วันที่ 11 เมษายน 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน นำคณะพบปะเยี่ยมเยียนอาสาสมัครแรงงาน (อสร.) พร้อมเป็นประธานในพิธีมอบประกาศเกียรติคุณและเข็มเชิดชูเกียรติแก่อาสาสมัครแรงงานในประเทศญี่ปุ่นดีเด่นปี 2566 และ ร่วมสืบสานประเพณีสงกรานต์ ไหว้พระขอพร รดน้ำดำหัวอย่างอบอุ่น โดยมี นายสมชาย มรกตศรีวรรณ อธิบดีกรมการจัดหางาน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน นางปรางทิพย์ กาญจนหัตถกิจ อัครราชทูต สถานเอกอัครราชทูต ณ กรุงโตเกียว นางสาวสดุดี กิตติสุวรรณ อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) สำนักงานแรงงานในประเทศญี่ปุ่น ร่วมเป็นเกียรติ ณ หอประชุม สถานเอกอัครราชทูต ณ กรุงโตเกียว
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า ในวันนี้เป็นโอกาสอันดีที่ผมและคณะได้มาพบปะกับอาสาสมัครแรงงานทุกท่าน เพื่อแสดงความขอบคุณที่ได้ให้ความช่วยเหลือดูแลแรงงาน ปฏิบัติภารกิจด้านการคุ้มครอง ดูแลความเป็นอยู่ และขยายตลาดหางานให้แรงงานไทยในประเทศญี่ปุ่นของกระทรวงแรงงานและสถานเอกอัครราชทูต ณ กรุงโตเกียว บรรลุวัตถุประสงค์
“ผมขอขอบคุณอาสาสมัครแรงงานทุกท่านที่ได้ช่วยขับเคลื่อนภารกิจของกระทรวงแรงงานทุ่มเท เสียสละ ช่วยเหลือภารกิจของสถานเอกอัครราชทูต ณ กรุงโตเกียว และสำนักงานแรงงานในประเทศญี่ปุ่นเป็นอย่างดี และขอแสดงความยินดีกับคุณแสงเดือน อะราอิ อาสาสมัครแรงงานประเทศญี่ปุ่น ดีเด่นปี 2566 ซึ่งจากการเสวนาพูดคุย ได้ทราบปัญหาและความต้องการของทุกท่าน ซึ่งผมยินดีรับข้อหารือ ที่จะเสวนากับอาสาสมัครแรงงานทั่วโลกทุกท่าน เพื่อสามารถทำงานในเชิงรุก และกระทรวงแรงงานสนับสนุน ให้ขับเคลื่อนภารกิจของกระทรวงแรงงานอย่างต่อเนื่องต่อไป” นายพิพัฒน์ กล่าว
นายพิพัฒน์ กล่าวต่อว่า ขอขอบคุณท่านอัครราชทูต สถานเอกอัครราชทูต ณ กรุงโตเกียว และทีมงานที่ให้การต้อนรับผมและคณะเป็นอย่างดี รวมถึงขอขอบคุณอัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) สำนักงานแรงงานในประเทศญี่ปุ่น และเจ้าหน้าที่ ที่ได้เป็นฟันเฟืองร่วมกันในการดูแลแรงงานไทย ซึ่งในเดือนมิถุนายนนี้ จะมีการวางเจ้าหน้าที่อัครราชทูตที่ปรึกษา( ฝ่ายแรงงาน ) จากกรมพัฒนาฝีมือแรงงาน และ ที่ปรึกษา ( ฝ่านแรงงาน) จากกรมการจัดหางาน ทำให้เป็นแม่ทัพในการดันแรงงานไทย ให้ได้มีโอกาสมาทำงานในประเทศญี่ปุ่น เป็นโอกาสในการสร้างรายได้ที่มั่นคง ช่วยยกระดับฐานะแก่ครอบครัวของแรงงาน รวมถึงเป็นการช่วยพัฒนาทักษะฝีมือ ตลอดจนประสบการณ์ทำงานของแรงงานเพื่อให้สามารถนำกลับมาต่อยอดในการประกอบอาชีพในประเทศไทยได้ในอนาคต
ทั้งนี้ทางกระทรวงแรงงานเข้าร่วมนโยบายวีซ่าทักษะเฉพาะ (Specified Skilled Worker: SSW Visa) 12 สาขาอาชีพ (ประกอบด้วย 1.การบริบาล 2.การจัดการความสะอาดอาคาร 3. งานผลิตขึ้นส่วนเครื่องจักรและเครื่องมืออุตสาหกรรม/งานอุตสาหกรรมเครื่องจักรกล/งานไฟฟ้าอิเล็กทรอนิกส์ และข้อมูลด้านอุตสาหกรรม 4.อุตสาหกรรมก่อสร้าง 5.การต่อเรือและอุตสาหกรรมเครื่องจักรกลเรือ 6.การซ่อมบำรุงรักษารถยนต์ 7.อุตสาหกรรมการบิน 8.อุตสาหกรรมที่พักอาศัย 9.งานเกษตรกรรม 10.ประมงและการเพาะเลี้ยงสัตว์น้ำ 11.อุตสาหกรรมอาหารและเครื่องดื่ม 12.อุตสาหกรรมการบริการอาหาร) โดยเชื่อว่าจะสร้างโอกาสการมีงานทำให้กับกลุ่มผู้ฝึกปฏิบัติงานเดิมและผู้ฝึกปฏิบัติงานใหม่ ให้ได้ปรับเปลี่ยนสถานะตนเองเป็นแรงงานที่มีทักษะเฉพาะในประเทศญี่ปุ่น ซึ่งนับเป็นจุดเริ่มต้นที่ดีที่ สามารถต่อยอดและขยายตลาดแรงงานกลุ่มแรงงานทักษะเฉพาะในประเทศญี่ปุ่นต่อไป
On April 11, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, led a group to visit labour volunteers and presided over the ceremony to award certificates and pins of honour to outstanding labour volunteers in Japan in 2023. They joined in the Songkran tradition, paying homage to the Buddha, asking for blessings, and pouring water over the hands of respected people. The Department of Employment’s Director-General, Mr. Somchai Morakotsriwan, the Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, the Ministry of Labour’s executives, Minister at the Royal Thai Embassy in Tokyo, Mrs. Prangthip Kanjanahattakij, and the Minister Counselor (on labour) at the Labour Office in Japan, Ms. Sadud Kittisuwan, joined the occasion at the auditorium of the Royal Thai Embassy in Tokyo.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that today was an excellent opportunity for him and the group to meet with all labour volunteers to express gratitude for helping to care for workers and carrying out protection missions to take care of their well-being. They have also helped to expand the job market for Thai workers in Japan, which is one of the Ministry of Labour’s missions, and supported the Royal Thai Embassy in Tokyo to achieve their objectives.
“I would like to thank all labour volunteers who have helped drive the Ministry of Labour’s missions, dedicating themselves, sacrificing, and helping the mission of the Royal Thai Embassy in Tokyo and the Labour Office in Japan. I would like to congratulate Mr. Sangduean Arai, who was awarded the Outstanding Labour Volunteer in Japan for 2023. From discussions, I have gotten to know about everyone’s challenges and needs. I am happy to have had discussions with labour volunteers around the world, to be able to work proactively, and for the Ministry of Labour to support and continue driving the mission of the Ministry of Labour,” Mr. Phiphat said.
Mr. Phiphat thanked the Minister at the Royal Thai Embassy in Tokyo and the delegation for the warm welcome. He thanked the Minister Counselor (on Labour) at the Labour Office in Japan and the staff who have become a mechanism in taking care of Thai workers. In June, there will be a Minister Counselor (on labour) from the Department of Skill Development and an Advisor (on labour) from the Department of Employment to push for more Thai workers to have the opportunity to work in Japan. It is an opportunity for workers to make a stable income, help raise the status of their families, and help them develop their skills through valuable working experience, which can be brought back to continue their careers in Thailand in the future.
The Ministry of Labour participates in the policy for a specific skilled worker visa (SSW Visa) for 12 career fields consisting of 1. Caregiving. 2. Building cleaning management. 3. Manufacturing work in industrial machinery and tools / industrial machinery work/electrical and electronic work, and industry information. 4. Construction industry. 5. Shipbuilding and ship machinery industry. 6. Car maintenance. 7. Aviation industry. 8. Housing industry. 9. Agricultural work. 10. Fisheries and aquaculture. 11. Food and beverage industry. 12. Food service industry. The efforts will create employment opportunities for existing and new trainees to change their status to be skilled workers in Japan. This is a good starting point for continuing to expand the labour market for specific skilled worker groups in Japan.
