วันที่ 18 มีนาคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน นายสมชาย มรกตศรีวรรณ อธิบดีกรมการจัดหางาน นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน นางสาวจีระภา บุญรัตน์ รองเลขาธิการสำนักงานประกันสังคม เรืออากาศเอกหญิงศุภพร อยู่วัฒนา ผู้ตรวจราชการกรมสำนักงานประกันสังคม คณะผู้บริหารระดับสูงกระทรวงแรงงาน และเจ้าหน้าที่ ลงพื้นที่ตลาดล้านเมือง จ.เชียงราย โดยมี นายไพโรจน์ หาญพิทักษ์วงศ์ ผู้จัดการตลาดล้านเมือง พ่อค้าแม่ค้า ผู้ประกอบอาชีพอิสระ ร่วมให้การต้อนรับ ซึ่งตลาดล้านเมืองแห่งนี้เป็นตลาดที่ใหญ่ที่สุดในภาคเหนือ มีพื้นที่กว่า 260 ไร่ มีร้านค้า 1,432 แผง ซึ่งมีพ่อค้าแม่ค้า และอาชีพอิสระกว่า 10,000 คน พร้อมลงพื้นที่เยี่ยมบ้านให้กำลังใจและมอบสิ่งของเครื่องอุปโภค บริโภค ให้ผู้ประกันตนที่ทุพพลภาพถึงบ้านพัก ซึ่งอยู่ในความดูแลของสำนักงานประกันสังคมจังหวัดเชียงราย
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า ในวันนี้ตนพร้อมผู้บริหารระดับสูงกระทรวงแรงงาน ได้เดินทางลงพื้นที่จังหวัดเชียงราย ในงาน “มาตรา 40 ทั่วไทย อาชีพอิสระอุ่นใจ ให้ประกันสังคมดูแล” ซึ่งผมและสำนักงานประกันสังคมได้มาเชิญชวน พ่อค้า แม่ค้า ในตลาดล้านเมือง ตลอดกลุ่มผู้ประกอบอาชีพอิสระ ประชาชนทั่วไป เข้าสมัครเป็นผู้ประกันตนมาตรา 40 เพื่อให้ทุกท่านได้รับความคุ้มครอง รับสิทธิประโยชน์ เช่น กรณีประสบอุบัติเหตุ เจ็บป่วย หรือ ทุพพลภาพ ได้รับเงินทดแทนการขาดรายได้ กรณีเสียชีวิต ได้รับค่าทำศพ กรณีชราภาพ ได้รับบำเหน็จชราภาพ ทุกเดือน กรณีจ่ายเงินสมทบครบ 180 เดือน รับเงินเพิ่ม 10,000 บาท และรับเงินสงเคราะห์บุตร ทุกเดือน เป็นต้น ทั้งนี้ ยังได้นำเจ้าหน้าที่จากสำนักงานประกันสังคมจังหวัดเชียงรายมาให้คำแนะนำเกี่ยวกับการใช้สิทธิตามกฎหมายของผู้ประกันตนอีกด้วย
ด้าน นางสาวจีระภา บุญรัตน์ รองเลขาธิการสำนักงานประกันสังคม กล่าวว่า ในวันนี้ท่านพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วยสำนักงานประกันสังคม และผู้บริหารกระทรวงแรงงาน ยังได้ลงพื้นที่เยี่ยมบ้านให้กำลังใจและมอบสิ่งของเครื่องอุปโภค บริโภคให้แก่นายเชาวลิต สิทธิภา อายุ 66 ปี ซึ่งเป็นผู้ประกันตนมาตรา 39 ที่อาศัยอยู่กับภรรยาและบุตร ในตำบลสันทราย อำเภอเมือง จังหวัดเชียงราย ซึ่งทุพพลภาพจากโรคความดันโลหิตสูง เป็นเหตุให้เส้นเลือดในสมองแตก ร่างกายข้างขวาเป็นอัมพาต สูญเสียสมรรถภาพในการทำงานของร่างกายร้อยละ 75 ได้รับสิทธิเป็นผู้ทุพพลภาพตั้งแต่วันที่ 18 พฤศจิกายน 2547 ได้รับเงินทดแทนการขาดรายได้เดือนละ 2,400 บาท ตลอดชีวิต โดยได้นำความห่วงใย พร้อมกับได้พูดคุยเพื่อให้กำลังใจ สอบถามถึงชีวิตความเป็นอยู่ของผู้ประกันตนและครอบครัว ทั้งนี้ กระทรวงแรงงานโดยสำนักงานประกันสังคมให้ความสำคัญในการสร้างหลักประกันในการดำรงชีวิตของผู้ใช้แรงงานทุกคน ตามนโยบาย “สร้างรากฐานเศรษฐกิจ พัฒนาคุณภาพชีวิตด้วยการคุ้มครองแรงงาน” ดูแลผู้ประกันตน ให้ได้รับสิทธิประโยชน์อย่างทั่วถึง โดยเฉพาะการให้ความช่วยเหลือแก่ผู้ประกันตนที่ทุพพลภาพ ไม่ว่าจะเกิดจากความเจ็บป่วยหรืออุบัติเหตุที่ไม่คาดคิด เพื่อสร้างหลักประกันทางสังคมที่มั่นคง และทำให้ผู้ประกันตนที่ทุพพลภาพ สามารถใช้ชีวิตในสังคมได้อย่างเท่าเทียมกับทุกๆ คนต่อไป

Lan Muang Market Manager, Mr. Pairoj Hanpitakwong, and merchants and self-employed people joined the welcoming. Lan Muang Market is the largest market in the northern region. It has an area of over 260 rai and has 1,432 stalls with vendors, as well as over 10,000 self-employed people. They visited homes to give encouragement and provide consumer goods to insured persons with disabilities under the care of the Chiang Rai Provincial Social Security Office.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that today, he and the Ministry of Labour’s senior executives traveled to Chiang Rai province to the “Section 40 All Over Thailand, Independent Workers with a Peace of Mind, Let Social Security Take Care of You” event. The Social Security Office invited merchants in Lan Muang Market and self-employed groups in the general public to apply to be a Section 40 insured person to ensure they are protected and receive benefits such as in the event of an accident, illness, or disability, they would receive compensation for lost income. In case of death, they would receive funeral expenses, and in the case of old age, an old age pension every month. In the case of paying contributions for 180 months, they would receive an additional 10,000 Baht and receive a child allowance every month, for example. In addition, officials from the Social Security Office of Chiang Rai Province provided advice on exercising the legal rights of the insured as well.
The Social Security Office’s Deputy Secretary-General, Ms. Jirapa Boonrat, said that today, the Labour Minister, Mr. Phiphat Ratchakitprakarn, and executives from the Social Security Office and Ministry of Labour paid a visit to homes to offer encouragement and provide consumer goods. One of the people they visited was Mr. Chaowalit Sittipa, aged 66, who is insured under Section 39. He lives with his wife and children in San Sai Subdistrict, Mueang District, Chiang Rai Province. He is disabled due to high blood pressure, which causes blood vessels in the brain to burst. The right side of the body is paralyzed. He has lost 75 percent of his body’s ability to work. He has received disability benefits since November 18, 2004, including compensation for lost income of 2,400 Baht monthly for life. They gave words of encouragement and talked about the quality of life of the insured and their families. The Ministry of Labour, through the Social Security Office gives importance to ensuring the livelihood of all workers according to the policy of “building the economic foundation and improving the quality of life through labour protection.” It aims to ensure that insured persons receive benefits thoroughly, especially supporting insured persons who are disabled, whether due to illness or an unexpected accident. The intent is to create stable social security and allow insured persons with disabilities to continue to live in society equally with everyone.
