วันที่ 19 กันยายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ให้การต้อนรับ รศ.ดร.ปัทมาวดี โพชนุกูล ผู้อำนวยการสำนักงานส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม พร้อมคณะ ในโอกาสเข้าพบเพื่อหารือแนวทางการสนับสนุนการพัฒนาและผลิตแรงงานทักษะสูงของประเทศไทย และแสดงความยินดีเนื่องในโอกาสเข้ารับตำแหน่งของรัฐมนตรีว่าการกระทรวงแรงงาน ณ ห้องจัตุมงคล ชั้น 6 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวว่า รัฐบาลภายใต้การนำของท่านเศรษฐา ทวีสิน นายกรัฐมนตรี กระทรวงแรงงาน ภายใต้การกำกับดูแลของท่านอนุทิน ชาญวีรกูล รองนายกรัฐมนตรี และรัฐมนตรีว่าการกระทรวงมหาดไทย ได้ให้ความสำคัญกับการเร่งพัฒนาศักยภาพกำลังแรงงาน เพื่อรองรับการฟื้นตัวทางเศรษฐกิจ โดยเฉพาะอุตสาหกรรมภาคท่องเที่ยวและบริการที่เติบโตและมีความต้องการแรงงาน จึงเป็นนิมิตรหมายที่ดีในวันนี้ที่ทาง สำนักงานส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (สกสว.) ซึ่งเป็นหน่วยงานในสังกัดกระทรวงการอุดมวิทยาศาสตร์ วิจัยและนวัตกรรม (อว.) ได้มาหารือถึงเรื่องนี้เพื่อหาแนวทางในการเพิ่มกำลังคน พร้อมผลักดันให้ภาคอุตสาหกรรมการท่องเที่ยวของประเทศไทยเติบโตอย่างต่อเนื่อง อีกทั้งที่ผ่านมา สกสว. ยังได้จัดสรรงบประมาณสนับสนุนงานมูลฐาน (Fundamental Fund) แก่หน่วยงานในสังกัดกระทรวงแรงงานอีกด้วย
นายพิพัฒน์ กล่าวต่อว่า การหารือในวันนี้สอดคล้องกับนโยบายของท่านรองนายกรัฐมนตรีอนุทิน ที่ได้มีข้อสั่งการให้มีการผนึกกำลังกับ 4 กระทรวงหลัก ได้แก่ กระทรวงมหาดไทย ศึกษาธิการ อุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (อว.) และแรงงาน เพื่อร่วมกันขับเคลื่อนนโยบายดังกล่าว ซึ่งกระทรวงแรงงานเป็นรากฐานในการพัฒนาเศรษฐกิจ โดยมีภารกิจสำคัญในการดูแลพี่น้องผู้ใช้แรงงาน เราให้ความสำคัญในด้านการสนับสนุนการพัฒนาและผลิตแรงงานทักษะสูงของประเทศไทย โดยกรมพัฒนาฝีมือแรงงานมีคณะกรรมการพัฒนาแรงงานและประสานการฝึกอาชีพแห่งชาติ (กพร.ปช.) ซึ่งเป็นกลไกสำคัญในการขับเคลื่อนการพัฒนากำลังแรงงานในระดับพื้นที่ การหารือในครั้งนี้จะเกิดความร่วมมือในการพัฒนาหลักสูตร เพื่อผลิตบุคลากรให้สอดคล้องกับความต้องการของผู้ประกอบการทั้งในภาคอุตสาหกรรมท่องเที่ยวและที่เกี่ยวเนื่อง
“จากการหารือกับสภาหอการค้าแห่งประเทศไทยเมื่อวันก่อนถึงการแก้ไขปัญหาขาดแคลนบุคลากรภาคการท่องเที่ยว ต้องยอมรับว่าคนไทยเรามีทักษะฝีมือไม่แพ้ชาติใดในโลกอยู่แล้ว แต่ขณะเดียวกันเราต้องเร่งผลิตกำลังแรงงานโดยเฉพาะคนไทยเพื่อป้อนกลับเข้าไปสู่ภาคการท่องเที่ยว เพื่อไม่ให้เสียดุลทางการค้า ซึ่งหน่วยงาน สกสว. เองก็มีศักยภาพในการผลิตหลักสูตร เพื่อสนับสนุนการผลิตแรงงานในภาคการท่องเที่ยวได้” นายพิพัฒน์ กล่าวในท้ายสุด
ด้าน รศ.ดร.ปัทมาวดี โพชนุกูล ผู้อำนวยการสำนักงานส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (สกสว.) กล่าวว่า ในวันนี้ได้มาหารือกับท่านรัฐมนตรีพิพัฒน์เพื่อสนับสนุนข้อมูลความร่วมมือระหว่าง สกสว.กับกระทรวงแรงงานใน 3 ประเด็น ประเด็นแรกเกี่ยวกับการสนับสนุนงานวิจัยเชิงนโยบายเพื่อผลิตและพัฒนาศักยภาพกำลังแรงงานภาคการท่องเที่ยวให้เป็นแรงงานที่มีทักษะสูง เพื่อแก้ไขปัญหาขาดแคลนแรงงาน ประเด็นที่สอง การ Up skill/ Re skill ให้แก่นักเรียน นักศึกษา เพื่อให้มีทักษะฝีมือเพิ่มขึ้นก่อนเข้าสู่ตลาดแรงงาน และประเด็นที่สาม แนวทางการยกระดับศักยภาพกำลังแรงงานในภาคอุตสาหกรรมด้วยเทคโนโลยีและวัตกรรม เพื่อรองรับการพัฒนาเขตเศรษฐกิจพิเศษ ซึ่ง สกสว.จะได้ประสานความร่วมมือดังกล่าวกับกระทรวงแรงงานอย่างใกล้ชิดต่อไป
On September 19, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, welcomed the Director of the Office for Science, Research, and Innovation Promotion, Assoc. Prof. Dr. Pathamawadi Pochanukul and committee, on the occasion of meeting to discuss ways to support the development and production of highly skilled workers in Thailand. The delegation also congratulated the Labour Minister for taking on the new position. The occasion took place at the Chatumongkol Room, 6th floor, Ministry of Labour.
Mr. Phiphat said that the government, under the leadership of Prime Minister Mr. Srettha Thavisin, and the Ministry of Labour, under the supervision of Deputy Prime Minister and Interior Minister Mr. Anutin Charnvirakul, gives importance to accelerating the development of the workforce to support economic recovery, especially the tourism and service industries that are growing and have a demand for labour. Therefore, it is a good opportunity today for the Office of Science, Research, and Innovation Promotion, an agency under the Ministry of Higher Education, Science, Research and Innovation (MHESI), to discuss this matter to find ways to enhance manpower to drive Thailand’s continuous growth in the tourism industry. In addition, in the past, the Office of Science, Research, and Innovation Promotion has allocated budgets to support the Fundamental Fund to agencies under the Ministry of Labour.
Mr. Phiphat continued that today’s discussion is in line with the policies of the Deputy Prime Minister Mr. Anutin, who instructed joint forces with four main ministries, namely the Ministry of Interior, the Ministry of Education, the Ministry of Higher Education, Science, Research and Innovation, and the Ministry of Labour, to drive the said policy. The Ministry of Labour is the foundation for economic development. It has an important mission to take care of the workforce. It gives importance to supporting the development and production of highly skilled workers in Thailand. The Department of Skill Development has the National Labour Development and Vocational Training Coordination Committee, which is an important mechanism for driving workforce development at the local level. This discussion will result in cooperation in curriculum development to produce personnel to meet the needs of entrepreneurs in both tourism and related industries.
“From discussions with the Thai Chamber of Commerce the other day on solving personnel shortages in the tourism sector, it must be acknowledged that Thai people already have skills comparable to any nation in the world. But at the same time, we must accelerate the production of workers, especially Thai people, to feed back into the tourism sector so that we do not lose the trade balance. The Office of Science, Research, and Innovation Promotion has the potential to produce courses to support labour production in the tourism sector,” concluded Mr. Phiphat.
The Director of the Office for Science, Research, and Innovation Promotion, Assoc. Prof. Dr. Pathamawadi Pochanuku said that today, he discussed with Minister Phiphat to support the cooperation between the Office for Science, Research, and Innovation Promotion and the Ministry of Labour on three issues. The first is about supporting policy research to produce and develop the potential of the tourism sector workforce to be highly skilled to solve labour shortages. The second issue is upskilling/reskilling students so that they have more skills before entering the labour market, and the third is guidelines for upgrading the workforce’s potential in the industrial sector with technology and innovation to support the development of special economic zones. The Office for Science, Research, and Innovation Promotion will continue closely coordinating such cooperation with the Ministry of Labor.
