วันที่ 14 ตุลาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน และผู้บริหารระดับสูงกระทรวงแรงงาน ส่งทีมเจ้าหน้าที่กระทรวงแรงงาน จำนวน 5 คน ร่วมเดินทางไปปฏิบัติภารกิจในการอพยพแรงงานไทยที่อิสราเอลกลับประเทศไทย ณ ท่าอากาศยานทหาร 2 กองบิน 6 พร้อมกันนี้ได้นำเครื่องอุปโภคบริโภค ได้แก่ ข้าวสาร อาหารแห้ง ซึ่งผู้ประกอบการภาคเอกชนบริจาคสมทบให้กระทรวงแรงงานนำไปช่วยเหลือพี่น้องแรงงานไทยที่ได้รับผลกระทบและไม่สามารถออกมาทำงานได้ เนื่องจากต้องอาศัยอยู่ในพื้นที่หลบภัย
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า จากเหตุความไม่สงบในประเทศอิสราเอลในขณะนี้ โดยเฉพาะพื้นที่ทางตอนใต้ของอิสราเอลและทางตอนใต้ของกรุงเทลอาวีฟ ส่งผลกระทบต่อชีวิตและทรัพย์สิน ของพี่น้องแรงงานไทยที่ทำงานในประเทศอิสราเอลจำนวนมาก ในเรื่องนี้นั้นท่านเศรษฐา ทวีสิน นายกรัฐมนตรี และ รมว.คลัง มีความห่วงใยต่อชีวิตความเป็นอยู่ของคนไทยและพี่น้องแรงงานไทยที่ไปทำงานในอิสราเอล ทั้งที่ได้รับผลกระทบและไม่ได้รับผลกระทบจากเหตุการณ์ที่เกิดขึ้นทุกคน จึงได้สั่งการให้หน่วยงานที่เกี่ยวข้องส่งเจ้าหน้าที่ไปเสริมและสนับสนุนข้าราชการของสถานเอกอัครทูต ณ กรุงเทลอาวีฟ เพื่อดูแลช่วยเหลือคนไทยและพี่น้องแรงงานไทย จากสถานการณ์ความตึงเครียดในตะวันออกกลาง โดยในส่วนของกระทรวงแรงงาน ได้เริ่มปฏิบัติการให้ความช่วยเหลือมาตั้งแต่เกิดเหตุการณ์ความรุนแรงและพยายามอพยพแรงงานไทยกลับประเทศให้เร็วที่สุด โดยคำนึงถึงความปลอดภัยเป็นหลัก และในวันนี้ ผมได้ส่งเจ้าหน้าที่กระทรวงแรงงานที่อาสาและสมัครใจไปปฏิบัติภารกิจ จำนวน 5 คน เดินทางไปร่วมกับเจ้าหน้าที่กระทรวงการต่างประเทศ และกองทัพอากาศ โดยเป็นทีมที่มีศักยภาพในการปฏิบัติการอพยพแรงงานไทย เพราะเป็นเจ้าหน้าที่ที่เคยประจำการอยู่ที่ฝ่ายแรงงานฯ มาก่อน จึงมีความรู้ ความเข้าใจ รวมถึงประสบการณ์ในการอพยพแรงงาน เพื่อไปสนับสนุนภารกิจ และเป็นกำลังเสริม เพื่อดูแลแรงงานไทยและช่วยเหลือภารกิจในการอพยพแรงงานในครั้งนี้ โดยเฉพาะการรวบรวมแรงงานไทย ซึ่งจะนำเครื่องอุปโภคบริโภค ได้แก่ ข้าวสาร อาหารแห้ง ที่ได้รับการสนับสนุนจากผู้ประกอบการ ภาคเอกชน สมาคม ตลอดจนห้างร้านต่างๆ ไปพร้อมกับเจ้าหน้าที่กระทรวงแรงงานครั้งนี้ด้วย เพื่อมอบให้กับทูตแรงงานที่อิสราเอล นำไปแจกจ่ายต่อให้กับแรงงานไทยที่ติดค้างอยู่ในพื้นที่หลบภัยต่างๆ เพื่อบรรเทาความเดือดร้อนในเบื้องต้น
ด้าน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน เปิดเผยถึงความคืบหน้า การให้ความช่วยเหลือพี่น้องแรงงานไทยในประเทศอิสราเอล เพิ่มเติมว่า ล่าสุดได้รับรายงานว่ามี แรงงานไทยที่ถูกจับไปเป็นตัวประกัน จำนวน 16 ราย เสียชีวิต จำนวน 24 ราย (รอยืนยัน) บาดเจ็บ 16 ราย (ยังไม่สามารถระบุชื่อได้ 1 ราย) กรอกแบบฟอร์มแจ้งความประสงค์การเดินทางกับทางสถานทูตฯ จำนวน 7,142 ราย จำแนกเป็น ผู้ที่ขอเดินทางกลับประเทศไทย จำนวน 7,058 ราย และ แจ้งความประสงค์ไม่ขอกลับ จำนวน 84 ราย ขณะนี้ เดินทางกลับถึงประเทศไทยแล้ว จำนวน 97 ราย
สำหรับรายชื่อทีมเจ้าหน้าที่กระทรวงแรงงานที่เข้าร่วมปฏิบัติภารกิจในการอพยพแรงงานไทยที่อิสราเอลกลับประเทศไทยในครั้งนี้ จำนวน 5 ราย มีดังนี้
1) นายศักดินาถ สนธิศักดิ์โยธิน ผู้ตรวจราชการกรม สำนักงานประกันสังคม
2) นายกอบชัย ว่องไวยุทธ์ นักวิชาการแรงงานชำนาญการพิเศษ กองทะเบียนจัดหางานกลางและคุ้มครองคนหางาน กรมการจัดหางาน
3) นางสาวอรอนงค์ ศรีสุวิทธานนท์ นักวิชาการแรงงานชำนาญการพิเศษ สำนักประสานความร่วมมือระหว่างประเทศ สำนักงานปลัดกระทรวงแรงงาน
4) นายชาติชาย เทียมสนิท ที่ปรึกษา(ฝ่ายแรงงาน) สำนักงานแรงงานในประเทศซาอุดิอาระเบีย (กรุงริยาด) สำนักประสานความร่วมมือระหว่างประเทศ สำนักงานปลัดกระทรวงแรงงาน
และ 5) นายณฐกร จานเขื่อง นักวิชาการแรงงานชำนาญการ กองทะเบียนจัดหางานกลางและคุ้มครองคนหางาน กรมการจัดหางาน
On October 14, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, and the Ministry of Labour’s executives sent a team of five officials from the Ministry of Labour on a mission to evacuate Thai workers from Israel back to Thailand. The occasion took place at the Military Airport 2, Wing 6. They also brought consumer goods, including rice and dry foods, donated by the private sector. The Ministry of Labour will deliver the goods to help Thai workers impacted by the situation and unable to work as they live in a refuge area.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that the unrest in Israel, especially in southern Israel and south of Tel Aviv, has affected the lives and property of many Thai workers working in Israel. In this matter, the Prime Minister and Minister of Finance, Mr. Srettha Thavisin, is concerned about the lives of Thai people and Thai workers in Israel, including those affected and unaffected by the incident. Therefore, he has instructed relevant agencies to send officials to reinforce and support the civil servants of the Royal Thai Embassy in Tel Aviv to assist Thai people and workers in the tense situation in the Middle East. The Ministry of Labour started assisting from the onset of the violence. It is working on evacuating Thai workers and bringing them back to Thailand as quickly as possible, considering safety as the main concern. Today, the Labour Minister sent five officials from the Ministry of Labour who volunteered on a mission. They will travel with the Ministry of Foreign Affairs and Air Force officials. It is a team that has the potential to carry out immigration operations for Thai workers as they are officials who have been stationed at the Labour Department before. Therefore, they have knowledge, understanding, and experience in labour migration to support the mission and be a reinforcement to take care of Thai workers and help with the migration mission this time, especially in gathering Thai workers. They will bring consumer goods such as rice and dry foods donated by the private sector, associations, various stores, and the Ministry of Labour’s officials. The goods will be delivered to the Labour Ambassador in Israel and distributed to Thai workers stranded in various refuge areas to provide initial alleviation.
The Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, spoke about the progress in assisting the Thai workers in Israel. He added that a recent report revealed that there were 16 Thai workers taken hostage, 24 dead (waiting for confirmation), and 16 injured (1 person remains unnamed). A total of 7,142 people have filled out a travel request form with the Embassy, whereby 7,058 people have requested to return to Thailand, and 84 people have notified their intention not to return. Currently, 97 people have returned to Thailand.
The Ministry of Labour’s team participating in the mission to evacuate Thai workers from Israel back to Thailand include the following five people:
1. Mr. Sakdinart Sonthisakyotin, Inspector-General of the Social Security Office.
2. Mr. Kobchai Wongwaiyut, Labour Academic with Special Expertise, Central Employment Registration and Jobseeker Protection Division, Department of Employment.
3. Ms. Oranong Srisuvitthanon, Labour Academic with Special Expertise, International Cooperation Bureau, Office of the Permanent Secretary of Labour.
4. Mr. Chatchai Thiamsanit, Advisor (Labour Department), Labor Office in Saudi Arabia (Riyadh), International Cooperation Bureau, Office of the Permanent Secretary of Labour, and
5. Mr. Natthakorn Chankhueang, abour Academic with Special Expertise, Central Employment Registration and Jobseeker Protection Division, Department of Employment.
