วันที่ 29 ตุลาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานพิธีกล่าวเปิดงานกิจกรรมเพื่อหารายได้สมทบทุนช่วยเหลือเด็กกำพร้า ประจำปี พ.ศ. 2566 โดยมี นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายนัจมุดดีน อูมา ประธานคณะทำงานรัฐมนตรีว่าการกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นายปรีชา นวลน้อย รองผู้ว่าราชการจังหวัดนราธิวาส ผู้บริหารมหาวิทยาลัยนราธิวาสราชนครินทร์ พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน และหัวหน้าส่วนราชการหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดนราธิวาส เข้าร่วม ณ อาคารอเนกประสงค์ มหาวิทยาลัยนราธิวาสราชนครินท์ ตำบลโคกเคียน อำเภอเมือง จังหวัดนราธิวาส
นายพิพัฒน์ กล่าวว่า ผมรู้สึกเป็นเกียรติอย่างยิ่งที่ได้รับเชิญจากคณะกรรมการกองทุนเด็กกำพร้า PNYS มาเป็นประธานในพิธีเปิดกิจกรรมเพื่อหารายได้สมทบทุนช่วยเหลือเด็กกำพร้า ประจำปี พ.ศ. 2566 ในครั้งนี้ และผมขอชื่นชมศิษย์เก่ามหาวิทยาลัยรามคำแหง จังหวัดชายแดนภาคใต้ ที่ได้จัดกิจกรรมที่ดี เพื่อสนับสนุนเด็กกำพร้ามาอย่างต่อเนื่องทุกปีมาเป็นเวลาหลายปีแล้ว และนับว่ากิจกรรมนี้จะจัดขึ้นทุกปีตลอดไป ในฐานะรัฐมนตรีว่าการกระทรวงแรงงาน อันเป็นกระทรวงที่มีภารกิจในการให้การดูแลประชาชน โดยเฉพาะผู้ใช้แรงงาน และผมมีความยินดีเป็นอย่างยิ่งที่จะสนับสนุนกิจกรรมดีๆ เช่นนี้ ซึ่งตามนโยบายของรัฐบาลก็ได้ให้ความสำคัญในการดูแลผู้ด้อยโอกาส รวมทั้งการให้ความช่วยเหลือพี่น้องประชาชนผู้ที่ได้รับผลกระทบจากสถานการณ์ความไม่สงบในพื้นที่จังหวัดชายแดนภาคใต้มาโดยตลอด เพื่อบรรเทาความเดือดร้อนและลดความเหลื่อมล้ำให้เด็กและเยาวชนในจังหวัดชายแดนภาคใต้ ได้เข้าถึงโอกาสในการศึกษาและการมีอาชีพ มีงานทำ เพื่อยกระดับคุณภาพชีวิตให้ดียิ่งขึ้นต่อไป
ด้าน นายมูหามะอาสมี เจะเตะ ประธานคณะกรรมการกองทุนเด็กกำพร้า PNYS กล่าวว่า คณะกรรมการกองทุนเด็กกำพร้า PNYS ได้จัดงานระดมทุนเพื่อสมทบทุนกองทุนเด็กกำพร้าเป็นประจำทุกปีนับตั้งแต่ปี 2555 การจัดงานครั้งนี้เป็นการจัดงานครั้งที่ 9 ภายใต้ชื่องาน “ปันน้ำใจ มอบความสุข เด็กกำพร้า PNYS” ซึ่งจังหวัดนราธิวาสเป็นเจ้าภาพมีวัตถุประสงค์เพื่อจัดหารายได้สมทบทุนกองทุนช่วยเหลือบุตรธิดาของอดีตนักศึกษามหาวิทยาลัยรามคำแหงที่เสียชีวิตและเด็กกำพร้าอื่น ๆ ตลอดจนช่วยเหลือกิจกรรมการกุศลต่างๆ ตามความเหมาะสม และเพื่อแบ่งเบาภาระหน้าที่หน่วยงานของรัฐ ในการดูแลเด็กกำพร้าให้มีสภาพความเป็นอยู่ที่ดีขึ้น รวมถึงเป็นการสร้างความรักความสามัคคีระหว่างรุ่นพี่และรุ่นน้องที่จบจากสถาบันเดียวกัน
สำหรับสถานการณ์ด้านแรงงานของจังหวัดนราธิวาส มีผู้อยู่ในกำลังแรงงาน 371,414 คน ไม่อยู่ในกำลังแรงงาน 214,278 คน ผู้มีงานทำ 352,080 คน ผู้ว่างงาน 18,606 คน มีแรงงานต่างด้าว 1,875 คน มีผู้ประกันตน 327,339 คน สถานประกอบการ 1,609 แห่ง มีอาสาสมัครแรงงาน 77 คน มีบัณฑิตแรงงาน 3 จังหวัดชายแดนภาคใต้ และ 4 อำเภอในจังหวัดสงขลา รวมทั้งสิ้น 380 คน แยกเป็น นราธิวาส 111 คน ยะลา 76 คน ปัตตานี 135 คน และ 4 อำเภอในจังหวัดสงขลา ได้แก่ อำเภอเทพา จะนะ นาทวี และสะบ้าย้อย จำนวน 58 คน ซึ่งบัณฑิตแรงงานเหล่านี้เป็นตัวกลางเชื่อมประสานภารกิจของกระทรวงแรงงานไปสู่พื้นที่ เป็นผู้ที่มีความเสียสละอุทิศตนเพื่อส่วนรวมทำงานใกล้ชิดกับพี่น้องประชาชนในชุมชน ในการนำภารกิจประสานการให้บริการด้านแรงงานเพื่อให้ประชาชนมีงานทำ มีทักษะฝีมือ มีอาชีพ มีรายได้ ได้รับการคุ้มครองและมีหลักประกันทางสังคมที่ยั่งยืน ส่วนการช่วยเหลือแรงงานไทยที่ได้รับผลกระทบจากความไม่สงบในประเทศอิสราเอลนั้น จังหวัดนราธิวาส มีแรงงานที่ได้ไปทำงานในประเทศอิสราเอล จำนวน 1 ราย ซึ่งอยู่ห่างจากพื้นที่สงคราม สามารถทำงานได้ปกติ และไม่ได้รับผลกระทบแต่อย่างใด
On October 29, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, presided over the opening ceremony of the event to raise money to help orphans for the year 2023. Secretariat to the Labour Minister, Mr. Aree Krainara, Chairman of the Working Group of the Labour Minister, Mr. Najmuddin Umar, the Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, Deputy Governor of Narathiwat Province, Mr. Preecha Nuannoi, Narathiwat Rajanagarindra University administrators, the Ministry of Labour’s executives and heads of government agencies under the Ministry of Labour in Narathiwat Province, attended the occasion at the multi-purpose building, Narathiwat Rajanagarindra University, Khok Khian Subdistrict, Mueang District, Narathiwat Province.
Mr. Phiphat said he was honoured to be invited by the PNYS Orphan Fund Committee to preside over the opening ceremony of the activity to raise money to help orphans in the year 2023. He praised the alumni of Ramkhamhaeng University in the southern border provinces for organizing good activities to support orphans every year for many years now, and one to continue forever. As Minister of Labour, a ministry whose mission is to provide care to the people, especially workers, he said he was pleased to support such activities like this. It follows government policy, which gives importance to taking care of the underprivileged, including assisting citizens who have been affected by the unrest situation in the southern border provinces. It relieves suffering and reduces inequality for children and youths in the southern border provinces, giving access to opportunities for education and employment to improve the quality of life further.
The Chairman of the PNYS Orphan Fund Committee, Mr. Muhamamasmi Jete, said that the PNYS Orphan Fund Committee has held a fundraising event for the Orphan Fund every year since 2012. This event is the 9th time the event has been organized under the theme “Sharing Kindness, Giving Happiness to PNYS Orphans,” hosted by Narathiwat Province. It has the objective of raising income to raise money for the fund to help the children of former Ramkhamhaeng University students who have died and other orphans, as well as helping with various charitable activities. It also aims to relieve the duties of government agencies to care for orphans to have better living conditions, creating love and unity between seniors and juniors who graduated from the same institution.
Narathiwat Province has 371,414 people in the workforce and 214,278 people not in the workforce. There are 352,080 employed people, 18,606 unemployed people, 1,875 foreign workers, 327,339 insured persons, and 1,609 establishments. There are 77 volunteer workers. There are 380 labour graduates in the three southern border provinces and four districts in Songkhla province, including 111 people in Narathiwat, 76 in Yala, and 135 in Pattani. The four districts in Songkhla province include Thepha, Chana, Nathawi, and Saba Yoi District, totaling 58 people. The graduate workers are intermediaries. They connect the Ministry of Labour’s missions to the area. They are selfless and dedicated to the public, working closely with fellow citizens in the community in leading the mission to coordinate labour services so that people have work, skills, careers, income, protection, and sustainable social security. As for Thai workers affected by the unrest in Israel, Narathiwat Province has one worker who went to work in Israel, far from the war zone. They can work normally and remain unaffected.
