วันที่ 27 กันยายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานการประชุมมอบนโยบายแก่ผู้บริหาร และเจ้าหน้าที่กรมการจัดหางานทั้งในส่วนกลาง และส่วนภูมิภาค โดยมีนายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร อธิบดีกรมการจัดหางาน พร้อมด้วยผู้บริหารกรมการจัดหางาน เข้าร่วม ณ ห้องประชุมเทียน อัชกุล ชั้น 10 กรมการจัดหางาน และการประชุมทางไกลผ่านระบบ VDO Conference
นายพิพัฒน์ ได้มอบ 5 นโยบายการขับเคลื่อนการดำเนินงานของกรมการจัดหางาน และ 6 ข้อสั่งการ ดังนี้ 1) ส่งเสริมการมีงานทำ และรายได้ที่มั่นคงให้กับแรงงานทุกกลุ่ม โดยส่งเสริมการทำงานในสถานประกอบการและส่งเสริมการประกอบอาชีพอิสระ เพื่อขับเคลื่อนเศรษฐกิจของประเทศ 2) ส่งเสริม รักษา และขยายตลาด เพื่อเพิ่มโอกาสให้แรงงานไทยไปทำงานในต่างประเทศมากขึ้น 3) บูรณาการความร่วมมือภาครัฐ ภาคเอกชน เพื่อเชื่อมโยงข้อมูลกำลังแรงงาน และความต้องการจ้างงาน รวมทั้งการพัฒนาทักษะ เพื่อความสมดุลอย่างยั่งยืนของตลาดแรงงาน 4) คุ้มครองแรงงานไทย และแรงงานต่างด้าวไม่ให้ตกเป็นเหยื่อการค้ามนุษย์ด้านแรงงาน 5) บริหารจัดการการทำงานของแรงงานต่างด้าว แบบสะดวก ประหยัด เพื่อแก้ไขปัญหาการขาดแคลนแรงงานให้กับภาคธุรกิจ โดยนโยบายทั้ง 5 ข้อสอดรับกับนโยบายกระทรวงแรงงาน ด้านส่งเสริม “ทักษะดี” ในการ Up – Skill for More Earn เพื่อการมีงานทำรองรับเศรษฐกิจใหม่ ด้านส่งเสริม “มีงานทำ” การเพิ่มการจัดส่งแรงงานไทยไปทำงานต่างประเทศ 100,000 อัตรา และ One Stop Service บริหารจัดการการทำงานของแรงงานต่างด้าวครบจบที่จุดเดียว และด้านส่งเสริม “หลักประกันทางสังคมเด่น” สร้างรากฐานเศรษฐกิจ พัฒนาคุณภาพชีวิต ด้วยการคุ้มครองแรงงาน
โดยมีข้อสั่งการเน้นย้ำให้ผู้บริหารและเจ้าหน้าที่กรมการจัดหางาน ทั้งในส่วนกลาง และส่วนภูมิภาค ดำเนินการตามนโยบายที่นายเศรษฐา ทวีสิน นายกรัฐมนตรีแถลงต่อรัฐสภา โดยร่วมกันผลักดันนโยบายไปสู่การขับเคลื่อนเพื่อเกิดผลเป็นรูปธรรมโดยเร็ว มุ่งเน้นประสานความร่วมมือกับหน่วยงานภายในสังกัดกระทรวงแรงงาน และ 3 กระทรวงที่เกี่ยวข้อง กระทรวงมหาดไทย กระทรวงศึกษาธิการ กระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม เพื่อบูรณาการการทำงานร่วมกัน ในส่วนพื้นที่จังหวัดที่มีแรงงานต่างด้าวต้องมีการจัดทำทะเบียนควบคุม และบริหารจัดการโดยเชื่อมโยงกับส่วนกลางอย่างมีประสิทธิภาพ ตลอดจนให้ทุกหน่วยงานในสังกัดกรมการจัดหางาน บริหารแผนงาน แผนเงิน ให้เกิดประโยชน์ต่อประชาชนอย่างเต็มประสิทธิภาพ นอกจากนี้ยังกำชับข้าราชการและเจ้าหน้าที่ ห้ามยุ่งเกี่ยวกับการทุจริต ประพฤติมิชอบ หรือการเรียกรับผลประโยชน์จากนายจ้างและผู้ใช้แรงงาน และการแต่งตั้งโยกย้ายข้าราชการ ต้องไม่มีการซื้อขายตำแหน่งโดยเด็ดขาด
นายพิพัฒน์ ยังกล่าวหลังการมอบนโยบายว่า ในปีนี้กระทรวงแรงงานมีเป้าหมายให้เกิดการจ้างงาน 1 ล้านตำแหน่ง ผ่านการจัดงาน Job-Up Skill Thailand Expo 2023 ที่มีทั้งกิจกรรมพัฒนาทักษะแรงงานควบคู่กับการนัดพบแรงงานทั่วทุกภาคของประเทศไทย เพื่อเข้าถึงแรงงานทุกสาขาอาชีพ
“หากพบปัญหา อุปสรรคใดๆ ผมพร้อมที่จะเข้าไปสนับสนุนเพื่อให้การดำเนินงานเป็นไปอย่างราบรื่น และเชื่อมั่นว่าบุคลากรของกรมการจัดหางานจะร่วมแรง ร่วมใจ ขับเคลื่อนภารกิจให้ประสบความสำเร็จตามนโยบายที่ให้ไว้ เพื่อให้กระทรวงแรงงานก้าวไปสู่การเป็นกระทรวงเศรษฐกิจ สร้างความเชื่อมั่นให้กับพี่น้องประชาชนผู้ใช้แรงงาน ผลักดันเศรษฐกิจของประเทศให้เข้มแข็งยั่งยืนต่อไป” นายพิพัฒน์ กล่าวท้ายสุด
ด้านนายไพโรจน์ โชติกเสถียร อธิบดีกรมการจัดหางาน กล่าวว่า ตามที่ท่านรัฐมนตรีกระทรวงแรงงาน ได้มอบหมายให้กรมการจัดหางานดำเนินการส่งเสริมการมีงานทำ มุ่งขยายตลาดต่างประเทศเพื่อเพิ่มโอกาสในการทำงานกับแรงงานไทย ผลักดันการบูรณาการความร่วมมือกับหน่วยงานต่างๆ ควบคู่ไปกับให้ความคุ้มครองแรงงานไทย รวมถึงการบริหารจัดการการทำงานของแรงงานต่างชาติ นั้น กรมการจัดหางานพร้อมรับนโยบายและข้อสั่งการนำมาปฏิบัติให้เกิดประสิทธิภาพสูงสุดอย่างเป็นรูปธรรมเพื่อเป็นส่วนสำคัญในขับเคลื่อนเศรษฐกิจไทย
ทั้งนี้ รัฐมนตรีว่าการกระทรวงแรงงานได้ตรวจเยี่ยมการให้บริการออกใบอนุญาตทำงานแรงงานต่างชาติ และพบปะผู้ใช้บริการ ณ บริเวณ ชั้น 2 และชั้น 3 ของกรมการจัดหางาน รวมทั้งให้กำลังใจ ข้าราชการ เจ้าหน้าที่ผู้ปฏิบัติงานด้วย
On September 27, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, chaired the meeting to present policies to executives and officials of the Department of Employment at the central and regional levels. The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, the Department of Employment’s Director-General, Mr. Phairoj Chotikasatian, and the Ministry of Labour’s executives, also joined at the Tian Achakul Conference Room, 10th floor, Department of Employment, and via VDO Conference.
Mr. Phiphat presented five policies to drive the operations of the Department of Employment and six orders as follows: 1) Promote employment and stable income for all groups of workers by promoting work in establishments and self-employment to drive the country’s economy. 2) Promote, maintain, and expand the market to increase opportunities for Thai workers to work abroad. 3) Integrate government and private sector cooperation to link workforce data and employment needs, including skill development, for the sustainable balance of the labour market. 4) Protect Thai and foreign workers from being victims of human trafficking. 5) Manage the work of foreign workers conveniently and economically to solve the labor shortages in the business sector. All five policies align with the Ministry of Labour’s policy on promoting “good skills” in Upskill for More Earn to have work to support the new economy, promoting “work” and increasing the deployment of Thai workers abroad to 100,000 positions. It also aims to provide a One Stop Service, managing the work of foreign workers completely in one central point and promoting “outstanding social security” to create the foundation of the economy and develop a quality of life with labour protection.
The orders were emphasized to the Department of Employment’s executives and officials at the central and regional levels to drive the policies announced by Prime Minister Mr. Srettha Thavisin to Parliament. It promotes working together to push the policies forward to produce concrete results, focusing on coordinating with internal agencies under the Ministry of Labour and three related ministries, including the Ministry of Interior, the Ministry of Education, and the Ministry of Higher Education, Science, Research and Innovation. For provincial areas with foreign workers, a controlled registration must be created and managed by linking with the central department efficiently. It would also allow all agencies under the Department of Employment to execute work and financial plans to benefit the people fully. In addition, he urged government officials and civil servants not to engage in corruption and misconduct or demand benefits from employers and workers. And, in appointing and transferring civil servants, there must be no trading of positions.
After delivering the policies, Mr. Phiphat said that this year, the Ministry of Labour aims to create 1 million jobs through the Job-Up Skill Thailand Expo 2023, which includes labour skill development activities along with labour meetings in every region of Thailand to reach workers from all career fields.
“If any problems or obstacles are encountered, I am ready to support so that operations run smoothly. I am confident that the personnel of the Department of Employment will join forces and drive the mission to success according to the policy provided, to enable the Ministry of Labour to become a Ministry of Economics, to build confidence among the working people, and continue to push the country’s economy to be strong and sustainable,” Mr. Phiphat concluded.
The Department of Employment’s Director-General, Mr. Phairoj Chotikasstian, said that according to the Labour Minister, the Department of Employment has been assigned to promote employment. It aims to expand the international market to increase job opportunities for Thai workers, to drive cooperation with various agencies, and to provide protection for Thai workers, including managing foreign workers. The Department of Employment is ready to put the policies and orders into practice for maximum efficiency and to be an essential part of driving the Thai economy.
The Labour Minister inspected the service for issuing work permits to foreign workers and met with service users on the 2nd and 3rd floors of the Department of Employment. He also encouraged government officials and working staff.
