เมื่อวันที่ 12 มิถุนายน 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน ผู้บริหารระดับสูงกระทรวงแรงงาน ผู้แทนฝ่ายรัฐบาล รวมทั้งผู้แทนฝ่ายนายจ้าง และผู้แทนฝ่ายลูกจ้าง ได้เดินทางเยือนนครเจนีวา สมาพันธรัฐสวิส ระหว่างวันที่ 12 – 15 มิถุนายน 2566 เพื่อเข้าร่วมการประชุมประจำปีองค์การแรงงานระหว่างประเทศ (International Labour Conference: ILC) สมัยที่ 111 ตามที่ประเทศไทยได้เข้าร่วมเป็นสมาชิกก่อตั้งองค์การฯ ตั้งแต่ พ.ศ. 2462 (ค.ศ.1919) โดยในการประชุมครั้งนี้ รัฐมนตรีว่าการกระทรวงแรงงาน มีวาระเข้าพบ นายกิลเบิร์ต เอฟ โฮงโบ (Mr. Gilbert F. Houngbo) ผู้อำนวยการใหญ่ไอแอลโอ เพื่อหารือข้อราชการด้านแรงงาน ซึ่งไฮท์ไลท์ของการประชุม ILC ในปีนี้จะเน้นย้ำในเรื่องการผลักดันประเด็นความยุติธรรมทางสังคม พร้อมกล่าวถ้อยแถลงต่อที่ประชุมใหญ่ในวันที่ 13 มิถุนายนนี้ด้วย
นายสุชาติ กล่าวว่า สาระสำคัญของการประชุม ILC สมัยที่ 111 ในครั้งนี้ว่า ต้องการที่จะเน้นย้ำและผลักดันประเด็นความยุติธรรมทางสังคม ซึ่งเป็นหัวใจของ ILO มาตั้งแต่เริ่มก่อตั้งเมื่อร้อยปีก่อน และส่งเสริมจัดตั้งการรวมกลุ่มระดับโลกเพื่อความยุติธรรมทางสังคม หรือ Global Coaltion for Social Justice โดยการประชุมมีระเบียบวาระประจำ 3 วาระ ได้แก่ การรายงานของผู้อำนวยการใหญ่ไอแอลโอ และรายงานของประธานคณะประศาสน์การ แผนงาน งบประมาณ และรายงานการอนุวัติการอนุสัญญาและข้อแนะ และระเบียบวาระจรอีก 6 วาระ ได้แก่ การกำหนดมาตรฐานแรงงาน เรื่อง การฝึกงาน การอภิปรายหมุนเวียน เรื่อง วัตถุประสงค์เชิงกลยุทธ์ของการคุ้มครองทางสังคม การอภิปรายทั่วไป การเปลี่ยนผ่านอย่างเป็นธรรม รวมถึงการพิจารณาด้านเทคโนโลยีและนโยบายอุตสาหกรรม เพื่อนำไปสู่เศรษฐกิจและสังคมที่เป็นมิตรกับสิ่งแวดล้อมอย่างยั่งยืน
นอกจากนี้ การประชุม ILC สมัยที่ 111 ยังมีกิจกรรมการกล่าวถ้อยแถลงของผู้แทนไตรภาคี กิจกรรม World of Work Summit การรับรองมติที่ประชุมคณะกรรมการ และข้อสรุป รวมถึงการลงคะแนนเสียง โดยกิจกรรมทั้งหมดที่เกิดขึ้นในการประชุมครั้งนี้ ซึ่งจะนำไปสู่การกำหนดมาตรฐานแรงงานระหว่างประเทศ ประกอบด้วย การยกเลิกอนุสัญญาจำนวน 1 ฉบับ การเพิกถอนอนุสัญญา จำนวน 4 ฉบับ พิธีสาร 1 ฉบับ ข้อแนะนำ จำนวน 18 ฉบับ ร่างอนุสัญญาและข้อแนะ ว่าด้วยการแก้ไขบางส่วนของตราสารแรงงานระหว่างประเทศ จำนวน 15 ฉบับ เพื่อให้การตอบรับกับประเด็นสภาพการทำงานที่ปลอดภัยและดีต่อสุขภาพเข้าไว้ในกรอบงาน ILO ด้านหลักการและสิทธิขั้นพื้นฐานในการทำงาน และมาตรการต่าง ๆ ภายใต้มาตรา 33 ของธรรมนูญ ILO เพื่อให้รัฐบาลเบลารุสปฏิบัติตามข้อแนะนำของคณะกรรมาธิการไต่สวน
ทั้งนี้ นอกจากการประชุมองค์การแรงงานระหว่างประเทศ (ILC) สมัยที่ 111 ในครั้งนี้แล้ว รัฐมนตรีว่าการกระทรวงแรงงาน และคณะ จะได้หารือข้อราชการด้านแรงงานกับ เอกอัครราชทูต ผู้แทนถาวรไทยประจำสหประชาชาติ ณ นครเจนีวา รวมทั้งเยี่ยมเยียนพบปะให้กำลังใจคนงานไทยที่ทำงานในสวิตเซอร์แลนด์ ซึ่งจะเป็นประโยชน์ต่อความร่วมมือด้านแรงงาน เพื่อให้แรงงานได้รับสิทธิประโยชน์ความคุ้มครองตามหลักสิทธิมนุษยชนสอดคล้องกับมาตรฐานขององค์การแรงงานระหว่างประเทศต่อไปอีกด้วย
On June 12, 2023, the Labour Minister, Mr. Suchart Chomklin, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, the Ministry of Labour’s executives, representatives from the government, employer representatives, and employee representatives traveled to Geneva in Switzerland from June 12 to 15, 2023, to attend the 111th Session of the International Labour Conference. Thailand has been a founding member of the organization since 1919. The Labour Minister met with the ILO Director-General, Mr. Gilbert F. Houngbo, to discuss labour affairs. The highlights of this year’s ILC will focus on advancing social justice issues. A statement will also be given in the general meeting on June 13.
Mr. Suchart said that the essence of the 111th ILC Session focused on the push for social justice issues which has been at the heart of the ILO since its inception a hundred years ago. It aims to promote the establishment of a Global Coalition for Social Justice. The session had three regular agendas: the ILO Director-General’s report, the Chairman of the Governing Body on the Work Plan and Budget’s report, and reports on the implementation of conventions and recommendations. Another six agendas were setting labour standards on apprenticeships, rotating discussions on the strategic objectives of social protection, and a general discussion on fair transition, including technology and industrial policy considerations to lead to a sustainable, environment-friendly economy and society.
In addition, the 111th Session of the ILC included speeches by tripartite delegates, the World of Work Summit events, the adoption of Board resolutions and conclusions, and voting. All activities that took place in this meeting will lead to the setting of international labour standards, consisting of the cancellation of 1 convention, the revocation of 4 conventions, one protocol, 18 recommendations, draft conventions, and recommendations on partial amendments of 15 international labour instruments to address safe and healthy working conditions in the ILO Framework of fundamental principles and rights at work, and measures under Article 33 of the ILO Statute for the Government of Belarus to comply with the recommendations of the Commission of Inquiry.
In addition to the 111th Session of the International Labour Conference (ILC), the Labour Minister and his team will discuss labour matters with the Thai Ambassador and Permanent Representative of Thailand to the United Nations in Geneva. They will also visit Thai workers working in Switzerland, which will benefit labour cooperation so that workers receive benefits and protection according to human rights principles in line with the standards of the International Labour Organization.
