วันที่ 22 กันยายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานในพิธีถวายภัตตาหารเช้าแด่พระสงฆ์ จำนวน 10 รูป เพื่อบำเพ็ญกุศลให้กับอดีตผู้บริหาร ข้าราชการ และเจ้าหน้าที่กระทรวงแรงงานที่ล่วงลับ และเจริญพระพุทธมนต์ เพื่อความเป็นสิริมงคล เนื่องในโอกาสวันคล้ายวันสถาปนากระทรวงแรงงาน วันที่ 23 กันยายน 2566 ครบรอบ 30 ปี โดยมี นายธนัสถ์ ทวีเกื้อกูลกิจ ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูง ข้าราชการเจ้าหน้าที่หน่วยงานในสังกัดกระทรวงแรงงาน เข้าร่วม ณ ห้องประชุมกระทรวงแรงงาน ชั้น 5 อาคารกระทรวงแรงงาน
จากนั้น รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานในพิธีกราบสักการะสิ่งศักดิ์สิทธิ์ประจำกระทรวงแรงงาน ประกอบด้วย พระพุทธสุทธิธรรมบพิตร พระพุทธชินราช ศาลพระภูมิชัยมงคล และท้าวมหาพรหมเทวฤทธิ์ จากนั้น รมว.แรงงาน นำคณะผู้บริหารถวายความเคารพหน้าพระบรมฉายาลักษณ์พระบาทสมเด็จพระเจ้าอยู่หัวเนื่องในโอกาสวันคล้ายวันสถาปนากระทรวงแรงงาน ประจำปี พ.ศ.2566 โดยมี ผู้บริหารระดับสูงกระทรวงแรงงาน ข้าราชการเจ้าหน้าที่หน่วยงานในสังกัดกระทรวงแรงงาน เข้าร่วมในครั้งนี้ด้วย ณ บริเวณกระทรวงแรงงาน
จากนั้น รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานในพิธีมอบโล่อาสาสมัครแรงงานดีเด่น ระดับภาคและระดับประเทศ จำนวน 14 คน บัณฑิตแรงงานดีเด่น 4 คน มอบประกาศเกียรติคุณข้าราชการดีเด่น ประจำปี 2565 จำนวน 10 คน มอบโล่เจ้าหน้าที่ศูนย์บริการร่วมกระทรวงแรงงานดีเด่นระดับกระทรวง และระดับเขตตรวจราชการ จำนวน 8 คน และมอบของที่ระลึกให้กับผู้เกษียณอายุราชการ ประจำปี 2566 โดยในปีนี้กระทรวงแรงงานมีผู้เกษียณอายุราชการจำนวนทั้งสิ้น 268 คน เนื่องในวันคล้ายวันสถาปนากระทรวงแรงงาน ครบรอบ 30 ปี ณ ห้องประชุมกระทรวงแรงงาน ชั้น 5 อาคารกระทรวงแรงงาน ซึ่งมีการถ่ายทอดสดผ่าน Facebook Live ของกระทรวงแรงงาน โดย นายพิพัฒน์ กล่าวว่า กระทรวงแรงงาน ได้เริ่มก่อตั้งมาตั้งแต่ปี 2536 มีภารกิจสำคัญในการดูแลพี่น้องผู้ใช้แรงงานให้มีคุณภาพชีวิตที่ดี มีรายได้ที่มั่นคง เพื่อให้ภาคแรงงานมีความเข้มแข็ง มีทักษะฝีมือ มีศักยภาพเพื่อเพิ่มขีดความสามารถในการแข่งขัน เพราะแรงงานถือเป็นฟันเฟืองสำคัญในการขับเคลื่อนการพัฒนาเศรษฐกิจสังคม และความมั่นคงของประเทศให้เจริญก้าวหน้า จากอดีตจนถึงปัจจุบันตลอดระยะเวลา 30 ปีที่ผ่านมา ภารกิจของกระทรวงแรงงานมีการปรับเปลี่ยน และเพิ่มขึ้นเป็นจำนวนมาก ครอบคลุมทั้งด้านการส่งเสริมการมีงานทำทั้งในและต่างประเทศ ด้านการบริหารจัดการแรงงานต่างด้าว ด้านการพัฒนาทักษะฝีมือแรงงาน ด้านการคุ้มครองแรงงาน และด้านการเสริมสร้างหลักประกันสังคม
และในปีนี้รัฐบาลภายใต้การนำของท่านเศรษฐา ทวีสิน นายกรัฐมนตรี กระทรวงแรงงาน ภายใต้การกำกับดูแลของท่านอนุทิน ชาญวีรกูล รองนายกรัฐมนตรี และผมในฐานะรัฐมนตรีว่าการกระทรวงแรงงาน ได้มีนโยบายสำคัญเพื่อขับเคลื่อนภารกิจกระทรวงแรงงาน ทั้ง 3 ด้าน 8 นโยบาย เพื่อมุ่งยกระดับคุณภาพชีวิตแรงงานภายใต้แนวคิด “ทักษะดี มีงานทำ หลักประกันทางสังคมเด่น เน้นขับเคลื่อนเศรษฐกิจ” ดังนี้ ทักษะดี (1) พัฒนาทักษะฝีมือแรงงานชั้นสูง รองรับการจ่ายค่าจ้างตามความสามารถการปฏิบัติงาน (2) Up – Skill for More Earn เพื่อการมีงานทำรองรับเศรษฐกิจใหม่ มีงานทำ (3) One Stop Service บริหารการทำงานของแรงงานต่างด้าวครบ จบที่จุดเดียว (4) เพิ่มการจัดส่งแรงงานไทยไปทำงานต่างประเทศ 100,000 อัตรา หลักประกันทางสังคมเด่น (5) Micro Finance ลดหนี้ เติมทุน สร้างสุขแรงงาน (6) กองทุนมั่นคง แรงงานมั่งคั่ง ประกันสังคมยั่งยืน (7) Best E – Service ประกันสังคมยุคใหม่ สร้างความมั่นคง เพิ่มความมั่นใจ และ (8) สร้างรากฐานเศรษฐกิจ พัฒนาคุณภาพชีวิต ด้วยการคุ้มครองแรงงาน
นายพิพัฒน์ กล่าวต่อว่า ผมขอแสดงความยินดีกับอาสาสมัครแรงงาน บัณฑิตแรงงานทุกคนที่ได้รับการคัดเลือกให้เป็นอาสาสมัครแรงงาน บัณฑิตแรงงานดีเด่น ประจำปี 2566 ซึ่งทุกท่านเป็นผู้มีจิตอาสาอุทิศตนเพื่อสังคม และด้วยคุณความดีนี้ จึงขอให้ท่านได้ดำรงตนเพื่อเป็นต้นแบบที่ดีสำหรับอาสาสมัครแรงงานคนอื่นๆ ต่อไป ผมขอฝากคำขอบคุณในนามของกระทรวงแรงงานไปยังอาสาสมัครแรงงานทุกท่าน และบัณฑิตแรงงานทุกท่านที่ได้ร่วมมือร่วมใจกันปฏิบัติงานในภารกิจของกระทรวงแรงงานด้วยดีเสมอมา สำหรับเจ้าหน้าที่ผู้ปฏิบัติงานของศูนย์บริการร่วมกระทรวงแรงงานที่ได้รับโล่รางวัลและใบประกาศเกียรติบัตร รางวัลดังกล่าวถือเป็นการสร้างขวัญกำลังใจแก่เจ้าหน้าที่ รวมทั้งยังเป็นการยกระดับศูนย์บริการร่วมกระทรวงแรงงานให้ได้ตามเกณฑ์มาตรฐานศูนย์บริการร่วมและเคาเตอร์บริการประชาชนของสำนักงานคณะกรรมการพัฒนาระบบราชการ (ก.พ.ร.) และยกระดับคุณภาพสถานที่ให้บริการประชาชนของศูนย์บริการร่วมกระทรวงแรงงานให้มีมาตรฐานเดียวกัน ซึ่งจะเป็นการอำนวยความสะดวกและเพิ่มประสิทธิภาพการให้บริการแก่พี่น้องประชาชนที่มาติดต่อราชการมากยิ่งขึ้น และในส่วนของข้าราชการและลูกจ้างประจำที่เกษียณอายุราชการประจำปี 2566 ทุกท่าน การที่ท่านได้รับราชการมาจนครบเกษียณอายุราชการ เป็นเครื่องบ่งชี้ให้เห็นว่า ท่านได้ปฏิบัติหน้าที่ได้อย่างครบถ้วนสมบูรณ์ ควรค่าแก่การยกย่องสรรเสริญ สมควรที่จะได้รับการจดจำ และยึดถือเป็นแบบอย่างในการปฏิบัติหน้าที่ให้แก่ข้าราชการรุ่นต่อไปได้ใช้เป็นแนวทางในการปฏิบัติงานให้เกิดประโยชน์สูงสุดแก่ประเทศชาติและประชาชนต่อไป
On September 22, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, presided over the ceremony of food offerings to 10 monks to make merit for former executives, civil servants, and officials of the Ministry of Labour who have passed away and chant Buddhist mantras for good fortune. The ceremony was on the Ministry of Labour’s 30th anniversary of its founding on September 23, 2023. The Labour Minister’s Advisor, Mr. Thanat Thaweekueakulkit, the Labour Minister’s Secretariat, Mr. Aree Krainara, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, senior executives, civil servants, and officials from agencies under the Ministry of Labour attended the ceremony at the Ministry of Labour’s conference room, 5th floor, Ministry of Labour.
Then, the Labour Minister presided over the ceremony to pay homage to the sacred objects of the Ministry of Labour, including Phra Phut Sutthitham Bophit, Phra Phut Chinnarat, Sam Phra Phum Chaimongkol, and Thao Mahaprom Thewarit. The Labour Minister then led the executive team to pay respects in front of the portrait of His Majesty the King on the anniversary of the Ministry of Labour’s founding in 2023. The Ministry of Labour’s senior executives, civil servants, and officials of subordinate agencies also participated in the occasion at the Ministry of Labour.
The Labour Minister then presided over the trophy awarding ceremony for 14 outstanding labour volunteers at the regional and national level, four awards for outstanding labour graduates, and ten awards for outstanding civil servants for 2023. He also awarded a plaque for outstanding officials at the Ministry of Labour’s Joint Service Center at the ministry and government inspection area level eight people. He gave souvenirs to government retirees for the year 2023. This year, the Ministry of Labour has 268 people retiring from government service on the 30th anniversary of the founding of the Ministry of Labour. The event took place at the Ministry of Labour’s conference room, 5th floor, Ministry of Labour. The event was also broadcast on the Ministry of Labour’s Facebook Live. Mr. Phiphat said the Ministry of Labour was established in 1993 with an important mission to care for the workforce to have a good quality of life, and a stable income, to strengthen the labour sector, and to equip them with skills and the potential to increase competitiveness. The workforce is considered an important cog in driving economic and social development and the country’s stability to progress. From the past to the present, throughout the past 30 years, the Ministry of Labour’s missions have changed and increased in scope, covering the promotion of employment both domestically and abroad, the management of foreign workers, the development of labour skills, labour protection, and strengthening social security principles. This year, the government under the leadership of Prime Minister Srettha Thavisin, the Ministry of Labour under the supervision of the Deputy Prime Minister and Interior Minister Mr. Anutin Charnvirakul, and himself as the Labour Minister has important policies to drive the Ministry of Labour’s missions in 3 areas through 8 policies, to improve the quality of life of workers under the concept of “Good skills, employment, outstanding social security, and a focus on driving the economy.” The policies include: (1) Develop advanced labour skills to support payment of wages according to work performance. (2). Up – Skill for More Earn to promote employment to support the new economy. (3) One Stop Service to completely manage the work of foreign workers as a single contact point. (4) Increase the sending of Thai workers abroad by 100,000 positions with outstanding social security. (5) Micro finances to reduce debt, replenish capital, and create happiness for workers. (6) A stable fund, prosperous workers, and sustainable social security. (7) Best E–Service, modern social security to create stability and increase confidence, and (8) Create an economic foundation and develop the quality of life with labour protection.
Mr. Phiphat continued congratulating the labour volunteers, and graduates selected to be volunteer workers and the outstanding labour graduates in 2023, all volunteers who dedicate themselves to society. He asked that they continue to serve as a good role model for other labour volunteers and expressed his gratitude on behalf of the Ministry of Labour to all the labour volunteers and graduates who have worked together to perform the missions of the Ministry of Labour. He commended the staff working at the Joint Service Center of the Ministry of Labour, who received award plaques and certificates. Such awards are considered to build morale among officials. It is also upgrading the Ministry of Labour’s shared service centers to meet the standards of shared service centers and public service counters of the Office of the Civil Service Commission (OCSC) and upgrading the quality of the center’s public service facilities, ensuring the Ministry of Labour has the same standards. This will facilitate and increase the efficiency of providing services to citizens who come into contact with government services. For all civil servants and regular employees who retire from government service in 2023, he said that they have been in government service until their retirement indicates that they have performed their duties completely and are worthy of praise. Such people deserve to be remembered and recognized as role models for the next generation of civil servants to use as a guideline in performing their duties to benefit the nation and the people.
