วันที่ 6 พฤศจิกายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงความคืบหน้ามาตรการเยียวยาแรงงานไทยที่เดินทางกลับเนื่องจากสถานการณ์ความไม่สงบอิสราเอลที่กระทรวงแรงงานได้ของบกลางไปเมื่อสัปดาห์ที่แล้ว เพื่อนำมาเยียวยาให้แรงงานไทยอีกคนละ 50,000 บาท นอกเหนือจากเงินกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศคนละ 15,000 บาท นั้นว่า กระทรวงแรงงานได้ทำหนังสือไปยังสำนักงบประมาณเพื่อของบกลาง ซึ่งคาดว่าในวันนี้สำนักงบประมาณจะตอบกลับมายังกระทรวงแรงงาน และในวันพรุ่งนี้ (7 พ.ย.66) ผมจะนำเรื่องนี้เข้าสู่ที่ประชุมคณะรัฐมนตรี ซึ่งจะทำให้แรงงานไทยที่กลับมาจากอิสราเอลได้เงินเยียวยาเพิ่มคนละ 50,000 บาท รวมทั้งการพักต้น พักดอก ในการชำระหนี้ขณะกู้ยืมเพื่อเป็นค่าใช้จ่ายไปทำงานในอิสราเอล เป็นวงเงินไม่เกิน 150,000 บาท ภายในระยะเวลา 3 ปี ซึ่งเชื่อว่าไม่น่าจะมีปัญหาอะไร เพราะในเรื่องนี้ท่านนายกรัฐมนตรีได้อนุมัติในหลักการไปแล้ว
นายพิพัฒน์ กล่าวต่อว่า ส่วนความคืบหน้าการอพยพแรงงานไทยกลับจากอิสราเอลภายหลังจากที่กระทรวงแรงงานได้ปิดศูนย์พักพิงที่กรุงเทลอาวีฟไปแล้วนั้น จากรายงานของอัครราชทูตที่ปรึกษาฝ่ายแรงงาน ประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ พบว่า พี่น้องแรงงานไทยที่ยังไม่ตัดสินใจกลับเนื่องจากความเป็นอยู่สบายดี ไม่ได้อยู่ในพื้นที่ที่ได้รับผลกระทบจากภาวะสงคราม จึงไม่ตัดสินใจกลับมา เพราะกลับมาแล้วต้องมีหนี้สินที่กู้ยืมเอาไว้ และส่วนหนึ่งไม่แน่ใจว่ากลับมาจะมีรายได้ดีเท่าที่อยู่ในอิสราเอลหรือไม่ แต่สำหรับแรงงานที่อยู่ในพื้นที่ที่มีการสู้รบเพิ่มขึ้น เชื่อว่าแรงงานไทยจะตัดสินใจกลับประเทศแน่นอน
“ผมขอประชาสัมพันธ์เชิญชวนให้คนไทยที่ไปทำงานในอิสราเอลกลับมา ถ้าหากคิดว่าไม่มีความปลอดภัยในชีวิต มีความสุ่มเสี่ยงต่อชีวิตและทรัพย์สิน ซึ่งสถานการณ์อาจดีขึ้นหรือเลวร้ายลงเราอยู่ที่นี้ไม่สามารถประเมินได้ แต่ท่านที่อยู่ในพื้นที่จริงท่านสามารถประเมินได้ด้วยตนเองว่า ควรจะอยู่ต่อหรือควรจะกลับประเทศไทย ซึ่งแม้ขณะนี้ได้ปิดศูนย์พักพิงไปแล้ว แต่อัครราชทูตที่ปรึกษาฝ่ายแรงงานของประเทศไทยเรายังทำงานอยู่ทุกวัน ท่านสามารถแจ้งความจำนงค์ได้ที่สถานทูตเพื่ออำนวยความสะดวกในการเดินทางกลับด้วยสายการบินพาณิชย์” นายพิพัฒน์ กล่าวท้ายสุด
On November 6, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, spoke about the progress of relief measures for Thai workers returning from the unrest situation in Israel. Last week, the Ministry of Labour requested a budget to further compensate Thai workers with another 50,000 Baht each. The amount is in addition to the fund to help job seekers working abroad, where the compensation is 15,000 Baht each. The Ministry of Labour wrote a letter to the Budget Bureau requesting the central budget. It is expected that today, the Budget Bureau will reply to the Ministry of Labour, and tomorrow (November 7, 2023), the Labour Minister will raise this matter at the Cabinet meeting. This will allow Thai workers returning from Israel to receive additional compensation of 50,000 Baht each, including a suspension of principal and interest for repaying debt while borrowing money to pay for working in Israel, not exceeding 50,000 Baht for three years. The measure is believed to not be a problem, as the Prime Minister has already approved it in principle.
Mr. Phiphat continued on the progress of evacuating Thai workers back from Israel after the Ministry of Labour closed the shelter in Tel Aviv. The report of the Minister Adviser to the Labour Department at the Royal Thai Embassy in Tel Aviv found that some Thai workers decided not to return as they were unimpacted and were not in an area affected by the war. Also, when they return, they may have debts to repay, whereby some people are unsure if they will have as good an income when they return compared to when they were in Israel. But for workers in areas where conflict has spread, it is believed that the Thai workers will decide to return home.
“I would like to publicize and invite Thai people who work in Israel to come back, especially if you think there is no safety in your life or if there is a risk to life and property. The situation may get better or worse; we cannot evaluate. But those of you on the ground can evaluate the situation for yourself on whether you should stay or return home. Even though the shelter has now been closed, the Minister Counselor for Labour Affairs of Thailand still works daily. You can inform your request at the Embassy to facilitate your return trip by commercial airline,” Mr. Phiphat concluded.
