วันที่ 14 กันยายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานการประชุมมอบนโยบายปี 2567 เพื่อขับเคลื่อนงานกระทรวงแรงงาน โดยมี นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วม ณ ห้องประชุม ศ.นิคม จันทรวิทุร ชั้น 5 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวว่า ภารกิจของกระทรวงแรงงาน มีความสำคัญอย่างมากในการดูแลพี่น้องผู้ใช้แรงงานให้มีคุณภาพชีวิตที่ดี มีรายได้ที่มั่นคง ซึ่งภาคแรงงานเองจะต้องเข้มแข็ง มีทักษะฝีมือ มีศักยภาพเพื่อเพิ่มขีดความสามารถในการแข่งขันของประเทศ ซึ่งมีนโยบายและงานหลักสำคัญ โดยเฉพาะอย่างยิ่งประการแรก คือ การขับเคลื่อนนโยบายรัฐบาลด้านแรงงาน ที่ท่านเศรษฐา ทวีสิน นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลังได้แถลงไว้ต่อสภาเมื่อวันที่ 11-12 กันยายนที่ผ่านมา โดยจะต้องนำนโยบายตรงส่วนนี้ไปสู่การปฏิบัติให้เป็นผลสำเร็จ นอกจากนี้แล้ว ในส่วนของกระทรวงแรงงานเองผมได้มีนโยบายสำคัญที่จะต้องเร่งผลักดันดำเนินการในปี 2567 ภายใต้แนวคิด “ทักษะดี มีงานทำ หลักประกันสังคมเด่น เน้นขับเคลื่อนเศรษฐกิจ” โดยมีนโยบายสำคัญ 3 ด้าน ได้แก่ ด้านทักษะดี 1) พัฒนาทักษะฝีมือแรงงานชั้นสูงเพื่อรองรับการจ่ายค่าจ้างตามความสามารถการปฏิบัติงาน 2) เร่ง Up-Skill ทักษะฝีมือแรงงานเพื่อการมีงานทำรองรับเศรษฐกิจใหม่ (Up – Skill for More Earn) ด้านมีงานทำ 3) ใช้ระบบ One Stop Service บริหารการทำงานของแรงงานต่างด้าวครบจบที่จุดเดียว 4) เพิ่มการจัดส่งแรงงานไทยไปทำงานต่างประเทศ 100,000 อัตรา ให้สำเร็จภายในปี 2567 และด้านหลักประกันทางสังคมเด่น 5) ลดหนี้ เติมทุน สร้างสุขแรงงาน (Micro Finance) 6) กองทุนมั่นคง แรงงานมั่งคั่ง ประกันสังคมยั่งยืน 7) ประกันสังคมยุคใหม่ สร้างความมั่นคง เพิ่มความมั่นใจ (Best E-Service) และ 8) รวมไปถึงการสร้างรากฐานเศรษฐกิจ พัฒนาคุณภาพชีวิตด้วยการคุ้มครองแรงงาน
นายพิพัฒน์ กล่าวต่อว่า ในส่วนของกองทุนประกันสังคมต้องเน้นการบริหารจัดการอย่างมีประสิทธิภาพ โปร่งใส และมีความยั่งยืน ผู้ประกันตนต้องได้รับการบริการด้านการรักษาพยาบาลครบทุกด้านและดีขึ้นกว่าเดิม โดยนำระบบ E-Claim เข้ามาใช้ ขณะที่การบริหารจัดการแรงงานต่างด้าวจะเน้นจัดทำทะเบียนควบคุมและบริหารจัดการอย่างมีประสิทธิภาพ โดยมอบหมายให้ผู้บริหารผลักดันให้เป็นรูปธรรมโดยเร็ว และมอบหมายให้ผู้บริหารทุกหน่วยงานประสานความร่วมมือผนึกกำลังกับ 4 กระทรวงหลัก ได้แก่ กระทรวงมหาดไทย ศึกษาธิการ อุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม และแรงงาน เพื่อร่วมกันขับเคลื่อนนโยบายแบบบูรณาการ
นายพิพัฒน์ ยังกล่าวภายหลังการประชุมมอบนโยบายว่า การขับเคลื่อนนโยบายแบบบูรณาการนั้น เน้นการแลกเปลี่ยนองค์ความรู้ระหว่างกัน มีวัตถุประสงค์หลักเพื่อยกฐานะกระทรวงแรงงานให้เป็นกระทรวงเศรษฐกิจโดยสมบูรณ์แบบ และมอบหมายให้ปลัดกระทรวงแรงงาน เร่งหารือสำนักงานประกันสังคมเพื่อศึกษาความเป็นไปได้ ของนโยบายกู้ยืมเงินเพื่อแก้ไขปัญหาหนี้นอกระบบ เพื่อพัฒนาและยกระดับให้แรงงานมีคุณภาพชีวิตที่ดียิ่งขึ้น
” ประเทศไทยกำลังขาดแคลนแรงงานในระดับล่าง การพัฒนาทักษะฝีมือนอกจากแรงงานไทยแล้ว กระทรวงแรงงานจะเข้าไปพัฒนาในส่วนของแรงงานเพื่อนบ้านเพื่อดึงดูดแรงงานที่มีคุณภาพ อีกทั้งเรามีแนวคิดให้งานทำแก่ผู้ลี้ภัยให้เขามีรายได้ตามหลักสิทธิมนุษยธรรมด้วย ” นายพิพัฒน์ กล่าวในท้ายสุด
On September 14, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, chaired the meeting to present policies for 2024 to drive the Ministry of Labour’s work. The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, and the Ministry of Labour’s executives attended the occasion at the Prof. Nikom Chantravitun meeting room, 5th floor, Ministry of Labour.
Mr. Phiphat said that the Ministry of Labour’s mission is to care for the workforce, ensuring they have a good quality of life and stable income. The labour sector must be strong, skilled, and have the potential to boost the country’s competitiveness. Important policies and key agendas, in particular, include driving the government’s policy on labour, as announced by the Prime Minister and Minister of Finance, Mr. Srettha Thavisin, in a statement to the House of Representatives on September 11 to 12. This part of the policy must be put into practice to be successful. In addition, the Ministry of Labour has important policies that must be accelerated and implemented in 2024 under the concept of “good skills, good work, outstanding social security principles, and a focus on driving the economy.” There are three important policies: Good Skills: 1) Develop high-level labour skills to support paying wages according to workability. 2) Accelerate up-skilling of workers to provide employment to support the new economy (Up-Skill for More Earn). Regarding employment, 3) Use the One Stop Service system to manage the work of foreign workers centrally. 4) Increase the sending of Thai workers to work abroad by 100,000 positions to be completed within 2024. On the job security aspect and outstanding social security 5) Reduce debt, increase capital, and create happiness for workers (Micro Finance). 6) Create stable funds, prosperous workers, and sustainable social security 7) Create modern Social Security, enhance stability, and Increase confidence (Best E-Service), and 8) Build the foundation of the economy, improving the quality of life through labour protection.
Mr. Phiphat continued that the Social Security Fund must be efficient, transparent, and sustainably managed. Insured persons must receive medical services in every aspect, with an improved experience via the E-Claim system. Managing foreign workers will focus on creating a register and controlling and managing them efficiently. Executives will be assigned to drive the initiatives to success. Executives of all agencies have been assigned to coordinate and cooperate with four main ministries, namely the Ministry of Interior, the Ministry of Education, the Ministry of Higher Education, Science, Research and Innovation, and the Ministry of Labour, to jointly drive the integrated policies.
After the policy presentation meeting, Mr. Phiphat said that driving the integrated policies focuses on exchanging knowledge. Its main objective is to elevate the Ministry of Labour to a full-fledged economic ministry. He assigned the Permanent Secretary of Labour to accelerate discussions with the Social Security Office to study the possibility of a loan policy to solve the informal debt to develop and upgrade workers to have a better quality of life.
“Thailand is experiencing a labour shortage at the lower level. On skill development, aside from Thai workers, the Ministry of Labour will develop the workforce of neighboring areas to attract quality workers. We also have the idea of giving work to refugees so they can earn an income according to human rights principles,” concluded Mr. Phiphat.
