วันที่ 13 พฤศจิกายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้ นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน และคณะ ลงพื้นที่เยี่ยมให้กำลังใจครอบครัวแรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในประเทศอิสราเอล และติดตามความคืบหน้าการดำเนินการให้ความช่วยเหลือเยียวยาเกี่ยวกับสิทธิประโยชน์ด้านแรงงาน โดยมี หัวหน้าส่วนราชการหน่วยงานสังกัดกระทรวงแรงงานจังหวัดอุดรธานี ร่วมต้อนรับ ณ บ้านของนายเกียรติศักดิ์ พาที แรงงานชาวจังหวัดอุดรธานีที่เสียชีวิตในอิสราเอล ตั้งอยู่เลขที่ 63 หมู่ 13 ต.บ้านแดง อ.พิบูลย์รักษ์ จ.อุดรธานี จากนั้นเลขารัฐมนตรีว่าการกระทรวงแรงงาน และคณะ ได้เดินทางไปพบปะกับผู้ประกันตนมาตรา 40 ณ ธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร ต.บ้านแดง อ.พิบูลย์รักษ์ จ.อุดรธานี
ต่อมาในช่วงบ่าย นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน และคณะ ได้มอบเงินสงเคราะห์เนื่องจากภัยสงคราม จากกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศให้กับแรงงานไทยชาวจังหวัดอุดรธานีที่ต้องเดินทางกลับประเทศไทย จำนวน 6 รายๆ ละ 15,000 บาท เป็นเงินรวม 90,000 บาท และลงพื้นที่ไปยังสำนักสงฆ์ป่าช้าบ้านหนองปิงน้อย ต.หนองไผ่ อ.หนองหาน จ.อุดรธานี เพื่อเป็นประธานในพิธีฌาปนกิจศพ นายไกรสร อรัญถิตย์ แรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในอิสราเอล พร้อมมอบเงินสงเคราะห์กรณีเสียชีวิตเนื่องจากภัยสงครามจากกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศให้กับทายาทของนายไกรสร จำนวน 40,000 บาท
ก่อนเดินทางกลับ นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน และคณะ ยังได้เดินทางไปเยี่ยมและให้กำลังใจครอบครัวแรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในอิสราเอล และติดตามความคืบหน้าการดำเนินการให้ความช่วยเหลือเยียวยาเกี่ยวกับสิทธิประโยชน์ด้านแรงงาน จำนวน 2 ราย ได้แก่ นายอนุชา โสภากุล แรงงานไทยที่เสียชีวิต ที่บ้านเลขที่ 5 หมู่ 10 ต.เชียงแหว อ.กุมภวาปี และนายจักรพงษ์ จันทรเสนา แรงงานไทยที่เสียชีวิต ที่บ้านเลขที่ 93 หมู่ 5 ต.เชียงแหว อ.กุมภวาปี จ.อุดรธานี
นายอารี กล่าวว่า ท่านพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ห่วงใยครอบครัวแรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในอิสราเอล ซึ่งท่านได้ติดตามสถานการณ์อย่างใกล้ชิด โดยเฉพาะการจ่ายเงินสิทธิประโยชน์เพื่อให้แรงงานไทยที่กลับมาและทายาทผู้เสียชีวิตได้รับเงินโดยเร็วที่สุด ในวันนี้จึงได้มอบหมายให้ผมลงพื้นที่มาพบปะกับแรงงานและครอบครัวด้วยตนเอง สำหรับความคืบหน้าการให้ความช่วยเหลือแรงงานไทยที่ได้รับผลกระทบจากสถานการณ์ความไม่สงบในอิสราเอลจากกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศของจังหวัดอุดรธานี พบว่า มีแรงงานไทยที่เดินทางไปทำงานในอิสราเอล 4,042 คน เดินทางกลับไทย 1,037 ราย เสียชีวิต 9 ราย ในส่วนของการให้ความช่วยเหลือจากสำนักงานประกันสังคมจังหวัดอุดรธานี ผู้เสียชีวิตเหล่านี้ เคยทำงานในบริษัทในประเทศไทยและสมัครเป็นผู้ประกันตนมาก่อน จากนั้นได้เดินทางไปทำงานในประเทศอิสราเอล และเมื่อมาเสียชีวิตจากเหตุการณ์ดังกล่าวจึงเกิดสิทธิประโยชน์จากกองทุนประกันสังคมขึ้น โดยได้จ่ายเงินสิทธิประโยชน์กรณีเสียชีวิตให้กับทายาทแรงงาน จำนวน 7 รายที่เป็นผู้ประกันตน เป็นเงินรวม 160,749.83 บาท และอยู่ระหว่างดำเนินการจ่ายสิทธิประโยชน์อีก 1 ราย
ด้าน นายนเรศ ศรีอุดม หนึ่งในแรงงานไทยชาวจังหวัดอุดรธานีที่ไปทำงานในอิสราเอลและเดินทางกลับมาภูมิลำเนาเนื่องจากได้รับผลกระทบจากภัยสงคราม กล่าวว่า ตนขอขอบคุณ นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ที่ได้มอบหมายให้ นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน ลงพื้นที่มาเยี่ยมให้กำลังใจแรงงานที่ได้รับผลกระทบจากภัยสงครามและให้ความช่วยเหลือในการจัดหาเที่ยวบินกลับประเทศไทย ตลอดจนช่วยเร่งรัดติดตามสิทธิประโยชน์ต่างๆ ให้ได้เงินเยียวยาโดยเร็วขึ้น ตนยังขอบคุณหน่วยงานภาครัฐทุกภาคส่วนทั้งในอิสราเอลและในประเทศไทยที่ได้ให้การช่วยเหลือตลอดมา
สำหรับความคืบหน้าการยื่นคำร้องขอรับสิทธิประโยชน์กองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ จากข้อมูลของกรมการจัดหางานเมื่อวันที่ 12 พ.ย.66 พบว่า ขณะนี้มีแรงงานยื่นคำร้องทั้งหมด 7,275 คน ยื่นที่กระทรวงแรงงานส่วนกลาง 112 คน ที่สำนักงานจัดหางานจังหวัด และสำนักงานจัดหางานกรุงเทพมหานคร พื้นที่ 1-10 จำนวน 7,163 คน วินิจฉัยสั่งจ่ายไปแล้ว 3,355 คน เป็นกรณีเสียชีวิต รายละ 40,000 บาท จำนวน 19 คน กรณีบาดเจ็บ รายละ 30,000 บาท จำนวน 3 คน และกรณีผลกระทบจากภัยสงคราม รายละ 15,000 บาท จำนวน 3,333 คน รวมเป็นเงินทั้งสิ้น 50,845,000 บาท ส่วนการยื่นคำร้องขอค่าเดินทางกลับจากประเทศอิสราเอลถึงประเทศไทย ขณะนี้มีแรงงานไทยที่กลับจากอิสราเอลได้ยื่นคำขอ จำนวน 3,066 ราย เอกสารคำขอจัดส่งกรมการกงสุลไปแล้ว 1,360 ราย โดยแรงงานไทยที่กลับมาจากอิสราเอลสามารถยื่นคำขอค่าเดินทางกลับจากประเทศอิสราเอลถึงประเทศไทยได้ที่ศูนย์ช่วยเหลือแรงงานและติดตามสถานการณ์ความไม่สงบในอิสราเอล ที่กระทรวงแรงงาน ถนนมิตรไมตรี เขตดินแดง กรุงเทพฯ และสำนักงานแรงงานจังหวัดทุกจังหวัดทั่วประเทศ โดยสามารถติดตามการยื่นคำขอได้ที่ Hotline call center กรมการกงสุล โทร.0 2572 8442
On November 13, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, assigned the Secretariat to the Labour Minister, Mr. Aree Krainara, the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, and committee, visited the area to support the families of Thai workers who lost their lives due to the unrest in Israel, and to follow up on the progress of providing assistance and relief regarding rightful benefits. The heads of government agencies under the Ministry of Labour in Udon Thani Province also joined in welcoming them at the home of Mr. Kiattisak Patee, a worker from Udon Thani Province who died in Israel. The home is at No. 63, Moo. 13, Ban Daeng Subdistrict, Phibunrak District, Udon Thani Province. The Secretariat to the Labour Minister and delegation then traveled to meet with Section 40 insured persons at the Bank for Agriculture and Agricultural Cooperatives, Ban Daeng Subdistrict, Phibunrak District, Udon Thani Province.
In the afternoon, the Secretariat to the Labour Minister, Mr. Aree Krainara, and the delegation gave aid money in the case of war disaster from the fund to help job seekers working abroad to six Thai workers in Udon Thani Province who returned to Thailand. The amount was 15,000 Baht each, for a total of 90,000 Baht. They also visited the Ban Nong Ping Noi Cemetery Monastery, Nong Phai Subdistrict. Nong Han District, Udon Thani Province, to preside over the cremation ceremony for Mr. Kraisorn Arunthit, a Thai worker who died from the unrest in Israel. They gave financial assistance in case of death due to war from the fund to help job seekers working abroad to Mr. Kraisorn’s beneficiaries, in the amount of 40,000 Baht.
Before returning, the Secretariat to the Labour Minister, Mr. Aree Krainara, and the delegation also traveled to visit and offer support to the families of Thai workers who died from the unrest in Israel and followed up on the progress of providing relief assistance regarding rightful benefits for two cases. The first was Mr. Anucha Sophakul, a Thai worker who died. They visited his family at house No. 5, Moo 10, Chiang Wae Subdistrict, Kumphawapi District. The second was Mr. Chakkraphong Chandrasena, also a Thai worker who died. They visited his family at house No. 93, Moo 5, Chiang Wae Subdistrict, Kumphawapi District, Udon Thani Province.
Mr. Aree said that the Labour Minister, Mr. Phiphat Ratchakitprakarn, cares for the families of Thai workers who died due to the unrest in Israel. He has been following the situation closely, especially the payment of benefits so that returning Thai workers and the beneficiaries of the deceased will receive the money as quickly as possible. Today, he was assigned to visit the area to meet with workers and their families in person. As for progress in assisting Thai workers affected by the unrest in Israel from the fund to assist job seekers working abroad in Udon Thani Province, it was found that 4,042 Thai workers had traveled to work in Israel. One thousand thirty-seven people have returned to Thailand, and nine people died. In terms of assistance from the Udon Thani Provincial Social Security Office, from the people who are deceased if they worked for a company in Thailand and applied to be insured person before and then traveled to work in Israel when they died from such an event, the benefits from the Social Security Fund will apply. The SSO has paid death benefits to 7 workers’ beneficiaries who are insured persons, totaling 160,749.83 Baht and is in the process of paying benefits to another case.
Mr. Nares Sriudom, one of the Thai workers from Udon Thani Province who went to work in Israel and returned to his hometown due to the effects of war, thanked the Labour Minister, Mr. Phiphat Ratchakitprakarn for assigning the Secretariat to the Labour Minister, Mr. Aree Krainara, to visit and encourage workers affected by war and support in arranging flights back to Thailand. He has also helped expedite the tracking of various benefits to ensure compensation is paid faster. He also thanked all government agencies, both in Israel and in Thailand, that have assisted throughout.
On the progress of applying for benefits from the fund to assist job seekers working abroad, according to the Department of Employment’s data as of November 12, 2023, 7,275 workers have submitted requests: 112 at the central Ministry of Labour and 7,163 to the Provincial Employment Offices, and the Bangkok Employment Office, Areas 1-10. A total of 3,355 have been approved for payment. This includes 19 people in the case of death, with 40,000 Baht each, three people in the case of injury, with 30,000 Baht, and 3,333 people in the case of war effects, with 15,000 Baht each, totaling 50,845,000 baht. Regarding the application for travel expenses from Israel to Thailand, currently, there are 3,066 Thai workers who have returned from Israel and have submitted applications. Request documents have been sent to the Department of Consular Affairs for 1,360 cases. Thai workers returning from Israel can submit requests for travel expenses from Israel to Thailand at the Labour Assistance and Israel War Monitoring Center at the Ministry of Labour, Mitmaitri Road, Din Daeng District, Bangkok, and Provincial Labour Offices in every province nationwide.
