รมว.แรงงาน นายพิพัฒน์ รัชกิจประการ เยือนเมืองพัทลุง ผลักดันการ Up Skill แรงงานในพื้นที่ ประยุกต์ใช้โซลาร์เซลล์ เพื่อลดรายจ่ายเพิ่มรายได้ ปลุกกระแสการใช้พลังงานทดแทนลดภาวะโลกร้อน
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า ในการลงพื้นที่จังหวัดพัทลุงครั้งนี้ เพื่อร่วมกิจกรรมและงานต่าง ๆ ของกระทรวงแรงงานที่ตั้งอยู่ในแต่ละพื้นที่ โดยการเข้ามาเยี่ยมชมการฝึกอบรมการติดตั้งและบำรุงรักษาระบบเซลล์แสงอาทิตย์ พนักงานเติมน้ำมัน และการทำขนมเบเกอรี่ เพื่อให้แรงงานนำไปประกอบอาชีพ รวมถึงมอบใบรับรองแก่หน่วยงานที่ร่วมเป็นศูนย์ทดสอบมาตรฐานในแต่ละสาขา การลงพื้นที่ในแต่ละครั้งนั้น ต้องการเน้นย้ำให้แรงงานและหน่วยงานที่เกี่ยวข้องให้ความสำคัญของการพัฒนากำลังแรงงานของประเทศ ซึ่งเป็นหน้าที่ของทุกคนที่ต้องร่วมกันไม่ว่าจะเป็นผู้ใช้แรงงานเอง ผู้ประกอบกิจการ เพราะสุดท้ายทุกคนได้รับประโยชน์ทั้งสิ้นในฐานะผู้รับบริการ ซึ่งรัฐบาลให้ความสำคัญกับการ Up Skill และ Re Skill ให้แก่แรงงานเพื่อให้มีทักษะฝีมือ สามารถทำงานได้ ไม่ว่าจะเป็นการประกอบอาชีพอิสระหรือเข้าสู่การทำงานแบบมีนายจ้าง และได้รับค่าจ้างอย่างเหมาะสมตามมาตรฐานฝีมือด้วย
รมว.แรงงาน กล่าวต่อไปว่า ในวันนี้ได้เยี่ยมชมการฝึกอบรมที่แรงงานในพื้นที่สามารถนำไปประกอบอาชีพส่วนตัวหรือสามารถนำไปประยุกต์ใช้กับงานต่าง ๆ ได้ อาทิ การติดตั้งและบำรุงรักษาระบบเซลล์แสงอาทิตย์ เป็นความร่วมมือระหว่างสำนักงานพัฒนาฝีมือแรงงานพัทลุง กับบริษัทเอสซีจี ฟิวเจอร์ เจนเนอร์จี จำกัด ร่วมกันจัดอบรมให้ความรู้แก่แรงงานในพื้นที่ ซึ่งบริษัท มอบชุดฝึกพลังงานแสงอาทิตย์ไว้ใช้ประโยชน์ในการฝึกอบรม การฝึกอบรมด้านนี้ได้รับความสนใจอย่างมากในทุกพื้นที่ สามารถนำมาประยุกต์ใช้ในภาคการเกษตรของแต่ละพื้นที่ได้เป็นอย่างดี อีกทั้งเป็นการใช้พลังงานทดแทน ประหยัดค่าไฟฟ้าได้และยังนำความรู้ไปทำเป็นอาชีพมีรายได้เพิ่มขึ้น อีกหลักสูตรที่น่าสนใจและสามารถพูดได้อย่างมั่นใจว่าสถานประกอบกิจการมีความต้องการจริง ๆ คือ พนักงานเติมน้ำมันในสถานีบริการน้ำมันเชื้อเพลิง ซึ่งพนักงานที่ทำหน้าที่นี้ควรต้องรู้ว่า ต้องทำหน้าที่อะไรบ้างและทำอย่างไร ที่สำคัญคือการบริการ สำหรับการฝึกอบรมการทำขนมเบเกอรี่นั้น เป็นหลักสูตรที่ได้รับความสนใจทั่วทุกภาคเช่นกัน เพราะสามารถสร้างรายได้ให้แก่คนที่ผ่านการอบรมได้ต่อวันหลายพันบาท บางรายทำส่งร้านในตลาด ส่งตามร้านกาแฟ หรือบางรายรับจัดอาหารว่างในงานต่าง ๆ
“การฝึกอบรมที่กรมพัฒนาฝีมือแรงงาน กระทรวงแรงงานได้ดำเนินการ ได้รับการยอมรับและมีมาตรฐาน ดังนั้นผู้ที่ผ่านการอบรมจึงมั่นใจว่าจบจากหน่วยงานของกรมแล้ว มีฝีมือจริงรวมถึงได้รับใบรับรองการันตีด้วย” รมว.กล่าวทิ้งท้าย
นอกจากนี้ รมว.แรงงานยังเป็นประธานมอบใบอนุญาตแก่ศูนย์ทดสอบมาตรฐานฝีมือแรงงาน จำนวน 2 ศูนย์ ได้แก่ 1) ค่ายมวย ช.ชนะชัย เป็นศูนย์ทดสอบมาตรฐานฝีมือแรงงาน สาขาผู้ฝึกสอนมวยไทย ระดับ 1 เพื่อผลักดันมวยไทย เป็น Soft Power ให้เป็นที่รู้จักทั่วโลก ซึ่งจังหวัดพัทลุงมีชื่อเสียงด้านมวยไทยและมีค่ายมวยที่จดทะเบียน จำนวน 25 ค่าย 2) วิทยาลัยสารพัดช่างพัทลุง เป็นศูนย์ทดสอบมาตรฐานฝีมือแรงงาน สาขาช่างไฟฟ้าภายในอาคาร ระดับ 1 เป็นการบูรณาการร่วมกับสำนักงานคณะกรรมการการอาชีวศึกษา เพื่อส่งเสริมการพัฒนาทักษะแรงงาน รองรับการจ่ายค่าจ้างตามมาตรฐานในการปฏิบัติงาน ตาม พ.ร.บ.ส่งเสริมการพัฒนาฝีมือแรงงาน พ.ศ. 2545
The Labour Minister, Mr. Phiphat Ratchakitprakarn, visited Phatthalung to push for the upskilling of workers in the area of the application of solar cells to reduce expenses and increase income, stimulating the trend of using alternative energy to reduce global warming.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said he paid a visit to Phatthalung Province to participate in various activities and tasks of the Ministry of Labour located in each area. On this visit, he observed training on the installation and maintenance of solar cell systems, gas station attendants, and a session on baking desserts for workers to use as occupations. He also gave out certificates to agencies that participate as standard assessment centers in each occupational branch. Each time he visits the area, he emphasizes to workers and related agencies on the importance of developing the country’s workforce. Everyone must work together, whether they are workers themselves or business operators, as in the end, everyone will benefit from such effort. The government places importance on upskilling and reskilling workers in order to have skills that can be applied to work, whether it is being self-employed or entering the workforce with an employer. It also ensures that such workers receive appropriate wages according to workmanship standards as well.
The Labour Minister continued that today, he visited a training workshop that local workers can use for their careers or can apply to various jobs, such as installing and maintaining solar cell systems. It is a collaboration between the Phatthalung Skill Development Office and SCG Future Generation Co., Ltd. They organized the training to educate workers in the area. The company provided solar energy training kits to use in the training. Training in this area has gained a lot of attention, as it can be applied in the agricultural sector. It is also a use of renewable energy, which saves on electricity costs. The knowledge gained can also be used as a career to earn more income. Another interesting course that business establishments need is gas attendants at fuel stations. Employees performing this duty should know what they must do and how to do it. The important thing is service. The bakery training is a course that has received interest from all sectors as well because it can generate income for those who have completed the training, leading to thousands of Baht per day. Some people deliver the bakery goods to stores in the market. Some are delivered to coffee shops, and some people provide snacks at various events.
“The training provided by the Ministry of Labour’s Department of Skill Development is accepted and up to standard. Therefore, those who pass the training can be confident that they have graduated from the department’s organization. They have real skills and will have received a certificate as well,” the Labour Minister concluded.
In addition, the Labour Minister chaired the occasion of giving out certificates to two labour skill standards assessment centers: 1) The C. Chanachai Boxing Camp a labour skill standards assessment center in the Muay Thai trainer branch, level 1. It promotes Muay Thai as a Soft Power to be known around the world. Phatthalung Province is famous for Muay Thai and has 25 registered boxing camps. 2) The Phatthalung Polytechnic College is a center for assessing labour standards in the indoor electrician field, level 1. It works with the Office of the Vocational Education Commission to promote the development of labour skills that supports the payment of wages according to work standards according to the Skill Development Promotion Act B.E. 2545.
