วันที่ 25 กันยายน 2566 เวลา 11.00 น.นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ให้การต้อนรับ นางชิโฮะโกะ อาซาดะ มิยากาวะ (Ms.Chihoko Asada – Miyakawa) ผู้ช่วยผู้อำนวยการใหญ่ และผู้อำนวยการสำนักงานแรงงานระหว่างประเทศประจำภูมิภาคเอเชียและแปซิฟิก องค์การแรงงานระหว่างประเทศ และคณะ ในโอกาสเข้าเยี่ยมคารวะรัฐมนตรีว่าการกระทรวงแรงงานภายหลังเข้ารับตำแหน่ง และหารือเกี่ยวกับการจัดทำแผนงานระดับชาติว่าด้วยงานที่มีคุณค่าของประเทศไทยฉบับใหม่ (Decent Work Country Program : DWCP) ระยะที่ 2 พ.ศ. 2566 – 2570 โดยมี นายสิรภพ ดวงสอดศรี ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร อธิบดีกรมการจัดหางาน พร้อมด้วย ผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วม ณ ห้องจัตุมงคล ชั้น 6 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวว่า กระทรวงแรงงานขอขอบคุณ ILO ที่มาเยี่ยมและแสดงความยินดีที่ประเทศไทยได้รัฐบาลใหม่ ภายใต้การนำของท่านเศรษฐา ทวีสิน นายกรัฐมนตรี และขอบคุณการสนับสนุนจาก ILO เป็นอย่างดีผ่านโครงการความร่วมมือภายใต้แผนงานระดับชาติว่าด้วยงานที่มีคุณค่าของประเทศไทย ซึ่งสอดคล้องกับนโยบายของท่านนายกรัฐมนตรี ที่ได้ให้ความสำคัญกับการพัฒนาเศรษฐกิจที่ยั่งยืน ที่นำนโยบายเศรษฐกิจ BCG มาเป็นแนวทางเพื่อมุ่งสู่การพัฒนาอย่างยั่งยืน เพื่อสร้างสมดุลระหว่างเป้าหมายเศรษฐกิจ สังคม และสิ่งแวดล้อม โดยประเทศไทยพร้อมประกาศความมุ่งมั่นระดับประเทศเพื่อขับเคลื่อน SDGs รวมถึงยกระดับคุณภาพชีวิตและความเป็นอยู่ของประชาชน ในส่วนของแรงงานต่างด้าวท่านนายกรัฐมนตรี ได้กำชับให้กระทรวงแรงงานดูแลแรงงานต่างด้าวให้ดีที่สุด วันนี้เรามีแรงงานต่างด้าวที่เข้ามาทำงานในประเทศไทย ซึ่งมีทั้งแรงงานที่เข้ามาทำงานอย่างถูกต้องและลักลอบเข้ามาทำงานอย่างผิดกฎหมาย ก็จะต้องทำให้ถูกต้องมากที่สุด ส่วนการแก้ไขปัญหาการค้ามนุษย์ด้านแรงงานและการแก้ไขปัญหาแรงงานประมงผิดกฎหมายในประเทศนั้น เราได้บูรณาการความร่วมมือกับหลายกระทรวงอย่างต่อเนื่อง อาทิ กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ มหาดไทย เกษตรและสหกรณ์ การต่างประเทศ เป็นต้น ทั้งนี้ กระทรวงแรงงานพร้อมสนับสนุนความร่วมมือในการผลักดันกฎหมายแรงงาน เพื่อมุ่งคุ้มครองดูแลแรงงานทุกสัญชาติที่เข้ามาทำงานในประเทศไทยให้สอดคล้องกับมาตรฐานของ ILO ต่อไป
ด้าน นางชิโฮะโกะ อาซาดะ มิยากาวะ (Ms.Chihoko Asada – Miyakawa) ผู้ช่วยผู้อำนวยการใหญ่ และผู้อำนวยการสำนักงานแรงงานระหว่างประเทศประจำภูมิภาคเอเชียและแปซิฟิก องค์การแรงงานระหว่างประเทศ กล่าวว่า ขอขอบคุณและแสดงความยินดีกับรัฐมนตรีว่าการกระทรวงแรงงานที่ได้รับตำแหน่ง พร้อมยินดีที่จะสนับสนุนความร่วมมือกับรัฐบาลและกระทรวงแรงงานในประเด็นการคุ้มครองแรงงานข้ามชาติและแรงงานกลุ่มต่างๆ ที่รัฐบาลให้ความสำคัญ รวมถึงความร่วมมือในการผลักดันโครงการความร่วมมือภายใต้แผนงานระดับชาติว่าด้วยงานที่มีคุณค่าระหว่างสองหน่วยงานอีกด้วย
On September 25, 2023, at 11.00 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, welcomed the ILO’s Assistant Director-General and Regional Director for Asia and the Pacific, Ms.Chihoko Asada–Miyakawa and delegation, on a courtesy call to the Labour Minister after taking his new position, and to discuss the Decent Work Country Program (DWCP), phase 2, 2023-2027. Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, Secretariat to the Labour Minister, Mr. Aree Krainara, the Department of Employment’s Director-General, Mr. Pairoj Chotiksetian, and the Ministry of Labour’s executives, joined the occasion at the Chatumongkol meeting room, 6th floor, Ministry of Labour.
Mr. Phiphat said that the Ministry of Labour thanked the ILO for the visit and congratulated Thailand on its new government under the leadership of Prime Minister Mr. Srettha Thavisin. He thanked the ILO for the great support through cooperation projects under the national plan for decent work in Thailand, which is in line with the Prime Minister’s policy that gives importance to sustainable economic development, using the BCG economic policy as a guideline towards sustainable development as it aims to create a balance between economic, social and environmental goals. Thailand is ready to announce a national commitment to drive the SDGs and improve the people’s quality of life and livelihood. As for foreign workers, the Prime Minister urged the Ministry of Labour to take the best possible care of foreign workers. Today, we have foreign workers continuing to come to work in Thailand. Some workers come to work legally, and those come to work illegally, which must be corrected as much as possible. As for solving the human trafficking problem and the issue of illegal fishing workers in the country, the Ministry of Labour has continuously worked with many ministries, such as the Ministry of Social Development and Human Security, the Ministry of Interior, the Ministry of Agriculture and Cooperatives, and the Ministry of Foreign Affairs. The Ministry of Labour is ready to support cooperation in pushing for labour laws to protect and care for workers of all nationalities working in Thailand, in line with ILO standards.
The ILO’s Assistant Director-General and Regional Director for Asia and the Pacific, Ms.Chihoko Asada–Miyakawa, thanked and congratulated the Labour Minister upon taking the position. She said she was ready to support and cooperate with the government and the Ministry of Labour on protecting migrant workers and various groups of workers that the government gives importance to, including cooperation in pushing forward cooperation projects under the national plan for decent work between the two agencies.
