เมื่อวันที่ 8 พฤศจิกายน 2566 เวลา 13.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานเปิดโครงการเผยแพร่ประชาสัมพันธ์ประกันสังคมมาตรา 40 สู่เครือข่ายประกันสังคม รุ่นที่ 3 โดยมี นายสิรภพ ดวงสอดศรี ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายธนัสถ์ ทวีเกื้อกูลกิจ ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายภูมิพัฒน์ เหมือนจันทร์ โฆษกกระทรวงแรงงาน (ฝ่ายการเมือง) นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม คณะผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วม นายชวกิจจ์ สุวรรณคีรี นายอำเภอหาดใหญ่ กล่าวต้อนรับผู้ประกันตน เครือข่ายประกันสังคม และประชาชนในพื้นที่ ร่วมให้การต้อนรับด้วยความอบอุ่น ณ โรงเเรมคริสตัล หาดใหญ่ จังหวัดสงขลา
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า จังหวัดสงขลาเป็นเมืองเศรษฐกิจที่มีความสำคัญของภาคใต้ มีทรัพยากรธรรมชาติที่อุดมสมบูรณ์ อีกทั้งเป็นศูนย์กลางการค้า เนื่องจากมีอาณาเขตติดต่อกับประเทศมาเลเซีย ซึ่งมีแรงงานภาคอิสระเป็นฟันเฟืองสำคัญในการขับเคลื่อนธุรกิจต่างๆภายในจังหวัดสงขลา ในวันนี้ ผมได้เดินทางมาเพื่อเป็นประธานในพิธีเปิดโครงการเผยแพร่ประชาสัมพันธ์ประกันสังคมมาตรา 40 สู่เครือข่ายประกันสังคม รุ่นที่ 3 ณ โรงเเรมคริสตัล หาดใหญ่ จังหวัดสงขลา โดยการจัดโครงการในครั้งนี้ มีวัตถุประสงค์เพื่อสร้างการรับรู้และความเข้าใจในการเข้าถึงสิทธิประโยชน์ทั้ง 5 กรณีของประกันสังคมมาตรา 40 ไม่ว่าจะเป็นกรณีเงินทดแทนการขาดรายได้เมื่อเจ็บป่วย ทุพพลภาพ เสียชีวิต ชราภาพ และสงเคราะห์บุตร พร้อมทั้งสร้างแรงจูงใจให้ผู้ประกอบอาชีพอิสระ เข้าสู่ระบบประกันสังคมภาคสมัครใจมากขึ้น รวมถึงการมีส่วนร่วมของเครือข่ายประกันสังคม ในการเผยแพร่ประชาสัมพันธ์ภารกิจงานประกันสังคมกับประชาชน และกลุ่มเป้าหมายได้อย่างครอบคลุมในระดับอำเภอ ตำบล หมู่บ้าน และชุมชนอย่างทั่วถึง ซึ่งสอดคล้องกับนโยบายกระทรวงแรงงาน “สร้างรากฐานเศรษฐกิจ พัฒนาคุณภาพชีวิตด้วยการคุ้มครองแรงงาน” และยุทธศาสตร์ชาติ “การสร้างโอกาสและความเสมอภาคทางสังคม ลดความเหลื่อมล้ำสร้างความเป็นธรรมในทุกมิติ” โดยปัจจุบันจังหวัดสงขลามีจำนวนประชากรที่มีงานทำทั้งสิ้น 924,292 คน ในจำนวนนี้ มีผู้ประกันตนมาตรา 40 ที่ขึ้นทะเบียนของจังหวัดสงขลา จำนวนทั้งสิ้น 502,389 คน ประกอบด้วย กลุ่มผู้ประกอบอาชีพอิสระที่ไม่มีนายจ้าง อาทิ กลุ่มอาชีพรับจ้างทั่วไป กลุ่มอาชีพเกษตรกรรม และการประมง ซึ่งในพื้นที่จังหวัดสงขลามีการปลูกยางพารา การทำนา อีกทั้งการประมงน้ำจืดและน้ำเค็ม เป็นจำนวนมาก พร้อมกันนี้ ภายในงานยังได้จัดให้มีพิธีมอบเกียรติบัตรให้แก่เครือข่ายที่สนับสนุนงานประกันสังคมดีเด่นอีกด้วย
ด้าน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม กระทรวงแรงงาน เปิดเผยว่า สำนักงานประกันสังคมได้ดำเนินการจัดโครงการเผยแพร่ประชาสัมพันธ์ประกันสังคมมาตรา 40 สู่เครือข่ายประกันสังคม ที่จังหวัดสงขลาในวันนี้ เป็นรุ่นที่ 3 ซึ่งได้รับความสนใจและความร่วมมือจากหลายภาคส่วน ไม่ว่าจะเป็น ผู้ประกันตน เครือข่ายประกันสังคม อาสาสมัครแรงงาน ผู้นำชุมชน เข้าร่วมงานจำนวน 400 คน โดยเป้าหมายหลักของโครงการคือ ขยายความคุ้มครองเพิ่มเติมให้แก่ผู้ประกอบอาชีพอิสระ เพื่อเข้าสู่ระบบประกันสังคมอีกประเภทหนึ่ง เรียกว่า “ผู้ประกันตนตามมาตรา 40” ทั้งนี้ยังมีกิจกรรมต่างๆ ที่น่าสนใจ เช่น การออกร้านจำหน่ายสินค้าของกลุ่มเครือข่ายประกันสังคม และหน่วยงานในสังกัดกระทรวงแรงงาน รวมถึงการออกบูธให้บริการข้อมูลพร้อมรับสมัครผู้ประกันตนมาตรา 40 อีกด้วย

Hat Yai District Chief, Mr. Chawakit Suwankiri, welcomed the insured persons, the social security network, and people in the area who joined, giving a warm welcome at the Crystal Hotel, Hat Yai, Songkhla Province.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that Songkhla Province is an important economic city in the southern region. There are abundant natural resources. It is also a trade center as it has a border with Malaysia, with independent sector workers as an important mechanism in driving various businesses within Songkhla Province. Today, he presided over the opening ceremony of the Social Security Section 40 Public Relations Project to the third batch of the Social Security Network at the Crystal Hotel, Hat Yai. Songkhla Province. The objective of the project is to create awareness and understanding of access to benefits in all 5 cases of Social Security Section 40, whether it be compensation for lost income in sickness, disability, death, old age, and child support, along with creating incentives for more self-employed people to voluntarily join the social security system. It also aims to boost the participation of the social security network in publicizing social security missions with the public and target groups at the district, subdistrict, village, and community levels, which is in line with the Ministry of Labour’s policy on “building the economic foundation and improving the quality of life through labour protection,” including the national strategy on “creating opportunities and social equality, reduce inequality, and creating fairness in every dimension.” At present, Songkhla Province has a total of 924,292 people with employment. Of these, there are Section 40 insured persons registered in Songkhla Province. The total number of people is 502,389, consisting of groups of self-employed people who do not have an employer, such as those in general contract occupations and agricultural and fishing occupational groups. Songkhla Province has a large number of rubber plantations, rice farming, as well as freshwater and saltwater fishing. There was also a ceremony to present certificates to outstanding networks that have supported social security work.
The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, said that today’s Social Security Section 40 Public Relations Project to the Social Security Network in Songkhla was the third class. It has received interest and cooperation from many sectors, including insurance companies, social security networks, volunteer workers, and community leaders. A total of 400 people attended the event. The project’s main goal is to extend additional protection to self-employed persons to enter another type of social security system called “insured persons under Section 40”. There were also various activities, such as shops selling products of the Social Security network group and agencies under the Ministry of Labour setting up booths to provide information and recruiting Section 40 insured persons.
