารถเข้าทำงาน และได้รับค่าจ้างตามปกติ บางส่วนได้รับผลกระทบจากการที่รถรับส่งพนักงานต้องเปลี่ยนเส้นทางการวิ่ง รถเสีย เป็นต้น โดยสำนักงานสวัสดิการคุ้มครองแรงงานจังหวัดชลบุรี ได้ประสานขอความร่วมมือผู้ประกอบการ ให้มีมาตรการช่วยเหลือลูกจ้างกรณีที่ลูกจ้างไม่สามารถเข้าทำงานได้ เนื่องจากน้ำท่วมสูงหรือเส้นทางถูกตัดขาด ให้ลูกจ้างสามารถหยุดงานได้โดยไม่ถือเป็นวันลา และจ่ายค่าจ้างให้ตามปกติ รวมถึงมาตรการด้านความปลอดภัย อาชีวอนามัยและสภาพแวดล้อมในการทำงาน ให้ลูกจ้างสามารถเข้าทำงานได้อย่างปลอดภัย ในสถานการณ์ดังกล่าวด้วย ส่วนการให้ความช่วยเหลือเบื้องต้นสำนักงานประกันสังคมจังหวัดชลบุรี สาขาศรีราชา ได้นำน้ำดื่มจำนวน 100 แพ็ค เพื่อช่วยเหลือสถานประกอบกิจการที่ประสบน้ำท่วมในพื้นที่ดังกล่าว
ทั้งนี้ ลูกจ้าง นายจ้าง และประชาชนที่ประสบอุทกภัยได้รับความเดือดร้อนและต้องการขอรับความช่วยเหลือ สามารถขอรับความช่วยเหลือได้ที่หน่วยงานในสังกัดกระทรวงแรงงานในพื้นที่ หรือสามารถติดต่อสอบถามรายละเอียดได้ที่สายด่วนกระทรวงแรงงาน 1506

He received an initial report from the Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, that he has urged government agencies under the Ministry of Labour in Chonburi Province that were affected by the flooding to watch out and closely monitor the situation and prepare to coordinate with relevant agencies to survey information on affected establishments and employees and prepare to immediately support those affected according to the mission of the Ministry of Labour.
“I am concerned about all the workers whose factories were flooded. I have instructed affiliated agencies to coordinate and ask for cooperation from companies to provide measures to assist employees in cases where they are unable to work due to high flooding or the route being cut off and to allow employees to take time off work without it being considered leave, and pay wages as usual. I have also instructed government agencies under the Ministry of Labour (five labour tigers) in the flooded areas to monitor the situation and support cooperation with relevant agencies to provide full assistance in accordance with the Ministry of Labour’s missions,” Mr. Phiphat said.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that from the said incident, he received a report from the Chonburi Provincial Labour Officer, Mr. Chalermphon Niamsakul, who coordinated with the Provincial Labour Protection and Welfare Office and the Chonburi Social Security Office. The report showed that approximately ten companies in Pinthong Industrial Estate were affected, with approximately 300 affected employees from a total of 125 business establishments and a total of 15,473 employees. Most employees are still able to work and receive normal wages. Some were affected by the employee shuttle bus having to change its running route and cars breaking down. The Chonburi Provincial Labour Protection Welfare Office has coordinated and asked for cooperation from companies to provide measures to assist employees in cases where they are unable to work due to high flooding or the route being cut off and allow employees to take time off work without it being considered leave, and pay wages as usual. He also urged occupational health, safety, and work environment measures to allow employees to come to work safely in such a situation. For initial assistance, the Chonburi Social Security Office, Sriracha Branch, has brought 100 packs of drinking water to help business establishments affected by flooding in the area.
