เมื่อวันที่ 16 สิงหาคม 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้นางเธียรรัตน์ นะวะมะวัฒน์ โฆษกกระทรวงแรงงาน (ฝ่ายการเมือง) พร้อมด้วย นางสาวอาภากร ว่องเขตกรผู้ตรวจราชการกรม กรมพัฒนาฝีมือแรงงาน ลงพื้นที่เยี่ยมพบปะให้กำลังใจกลุ่มวิสาหกิจชุมชนสร้างป่าสร้างรายได้เพิ่มมูลค่าใบไม้ โดยมี นางสาวณัฐติยาภรณ์ เวียงทอง นักวิชาการพัฒนาฝีมือแรงงานชำนาญการ สถาบันพัฒนาฝีมือแรงงาน 19 เชียงใหม่ พร้อมด้วย ประธานกลุ่มวิสาหกิจชุมชนสร้างป่าสร้างรายได้เพิ่มมูลค่าใบไม้และสมาชิกกลุ่ม ให้การต้อนรับ ณ เทศบาลตำบลขี้เหล็ก อ.แม่ริม จ.เชียงใหม่
นางเธียรรัตน์ กล่าวว่า รัฐบาลภายใต้การนำของท่าน พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม ได้ให้ความสำคัญกับการเร่งส่งเสริมการประกอบอาชีพให้แก่ประชาชนในพื้นที่ต่างๆ เพื่อสนับสนุนให้เกิดการจ้างงาน ประชาชนมีทักษะฝีมือ มีงานทำ มีอาชีพและรายได้ที่มั่นคง ในวันนี้ท่านสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน จึงได้มอบหมายให้ดิฉันพร้อมด้วย ผู้ตรวจราชการกรม กรมพัฒนาฝีมือแรงงาน ลงพื้นที่มาเยี่ยมให้กำลังใจกลุ่มอาชีพ 2 กลุ่ม กลุ่มแรกเป็นกลุ่มวิสาหกิจชุมชนสร้างป่าสร้างรายได้เพิ่มมูลค่าใบไม้ ที่ อ.แม่ริม จ.เชียงใหม่ ที่สถาบันพัฒนาฝีมือแรงงาน 19 เชียงใหม่ ได้เข้าไปฝึกอบรมตามโครงการฝึกอบรมแรงงานกลุ่มเป้าหมายเฉพาะ การฝึกอาชีพเสริมให้กลุ่มผู้สูงอายุ หลักสูตร การเพิ่มมูลค่าสินค้าเพื่อจำหน่ายในยุคดิจิทัล 18 ชั่วโมง จำนวน 25 คน ซึ่งจากการพบปะพูดคุยกับประธานกลุ่มและสมาชิก พบว่า กลุ่มนี้เป็นการรวมตัวของผู้สูงอายุที่มีอาชีพเดิมเป็นเกษตรกรนำใบไม้มาผลิตเป็นจานและของที่ระลึก แปรรูปเป็นผลิตภัณฑ์ ภาชนะรูปทรงต่างๆ ซึ่งปัจจุบันเป็นที่ต้องการของผู้ที่ให้ความสำคัญกับการใช้วัสดุธรรมชาติ เป็นการอนุรักษ์สิ่งแวดล้อม สร้างรายได้ให้กับชุมชน สร้างมูลค่าจากเศษวัสดุที่ถูกทิ้ง ลดเชื้อเพลิงสะสม สลายฝุ่นควันและ PM 2.5 ได้ ซึ่งเป็นการส่งเสริมนโยบายรัฐบาลในการขับเคลื่อนการพัฒนาประเทศด้วยโมเดลเศรษฐกิจ (Bio-Circular-Green Economy : BCG) เพื่อพัฒนาคุณภาพชีวิตและชุมชนอย่างยั่งยืน
จากนั้น นางเธียรรัตน์ และคณะ ยังได้เยี่ยมกลุ่มผู้มีบัตรสวัสดิการแห่งรัฐ ซึ่งเป็นกลุ่มอาชีพที่ทำเกี่ยวกับงานตัดเย็บเสื้อผ้าและการปกเป็นลวดลายต่างๆ ฝึกอบรมโครงการพัฒนาทักษะเฉพาะของแรงงานอิสระยุค 4.0 หลักสูตรการออกแบบผลิตภัณฑ์จากผ้า จำนวน 25 คน เมื่อฝึกจบแล้วจะได้จักรเย็บผ้าไฟฟ้าเป็นเครื่องมือทำกินสามารถนำความรู้จากการฝึกมาตัดเย็บและปักลวดลายบนกระเป๋าขาย สร้างอาชีพ สร้างรายได้ สร้างมูลค่าทางเศรษฐกิจ รวมทั้งเมื่อฝึกเสร็จทำให้ชาวบ้านได้นำความรู้จากการฝึกไปพัฒนาต่อยอดเพิ่มมูลค่าผลิตภัณฑ์ จนทำให้สมาชิกมีรายได้เพิ่มขึ้นอีกด้วย
On August 16, 2023, the Labour Minister, Mr. Suchart Chomklin, assigned the Ministry of Labour’s Spokesperson (on Politics), Mrs. Thienrat Navamawat, and the Department of Skill Development’s Inspector-General, Ms. Apakorn Wongkhetkon, to visit the area to meet and encourage community enterprises building forests, generating income, and increasing the value of leaves. Ms. Nattiyaporn Wiangthong, a Skill Development Expert from the Chiang Mai Skill Development Institute 19, together with the chairman of the community enterprise group building forests, generating income, and increasing the value of leaves, and members of the group gave a welcome at the Khi Lek Subdistrict Municipality, Mae Rim District, Chiang Mai Province.
Mrs. Thienrat said that the government, under the leadership of the Prime Minister and Minister of Defence, General Prayuth Chan-ocha focuses on the promotion of occupations for people to support employment by equipping people with skills, careers, and stable income. Today, the Labour Minister, Mr. Suchart Chomklin, assigned her and the Department of Skill Development’s Inspector-General to visit the area to encourage the two occupational groups. The first group was a community enterprise group that builds forests to generate income and increase the value of leaves in Mae Rim District, Chiang Mai Province. The Chiang Mai Skill Development Institute 19 has provided training to the specific target group with vocational training for the elderly through an 18-hour product value-added course for sale in the digital age. There were 25 trainees. This group is a gathering of elderly people who were formerly farmers. They use leaves to make dishes and souvenirs, processing materials into product containers of various shapes, which is a preference for people who value using natural materials. It is a way of environmental conservation and generates income for the community, creating value from discarded materials and reducing accumulated fuel which can dissolve dust and PM 2.5. The initiative promotes government policies to drive national development with a Bio-Circular-Green Economy (BCG) model to sustainably improve the quality of life and communities.
From there, Mrs. Thienrat and the delegation visited a group of state welfare cardholders who are professionals in sewing pattered clothes and covers. The group was in training under the specific skill development project for independent workers in the 4.0 era, engaged in a fabric product design course. There were 25 trainees. After completing the training, they will receive an electric sewing machine as a tool to make a living. The knowledge gained from the training can be used to sew and embroider patterns on bags for sale. It allows trainees to create a career, make money, and create economic value. When the training is completed, the villagers can use the knowledge from the training to further develop and increase product value, creating more income for the members.
