เมื่อเวลา 08.30 น. วันที่ 10 ต.ค. 2566 ที่ทำเนียบรัฐบาล นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ให้สัมภาษณ์ถึงความคืบหน้าในการช่วยเหลือแรงงานไทยจากเหตุการณ์ความไม่สงบในอิสราเอล ว่า ในวันที่ 11 ต.ค.ที่จะถึงนี้ ผู้ที่ได้รับบาดเจ็บทั้ง 15 คน จะเดินทางออกจากอิสราเอล โดยแบ่งเป็นสองเที่ยวบิน ได้แก่เที่ยวบินแรกในเวลา 10.35 น. จำนวน 10 คน และเที่ยวบินที่สองในเวลา 12.35 น. อีก 5 คน และทั้งหมดจะเดินทางกลับมาถึงประเทศไทย ในวันที่ 12 ต.ค. ส่วนจำนวนผู้ที่ลงทะเบียนประสงค์จะเดินทางกลับประเทศไทย ขณะนี้มีจำนวน 2,990 คน ซึ่งคงต้องรอทางรัฐบาลอิสราเอลตอบกลับว่า จะพร้อมรับเครื่องบินของทหารอากาศประเทศไทย เพื่อเดินทางเข้าไปรับแรงงานไทยได้เมื่อไหร่ ทั้งนี้ นายกรัฐมนตรีได้สั่งการไว้แล้วว่าหากพร้อม ก็ให้เตรียมเครื่องบิน ประกอบด้วย C130 จำนวน 6 ลำ และแอร์บัส A340 อีก 1 ลำ ในการไปรับ แต่หากมีภาวะฉุกเฉินเช่นนี้ จะต้องมีการหารือกับนายกรัฐมนตรีอีกครั้ง ว่าจะมีความเป็นไปได้หรือไม่ หากจะเช่าเครื่องบินพาณิชย์เหมาลำจากอิสราเอล หรือเครื่องบินพาณิชย์สายอื่นๆ เพื่อความรวดเร็วในการพาแรงงานไทยกลับสู่ประเทศไทย ถ้าเหตุการณ์บรรเทาลง เราคงจะต้องสอบถามแรงงานไทยอีกครั้งว่า มีความต้องการกลับสู่ประเทศไทยอยู่หรือไม่ หากยืนยันว่าอยากกลับประเทศไทยตามเดิม กระทรวงแรงงานก็จะประสานเรื่องนี้ให้อีกครั้ง
นายพิพัฒน์ กล่าวต่อว่า เมื่อวันที่ 9 ต.ค. อิสราเอลได้เคลื่อนย้ายแรงงานบางส่วนไปยังศูนย์อพยพที่ปลอดภัย ซึ่งเอกอัครราชทูต ประจำกรุงเทลอาวีฟ ได้เดินทางมาเยี่ยมที่ศูนย์อพยพ ซึ่งคงต้องดูสถานการณ์วันต่อวัน และได้มีการตั้งวอร์รูมเพื่อประสานกับกระทรวงการต่างประเทศ ว่าในแต่ละชั่วโมงมีสถานการณ์เปลี่ยนแปลงไปอย่างไรบ้าง
เมื่อถามถึงกรณีที่มีแรงงานร้องเรียนมายังเพจต่างๆ ว่าแรงงานถูกนำไปขายต่ออีกทอดนึง นายพิพัฒน์ กล่าวว่า ขณะนี้ตนได้แจ้งไปยังเอกอัครราชทูตประจำอิสราเอลแล้วว่า ให้ตรวจสอบเรื่องนี้เป็นการด่วน พร้อมประสานกับสถานทูตไทยในอิสราเอล ในช่วงที่เราเกิดความยากลำบาก เราคงต้องเร่งขอความร่วมมือไปยังอิสราเอล
เมื่อถามว่า มีแรงงานบางส่วนแจ้งมาตามช่องทางที่รัฐบาลได้ประกาศไว้ แต่กลับไม่ได้รับการช่วยเหลือ จะแก้ไขปัญหานี้อย่างไร นายพิพัฒน์ กล่าวว่า เราเพิ่งได้รับข้อมูล โดยได้มีการสั่งการไปเมื่อช่วงเช้าของวันนี้แล้ว ขอเวลาดำเนินการถึงช่วงเที่ยงวันนี้ แล้วจะมีการแจ้งอีกครั้งหนึ่ง
เมื่อถามถึงกรณีที่ฝ่ายค้านได้เตือน และเสนอแนะว่า ควรมีการรองรับเรื่องงานให้แก่กลุ่มแรงงานดังกล่าวด้วย เนื่องจากมีความกังวล จนไม่ประสงค์จะกลับประเทศไทย นายพิพัฒน์ กล่าวว่า ตนได้แจ้งไปตั้งแต่ตอนแรกแล้วว่า กระทรวงแรงงานเราพร้อมที่จะรับเพื่อนๆ กลับจากอิสราเอล แต่ก็ยังมีเพื่อนๆ อีกหลายคนที่กังวลว่า กลับมาแล้วจะไม่ได้กลับไปทำงานอีก โดยกระทรวงแรงงานได้ประชุม หารือ ว่าจะมีการประสานกับบริษัทนายจ้างว่า เมื่อเกิดเหตุการณ์รุนแรงแบบนี้ เราขอแรงงานกลับไทยก่อน ส่วนการกลับไปอิสราเอลอีกครั้ง เราจะขอความกรุณาว่า เมื่อเหตุการณ์สงบจะขอเดินทางกลับไปที่เดิม ส่วนค่าใช้จ่ายในการเดินทางกลับไทย กระทรวงแรงงานเป็นผู้รับผิดชอบ แต่ในส่วนของค่าใช้จ่ายกลับอิสราเอลเมื่อเหตุการณ์สงบ จะต้องหารือกับนายกรัฐมนตรีอีกครั้งว่า เราจะหางบจากที่ไหน
“สุดท้ายคงจะต้องของบจากนายกรัฐมนตรี เพราะเรื่องนี้คงไม่มีใครอยากให้เกิดขึ้น และเป็นสิ่งที่ทำให้เพื่อนๆ ที่เสียค่าใช้จ่ายไปแล้ว มีการเสียโอกาส เพราะฉะนั้น เราจะมอบโอกาสนี้คืนให้กับผู้ใช้แรงงานทุกคน ก็ต้องขอบคุณฝ่ายค้านที่มีการเสนอแนะมา ซึ่งการที่พวกท่านเสนอแนะมา เราก็ได้มีการทำและประชุมล่วงหน้าไปแล้ว” นายพิพัฒน์ กล่าว
นายพิพัฒน์ กล่าวย้ำว่า เราพร้อมที่จะรับกลับ และพร้อมที่จะส่งกลับไปทำงานในสถานที่เดิมให้ได้มากที่สุด ซึ่งก็จะมีนายจ้างที่รับคนงานอื่นไปแล้ว แต่เราก็จะหาที่ใหม่ให้อีกครั้งหนึ่ง และพยายามส่งกลับไปอีกครั้ง แต่ในส่วนค่าใช้จ่ายอย่างไรก็ต้องมี โดยกระทรวงแรงงานจะเป็นผู้รับผิดชอบในเบื้องต้นไปก่อน
นายพิพัฒน์ กล่าวทิ้งท้ายว่า งบอพยพทางรัฐบาลจัดการให้อยู่แล้ว แต่การส่งกลับเป็นปัญหาที่กระทรวงแรงงานจะต้องดูแล โดยยังอยู่ในระหว่างการหารือ
On October 10, 2023, at 08.30 hours, at the Government House, the Labour Minister, Mr. Phiphat Ratchakitprakarn, gave an interview about the progress in helping Thai workers from the unrest in Israel. He said that on October 11, 15 injured people will leave Israel on two flights. The first flight at 10.35 hours will have ten people onboard, and the second flight at 12.35 hours will have another five people. They will return to Thailand on October 12. As for the number of people who registered to return to Thailand, there are currently 2,990 people who will have to wait for a response from the Israeli government on when they are ready to accommodate the plane from the Royal Thai Air Force to pick up the workers. The Prime Minister has already instructed the preparation of 6 C130s and 1 Airbus A340 airplanes to pick them up. In emergencies, there must be another discussion with the Prime Minister on whether there is a possibility to charter a commercial airplane from Israel or other commercial aircraft for speed in bringing Thai workers back to Thailand. If the situation subsides, they will likely have to ask Thai workers again if they still want to return to Thailand. If workers confirm they want to return to Thailand as usual, the Ministry of Labour will coordinate this matter again.
Mr. Phiphat continued that on October 9, Israel moved some workers to safe evacuation centers. The Ambassador, based in Tel Aviv, visited the evacuation center. They must continue to monitor the situation daily. A war room has been set up to coordinate with the Ministry of Foreign Affairs on how the situation changes each hour.
When asked about the workers who complained to various pages that workers had been resold, Mr. Phiphat said he had informed the Ambassador to Israel to urgently check the matter. They are ready to coordinate with the Thai Embassy in Israel during these difficult times and must request cooperation with Israel.
When asked about some workers who had reported through the channels that the government had announced but received no support, Mr. Phiphat said they had just received information. The order was given this morning and would need time until noon today. Then, there will be another notification.
When asked about the case in which the opposition had warned and suggested that there should be job support for this group of workers, following concerns causing people to not want to return to Thailand, Mr. Phiphat said that he had informed from the beginning that the Ministry of Labour is ready to welcome the people back from Israel. However, there are still some people who remain worried that when they return, they won’t be able to go back to work again. The Ministry of Labour held a meeting to discuss whether there would be coordination with the employer company when a serious event like this occurs, they asked for workers to return to Thailand first. As for returning to Israel again, they will kindly ask that when the situation calms down, they can request to travel back to the original place. As for expenses for traveling back to Thailand, the Ministry of Labour will cover this. However, for the expenses of traveling back to Israel when the situation is calm, there must be further discussions with the Prime Minister on where the budget will come from.
“Finally, we must request a budget from the Prime Minister. No one wants this kind of situation to happen. It causes people to spend money to travel to lose opportunities. Therefore, we will give this opportunity back to all workers. Thank you to the opposition for making suggestions. We have already taken action and held a meeting in advance for the items they suggested,” Mr. Phiphat said.
Mr. Phiphat emphasized that they are ready to bring back the workers and send them back to work in the same place as much as possible. There will be employers who have already hired other workers, but they will find a new place for the workers. In terms of expenses, the Ministry of Labour will take initial responsibility.
Mr. Phiphat concluded that the government has already arranged the immigration budget. However, repatriation is an issue that the Ministry of Labour must address and is still under discussion.
