วันที่ 26 ตุลาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน ให้การต้อนรับ พลตำรวจเอก อดุลย์ แสงสิงแก้ว ประธานคณะกรรมาธิการการแรงงาน วุฒิสภา และคณะอนุกรรมาธิการฯ ในโอกาสเยี่ยมเยียน พร้อมรับฟังการบรรยายสรุปและหารือประเด็นที่เกี่ยวข้องกับกระทรวงแรงงาน โดยมี ผู้บริหารระดับสูงกระทรวงแรงงาน ร่วมให้การต้อนรับ ณ ห้องประชุม ศ.นิคม จันทรวิทุร ชั้น 5 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวว่า กระทรวงแรงงานยินดีอย่างยิ่งที่คณะกรรมาธิการการแรงงาน วุฒิสภา และคณะอนุกรรมาธิการฯ ได้เข้ามาเยี่ยมเยียนพร้อมบรรยายสรุป และหารือประเด็นที่เกี่ยวข้องกับกระทรวงแรงงานในวันนี้ ซึ่งการดำเนินการของคณะกรรมาธิการ ถือได้ว่าเป็นการปฏิบัติงานที่เคียงคู่กับกระทรวงแรงงาน มีการเชิญผู้แทนจากกระทรวงแรงงาน ไปนำเสนอข้อมูลด้านต่าง ๆ อย่างครอบคลุมทุกมิติในการดูแลและพัฒนาแรงงาน อย่างสม่ำเสมอและต่อเนื่อง ตลอดจนแลกเปลี่ยนข้อมูลระหว่างกัน ส่งผลให้กระทรวงแรงงานประสบความสำเร็จในด้านความช่วยเหลือให้พี่น้องผู้ใช้แรงงานได้รับประโยชน์สูงสุด ในการหารือวันนี้ มีทั้งคณะกรรมาธิการ คณะอนุกรรมาธิการปฏิรูปประเทศด้านแรงงาน คณะอนุกรรมาธิการด้านการจัดหางานและพัฒนาฝีมือแรงงาน คณะอนุกรรมาธิการด้านการสวัสดิการและคุ้มครองแรงงาน และคณะอนุกรรมาธิการด้านการประกันสังคม ซึ่งมีประเด็นหารือที่อยู่ในการพิจารณาศึกษา ประกอบด้วย 1) การขับเคลื่อนนโยบายของรัฐบาลในการปรับขึ้นค่าจ้างขั้นต่ำ 2) การขาดแคลนแรงงานในภาคการท่องเที่ยว 3) แนวทางการจัดทำประมวลกฎหมายแรงงาน 4) การบริหารจัดการอุปสงค์และอุปทานแรงงานในเขตพัฒนาพิเศษภาคตะวันออก (EEC) 5) การขยายโอกาสการมีงานทำและส่งเสริมการจ้างงานผู้สูงอายุที่เหมาะสมกับวัยและประสบการณ์ และการบริหารจัดการแรงงานต่างด้าว 4 สัญชาติ 6) แนวทางการคุ้มครองและป้องกันการทำงานในรูปแบบที่อาจเป็นอันตรายต่อเด็กทำงาน : กรณีมวยเด็ก และการยกระดับคุณภาพชีวิตในการทำงานที่ต้องยกหรือเคลื่อนย้ายวัสดุหนักด้วยแรงกายตามหลักการยศาสตร์ (Ergonomics) สำหรับแรงงานกลุ่มต่าง ๆ 7) ทางเลือกเชิงนโยบาย : ประกันสังคมกับการบริหารจัดการแรงงานข้ามชาติ และการเลือกตั้งผู้แทนฝ่ายนายจ้างและผู้แทนฝ่ายผู้ประกันตนเป็นกรรมการในคณะกรรมการประกันสังคม และ 8) แนวทางการดำเนินงานที่สำคัญของกระทรวงแรงงาน เรื่องการช่วยเหลือแรงงานไทยในประเทศอิสราเอล ซึ่งการหารือและแลกเปลี่ยนความคิดเห็นระหว่างกระทรวงแรงงานกับคณะกรรมาธิการการแรงงาน วุฒิสภา คณะอนุกรรมาธิการในวันนี้จะนำไปร่วมกันขับเคลื่อนให้บรรลุเป้าหมายในการสร้างประโยชน์สูงสุดให้เกิดกับแรงงานและเศรษฐกิจของประเทศต่อไป
ในการนี้ นายพิพัฒน์ฯ ยังได้นำคณะกรรมาธิการการแรงงานเยี่ยมชมการให้บริการของศูนย์ช่วยเหลือแรงงานและติดตามสถานการณ์ความไม่สงบในอิสราเอล กระทรวงแรงงาน ซึ่งตั้งอยู่บริเวณชั้นล่างอาคารกระทรวงแรงงาน โดยศูนย์แห่งนี้มีเจ้าหน้าที่คอยอำนวยความสะดวกแก่แรงงานไทยที่กลับมาจากสถานการณ์ความไม่สงบในอิสราเอลเพื่อยื่นขอรับสิทธิประโยชน์จากกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศ
ด้าน พล.ต.อ.อดุลย์ แสงสิงแก้ว ประธานคณะกรรมาธิการการแรงงาน วุฒิสภา กล่าวว่า ในวันนี้ผมพร้อมด้วยคณะกรรมาธิการการแรงงาน วุฒิสภา และคณะอนุกรรมาธิการฯ มาเยี่ยมเยียนและหารือประเด็นด้านแรงงานกับท่านรัฐมนตรีว่าการกระทรวงแรงงาน ในประเด็นต่างๆ ด้านแรงงาน ซึ่งผลจากการหารือในครั้งนี้ จะเป็นประโยชน์อย่างยิ่งในการดำเนินการขับเคลื่อนนโยบายด้านแรงงานให้สอดคล้องตามเป้าหมายที่กำหนด ที่สำคัญจะช่วยให้การดำเนินการเกิดผลลัพธ์เป็นรูปธรรมที่ชัดเจนและเกิดประโยชน์สูงสุดแก่พี่น้องภาคแรงงานต่อไป” พล.ต.อ.อดุลย์ กล่าวท้ายสุด
On October 26, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, and the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, welcomed the Chairman of the Senate Committee on Labour, Police General Adul Saengsingkeaw, and the subcommittee on the occasion of a visit to listen to a briefing and to discuss issues related to the Ministry of Labour. The Ministry of Labour’s executives also participated in the welcome at the Prof. Nikom Chantravitun meeting room, 5th floor, Ministry of Labour.
Mr. Phiphat said that the Ministry of Labour is pleased that the Labour Committee, the Senate, and subcommittees paid a visit to give a briefing and discuss issues related to the Ministry of Labour. The Commission’s operations are considered operating alongside the Ministry of Labour. Representatives from the Ministry of Labour were invited to present various aspects of the regular and continuous care and development of labour. They also exchanged information. As a result, the Ministry of Labour has been successful in helping the workforce to maximize its benefit. In today’s discussion, the Subcommittee on National Labour Reform, the Subcommittee on Employment and Skill Development, the Subcommittee on Labour Protection and Welfare, and the Subcommittee on Social Security discussed points that are under consideration for the study, including: 1) Driving the government’s policy to increase the minimum wage. 2) Labour shortages in the tourism sector. 3) Guidelines for preparing a labour code. 4) Managing labour supply and demand in the Eastern Economic Corridor (EEC). 5) Expanding employment opportunities and promoting employment of the elderly appropriate to their age and experience and management of foreign workers of 4 nationalities. 6) Guidelines for protection and prevention of working in ways that may be harmful to working children: the case of child boxing, and improving the quality of life in work that requires lifting or moving heavy materials with physical strength according to the principles of ergonomics for various worker groups. 7) Policy options: social security and management of migrant workers and the election of representatives of employers and representatives of insured parties as members of the Social Security Committee, and 8) Guideline for important operations of the Ministry of Labour on helping Thai workers in Israel. The discussion and exchange of information between the Ministry of Labour and the Senate Labour Committee and subcommittee today will be used to work together to achieve the goal of creating maximum benefits for the workers and the country’s economy.
Mr. Phiphat led the Labour Commission to tour the services of the Ministry of Labour’s Labour Assistance and Israel War Monitoring Center, located on the ground floor of the Ministry of Labour’s building. This center has staff to facilitate Thai workers returning from the unrest situation in Israel to apply for benefits from the fund helping job seekers working abroad.
Chairman of the Senate Committee on Labour, Police General Adul Saengsingkeaw, said that today, he and the Senate Labour Committee and the subcommittee paid a visit and discussed labour issues with the Labour Minister on various topics. The results of this discussion will be useful in driving labour policy in line with the set goals. Most importantly, it will help operations to produce concrete results that are clear and of maximum benefit to the workforce.
