วันที่ 19 พฤษภาคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน และคณะ ลงพื้นที่ไปยังบ้านของนายนิพล อัครศรี และนางอมร อัครศรี บิดาและมารดาของนายสนธยา อัครศรี แรงงานไทยที่เสียชีวิตจากการไปทำงานที่รัฐอิสราเอล เพื่อเยี่ยมปลอบขวัญให้กำลังใจครอบครัวแรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในอิสราเอล พร้อมมองถุงยังชีพและมอบเงินเยียวยาเกี่ยวกับสิทธิประโยชน์จากเงินกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศ และสิทธิประโยชน์จากเงินกองทุนประกันสังคม โดยมี นายสุวิทย์ จันทร์หวร ผู้ว่าราชการจังหวัดหนองบัวลำภู หัวหน้าส่วนราชการหน่วยงานสังกัดกระทรวงแรงงานจังหวัดหนองบัวลำภู ร่วมให้การต้อนรับ นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน นายสมชาย มรกตศรีวรรณ อธิบดีกรมการจัดหางาน นายสันติ นันตสุวรรณ ผู้ตรวจราชการกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วม ณ บ้านเลขที่ 67 หมู่ 3 ตำบลบ้านพร้าว อำเภอเมือง จังหวัดหนองบัวลำภู
นายพิพัฒน์ กล่าวว่า ท่านนายกรัฐมนตรีมีความห่วงใยครอบครัวแรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในประเทศอิสราเอล ซึ่งท่านได้กำชับให้กระทรวงแรงงานดำเนินการให้ความช่วยเหลือเยียวยาแรงงานไทยที่เสียชีวิตเพื่อให้ทายาทได้รับสิทธิประโยชน์ด้านแรงงานอย่างครบถ้วนโดยเร็ว ในวันนี้ผมและคณะจึงได้ลงพื้นที่มาเยี่ยมปลอบขวัญให้กำลังใจครอบครัวแรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในอิสราเอล พร้อมมองถุงยังชีพและมอบเงินเยียวยาเกี่ยวกับสิทธิประโยชน์จากเงินกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศ และสิทธิประโยชน์จากเงินกองทุนประกันสังคม พร้อมให้เจ้าหน้าที่หน่วยงานในสังกัดกระทรวงแรงงานได้แจ้งข้อมูลเกี่ยวกับสิทธิประโยชน์ของแรงงานไทยที่เสียชีวิตเพื่อให้ญาติทราบและอำนวยความสะดวกในเรื่องของเอกสารขั้นตอนต่างๆ ด้วย ในส่วนของสิทธิประโยชน์ที่ทายาทผู้เสียชีวิตจะได้รับนั้น ประกอบด้วย 1) สิทธิประโยชน์จากกองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ กรณีเสียชีวิต โดยทายาทจะได้รับเงินสงเคราะห์ 40,000 บาท และเงินค่าจัดการศพในต่างประเทศ เท่าที่จ่ายจริง ไม่เกิน 40,000 บาท ซึ่งจากการตรวจสอบข้อมูลจากระบบอิเล็กทรอนิกส์การบริหารแรงงานไทยไปต่างประเทศ ของกรมการจัดหางานในเบื้องต้น พบว่า นายสนธยายังคงอยู่ในความคุ้มครองของกองทุนฯ 2) โครงการเยียวยา 50,000 บาท 3) เงินชดเชยสถาบันประกันภัยอิสราเอล กรณีเสียชีวิต โดยครอบครัวจะได้รับเงินช่วยเหลือ เป็นค่าทำศพ คิดเป็นเงินไทยประมาณ 79,000 บาท ค่าใช้จ่ายในการฝังศพ เท่าที่จ่ายจริง ไม่เกินประมาณ 47,000 บาท (1,300 usd) เงินช่วยเหลือการเป็นหม้าย ประมาณ 57,000 บาท เงินชดเชยรายเดือน และเงินชดเชยรายปี (จำนวนเงินตามหลักเกณฑ์ที่สถาบันประกันภัยแห่งชาติกำหนด) 4) ติดตาม เงินชดเชยเมื่อสิ้นสุดสัญญาจ้าง (ปิซูอิม) โดยฝ่ายแรงงาน ประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟจะเป็นผู้ติดตามให้และขณะนี้อยู่ระหว่างการติดตาม และ 5) เงินประกันสังคม ซึ่งจากการตรวจสอบข้อมูลพบว่า นายสนธยาได้สิ้นสภาพการเป็นผู้ประกันตนไปแล้ว แต่ยังมีเงินชราภาพซึ่งเป็นเงินบำเหน็จชราภาพที่คงเหลืออยู่ในประกันสังคม โดย นายสนธยา อัครศรี สิ้นสภาพการเป็นผู้ประกันตน เมื่อปี 2558 มีเงินบำเหน็จชราภาพอยู่ที่ 7,301.68 บาท (ยังไม่รวมดอกผล) และ นายสุทธิศักดิ์ รินทลักษ์ สิ้นสภาพการเป็นผู้ประกันตน เมื่อปี 2559 มีเงินบำเหน็จชราภาพ 31,108.26 บาท (ยังไม่รวมดอกผล) ซึ่งนายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน ได้มอบหมายให้หน่วยงานในสังกัดกระทรวงแรงงานทั้งที่หนองคายและหนองบัวลำภู ลงพื้นที่เยี่ยมบ้าน ทั้งสองครอบครัวเพื่อให้ญาติทราบและดูแลสิทธิปประโยชน์ให้ครบถ้วน และจากการได้พูดคุยกับญาติพี่น้องของผู้เสียชีวิต พบว่า บิดา มารดา และญาติพี่น้องทุกคนต่างมีขวัญกำลังใจดีขึ้นโดยลำดับแล้ว
“ผมขอแสดงความเสียใจอย่างสุดซึ้งต่อครอบครัวผู้เสียชีวิต และขอส่งกำลังใจให้กับแรงงานที่เหลืออีก 6 ราย ให้ได้รับการปล่อยตัวโดยเร็วที่สุด ขอให้ครอบครัวของแรงงานที่เสียชีวิตจากอิสราเอลมั่นใจได้ว่า กระทรวงแรงงาน สถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ และทุกหน่วยงานที่เกี่ยวข้องจะพยายามอย่างเต็มที่ ในการดำเนินการประสานทุกฝ่าย เพื่อติดตามสิทธิประโยชน์ในส่วนที่เกี่ยวข้องกับกระทรวงแรงงานให้ได้รับสิทธิ์อย่างครบถ้วนโดยเร็ว ซึ่งเงินช่วยเหลือของนายสนธยา อัครศรี ที่ญาติจะได้รับเป็นเงินประมาณการอยู่ที่ 320,301.68 บาท ส่วนของนายสุทธิศักดิ์ รินทลักษ์ ทายาทผู้เสียชีวิตที่อยู่จังหวัดหนองคายจะได้รับประมาณ 344,108.26 บาท” ทั้งนี้ ในส่วนของสิทธิประโยชน์ที่ประเทศไทยในวันนี้หน่วยงานในสังกัดกระทรวงแรงงานได้มอบสิทธิประโยชน์ให้แก่ทายาทแล้ว ส่วนการดำเนินการติดตามสิทธิประโยชน์ที่อิสราเอล ฝ่ายแรงงานฯ จะประสานกับสถานทูตและทางการอิสราเอลเพื่อให้ทายาทได้รับสิทธิประโยชน์ดังกล่าวโดยเร็วต่อไป” นายพิพัฒน์ กล่าว
On May 19, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, and a delegation paid a visit to the home of Mr. Niphon Akrasri and Mrs. Amon Akrasri, father and mother of Mr. Sonthaya Akrasri, Thai worker who died amid the unrest in Israel. The visit aimed to console the family and provide relief compensation from the fund helping job seekers working abroad, including benefits from the Social Security Fund. The Governor of Nong Bua Lamphu Province, Mr. Suwit Chanworn, heads of government agencies under the Ministry of Labour in Nong Bua Lamphu Province, joined in the welcoming. The Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, the Department of Employment’s Director-General, Mr. Somchai Morakotsriwan, the Ministry of Labour’s Inspector-General, Mr. Santi Nantasuwan, and the Ministry of Labour’s executives join the occasion at house No. 67, Moo 3, Ban Phrao Subdistrict, Mueang District, Nong Bua Lamphu Province.
Mr. Phiphat said that the Prime Minister is concerned about the families of Thai workers who died due to the unrest in Israel. He has instructed the Ministry of Labour to provide assistance and compensation to the families of Thai workers who have died so that they can receive full entitlements as soon as possible. Today, he and his team paid a visit to console the families of Thai workers who lost their lives due to the unrest in Israel and provided relief money from the fund to help job seekers abroad, including benefits from the Social Security Fund. Officials of agencies under the Ministry of Labour provided information about the entitlements of the Thai workers who have died and facilitated documentation procedures as well. The families are entitled to 1) Compensation from the fund helping job seekers overseas in the case of death, whereby the family will receive an allowance of 40,000 Baht and support for funeral expenses abroad as actually paid, not exceeding 40,000 Baht. From checking the Department of Employment’s electronic system that manages Thai workers abroad, they found that Sonthaya is still under the protection of the fund. 2) Support from the 50,000 Baht compensation project 3) Compensation from the Israeli Insurance Institute. In the case of death, the family will receive financial assistance for funeral expenses, approximately 79,000 Baht in Thai currency, and burial expenses, which are as much as actually paid, not exceeding approximately 47,000 Baht (1,300 USD). The family will receive a widowhood allowance of approximately 57,000 Baht, monthly compensation, and annual compensation (the amount is according to the criteria set by the National Insurance Institute). 4) Follow up on compensation at the end of the employment contract (pisuim). The Labour Department from the Royal Thai Embassy in Tel Aviv is in the process of following up on this, and 5) Social security funds. An examination of information found that Mr. Sonthaya Akrasri is no longer insured, but there are still old-age funds in the social security system. Mr. Sonthaya Akrasri ceased to be an insured person in 2015; he has an old-age pension fund of 7,301.68 Baht (excluding interest). Mr. Suthisak Rintalak ceased to be an insured person in 2016; he has an old-age pension fund of 31,108.26 Baht (excluding interest). The Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, assigned agencies under the Ministry of Labour in both Nong Khai and Nong Bua Lamphu to visit the families so that they are aware of their full rights and benefits. From speaking with the relatives of the deceased, it was found that the fathers, mothers, and relatives all had improved morale.
“I would like to express my deepest condolences to the families of the two victims. We would like to send encouragement to the remaining six workers to be released as soon as possible. May the families of the workers who died in Israel be assured that the Ministry of Labour, the Royal Thai Embassy in Tel Aviv, and all relevant agencies will do their best in the coordination of all parties to follow up on benefits related to the Ministry of Labour to receive full rights quickly. As for the financial assistance, Mr. Sonthaya Akrasri’s family will receive an estimated amount of 320,301.68 Baht, and Mr. Suthisak Rintalak’s family will receive approximately 344,108.26 Baht. In Thailand, agencies under the Ministry of Labour will quickly follow up on the benefits and support the families. As for following up on entitlements in Israel, the Labour Department will coordinate with the Embassy and Israeli authorities to ensure that the families receive the compensation as soon as possible,” Mr. Phiphat said.
