วันที่ 8 กันยายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานการประชุมเพื่อนำเสนอแนวทางการพัฒนาด้านแรงงานกลุ่มสภาองค์การลูกจ้างต่อรัฐมนตรีว่าการกระทรวงแรงงาน โดยมี นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน ผู้บริหารระดับสูงกระทรวงแรงงาน พร้อมด้วย ประธานสภาองค์การลูกจ้าง 16 สภา และประธานสหภาพแรงงาน 8 สหภาพ เข้าร่วมด้วย ณ ห้องประชุม ศ.นิคม จันทรวิทุร ชั้น 5 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวภายหลังการประชุมว่า ในวันนี้ผมได้มาพบปะหารือกับประธานสภาองค์การลูกจ้าง 16 สภา และประธานสหภาพแรงงานอีก 8 สหภาพ เพื่อรับฟังสภาพปัญหา ข้อเสนอแนะ ตลอดจนแลกเปลี่ยนความคิดเห็นต่างๆ ในด้านการพัฒนาแรงงานว่าหลังจากที่ท่านนายกรัฐมนตรีเศรษฐา ทวีสิน ได้แถลงนโยบายรัฐบาลต่อสภาในวันที่ 11-12 กันยายนนี้แล้ว จะได้มาหารือกันอีกครั้งเพื่อนำนโยบายที่ได้แถลงเกี่ยวกับแรงงานว่าจะเราเดินไปในทิศทางไหน ซึ่งในวันนี้สภาองค์กรลูกจ้างก็ได้มีการนำเสนอว่ามีเรื่องอะไรบ้าง รวมทั้งสิ่งที่ท่านรัฐมนตรีสุชาติได้ทำไปแล้วอะไรที่ทำดีอยู่แล้ว ผมจะได้สานต่อ จะไม่นับหนึ่งใหม่ ที่สำคัญกระทรวงแรงงานเราต้องเป็นกระทรวงเศรษฐกิจเต็มรูปแบบ เพราะทุกองคาพยพในประเทศไทย ยกเว้นข้าราชการที่เหลือมีผู้ใช้แรงงานเป็นส่วนเกี่ยวข้องกับทุกภาคส่วน เพราะประเทศจะพัฒนาได้ จะเจริญได้ ต้องพึ่งพาแรงงานเป็นส่วนสำคัญ ถ้าเราไม่มีแรงงานที่ดี เราไม่มีการพัฒนาฝีมือแรงงาน ประเทศก็จะไม่เจริญไปกว่านี้ ส่วนเรื่องค่าแรงนั้นขอให้ท่านนายกรัฐมนตรีได้แถลงนโยบายให้เรียบร้อยก่อนแล้วจะมาหารือกันว่าจะมีแนวทางอย่างไร
นายพิพัฒน์ ยังกล่าวต่อว่า สิ่งที่สภาองค์การลูกจ้างต้องการให้ผลักดันจากการพูดคุยแลกเปลี่ยนกันในวันนี้ อาทิ การรับรองอนุสัญญาองค์การแรงงานระหว่างประเทศฉบับที่ 87 และ 98 ซึ่งเป็นข้อเรียกร้องเดิมนอกจากนี้ ยังมีเรื่องการถูกเอารัดเอาเปรียบของผู้ใช้แรงงาน ซึ่งจะต้องลงไปดูให้ครบทุกมิติ สิ่งเหล่านี้ผมเอง ผู้บริหาร และข้าราชการกระทรวงแรงงาน จะต้องเดินหน้าร่วมมือไปพร้อมๆ กัน ซึ่งหากมีหากนโยบายอะไรออกไปก็จะต้องขอรับฟังความคิดเห็นชอบจากทุกฝ่ายทั้ง นายจ้าง ลูกจ้าง ข้าราชการด้วย เพื่อให้เกิดความเสมอภาคเท่าเทียมแก่พี่น้องผู้ใช้แรงงาน
On September 8, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, chaired the meeting that presented the employee organization council’s labour development guidelines to the Labour Minister. The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, the Ministry of Labour’s senior executives, the presidents of 16 employee organization councils, and eight labour unions also attended. The occasion took place at the Prof. Nikom Chantravitun meeting room, 5th floor, Ministry of Labour.
After the meeting, Mr. Phiphat said that today, he met with the presidents of 16 employee organization councils and eight labor unions to discuss, listen to problems and suggestions, and exchange opinions on labour development. After Prime Minister Srettha Thavisin announced the government’s policy to the House of Representatives on September 11 to 12, the group will come together again to discuss implementing policies announced regarding labour to determine which direction to move in. Today, the employee organization councils presented the issues, including what the Labour Minister, Mr. Suchart, has done and what is already working. He said that he would continue the initiatives. Most importantly, the Ministry of Labour must be a full-fledged economic ministry as all of Thailand, except civil servants, have workers in every sector. For a country to develop and prosper, it must rely heavily on labour. A country without good workers or labour skill development will not develop. As for wages, he asked that the Prime Minister announce his policies first, and then the group could continue to discuss guidelines further.
Mr. Phiphat continued that the employee organization councils want to push forward from today’s discussions by adopting the International Labour Organization’s Conventions No. 87 and 98, which are the original demands. There is also the matter of worker exploitation, which must be examined in every dimension. For these issues, the Labour Minister, executives, and civil servants of the Ministry of Labour must move forward and work together. If there is any policy, approval from all parties is required, including employers, employees, and civil servants, to achieve equality for the workforce.
