วันที่ 9 สิงหาคม 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ร่วมคณะของ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม ลงพื้นที่จังหวัดระยอง เพื่อติดตามความคืบหน้าเขตพัฒนาพิเศษภาคตะวันออก (อีอีซี) โดยมี นายไตรภพ วงศ์ไตรรัตน์ ผู้ว่าราชการจังหวัดระยอง ผู้บริหารระดับสูงกระทรวงแรงงาน หัวหน้าส่วนราชการหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดระยอง หน่วยงานที่เกี่ยวข้องและชาวบ้านในพื้นที่ร่วมต้อนรับ ณ สำนักงานใหญ่เขตนวัตกรรมระเบียงเศรษฐกิจพิเศษภาคตะวันออก (EEC) อ.วังจันทร์ จ.ระยอง
นายสุชาติ กล่าวว่า รัฐบาลภายใต้การนำของ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม และ พล.อ.ประวิตร วงษ์สุวรรณ รองนายกรัฐมนตรี ซึ่งกำกับดูแลกระทรวงแรงงาน ได้มีนโยบายสำคัญในการพัฒนาเขตเศรษฐกิจพิเศษภาคตะวันออก หรืออีอีซี มาอย่างต่อเนื่อง และจากสถานการณ์การแพร่ระบาดของโควิด-19 ที่คลี่คลายลงในปัจจุบัน ทำให้ภาคธุรกิจการท่องเที่ยวของไทยเริ่มฟื้นตัว โดยเฉพาะที่จังหวัดระยองถือเป็นหนึ่งในจังหวัดเขตระเบียงเศรษฐกิจภาคตะวันออก หรือ อีอีซี ซึ่งในส่วนของกระทรวงแรงงานได้มีมาตรการให้ความช่วยเหลือผู้ได้รับผลกระทบจากโควิดในพื้นที่อีอีซีผ่านโครงการต่างๆ เช่นม.33 เรารักกัน โครงการเยียวยานายจ้างและผู้ประกันตนที่ได้รับผลกระทบจากมาตรการของรัฐในพื้นที่ 29 จังหวัด โครงการเยียวยาฯ สถานบันเทิง เอสเอ็มอี ฉีดวัคซีน และโครงการแฟคทอรี่แซนด์บ็อกซ์ รวมเม็ดเงินช่วยเหลือกว่า 19,789 ล้านบาท
นายสุชาติ กล่าวต่อว่า สำหรับการผลิตกำลังคนเพื่อป้อนเข้าสู่อุตสาหกรรมใหม่ในพื้นที่อีอีซีนั้นกระทรวงแรงงานได้จ้างงานกว่า 1 แสนตำแหน่ง นอกจากนี้ กรมพัฒนาฝีมือแรงงาน ยังมีศูนย์ฝึกอบรมเฉพาะทาง MARA เพื่อฝึกกำลังคนในสาขาเทคโนโลยีการผลิต อัจฉริยะและหุ่นยนต์จ.ชลบุรี รวมทั้งมีหลักสูตรฝึกอบรมรองรับอุตสาหกรรมเป้าหมาย (S- curves) จำนวน 3,247 หลักสูตร เพื่อผลิตกำลังคนให้สอดคล้องกับการพัฒนาโครงสร้างพื้นฐานที่สำคัญของประเทศอาทิ รถไฟฟ้าความเร็วสูง รถไฟความเร็วสูงเชื่อม 3 สนามบิน ท่าเรือแหลมฉบังระยะที่ 3 โครงการ PPP ร่วมทุนจากรัฐบาลและเอกชน เป็นต้น ทั้งนี้ เพื่อสนับสนุนให้เกิดการจ้างงาน ส่งเสริมการประกอบอาชีพให้แก่ประชาชนในพื้นที่ มีทักษะฝีมือ มีงานทำ มีอาชีพและรายได้ที่มั่นคง เป็นการขับเคลื่อนเศรษฐกิจประเทศหลุดจากกับดักรายได้ปานกลางอีกด้วย
สำหรับสถานการณ์ด้านแรงงานปัจจุบันในพื้นที่อีอีซี จังหวัดระยองมีผู้ประกันตนทั้งสิ้น656,813 คน สถานประกอบการ 9,248 แห่ง จังหวัดชลบุรีมีผู้ประกันตนทั้งสิ้น 1,205,778 คนสถานประกอบการ 21,778 แห่ง และจังหวัดฉะเชิงเทรา มีผู้ประกันตนทั้งสิ้น 417,040 คน สถานประกอบการ 5,050 แห่ง
On August 9, 2023, the Labour Minister, Mr. Suchart Chomklin, joined the delegation of the Prime Minister and Minister of Defense, General Prayuth Chan-ocha, on a visit to Rayong to monitor the progress of the Eastern Economic Corridor (EEC). Rayong Provincial Governor, Mr. Triphop Wongtrirat, the Ministry of Labour’s executives, heads of government agencies under the Ministry of Labour in Rayong, relevant agencies, and community members welcomed them at the Eastern Economic Corridor Innovation Zone (EEC) Headquarters, Wang Chan District, Rayong Province.
Mr. Suchart said that the government, under the leadership of the Prime Minister and Minister of Defense, General Prayuth Chan-ocha, and Deputy Prime Minister General Prawit Wongsuwan, who oversees the Ministry of Labour, has an important policy to develop the Eastern Economic Corridor (EEC) continuously. As the COVID-19 situation has eased, the Thai tourism business sector has recovered. In particular, Rayong is considered one of the provinces in the Eastern Economic Corridor or EEC, in which the Ministry of Labour had measures to support those affected by COVID-19 in the EEC area. Support measures were released through various projects such as the “Section 33 We Love Each Other” project, the project to heal employers and insured persons affected by government measures in 29 provinces, a remedy project for entertainment venues, SMEs, vaccination roll-outs, and the factory sandbox project. The total amount of assistance was over 19,789 million Baht.
Mr. Suchart continued that on the production of manpower to enter new industries in the EEC area, the Ministry of Labour has employed over 100,000 positions. There is also a specialized training center, MARA, to train manpower in the field of production technology, and geniuses and robots, in Chonburi Province, including 3,247 training courses to support targeted industries (S- curves) to produce manpower in line with the country’s important infrastructure development, such as the high-speed train linking three airports, Laem Chabang Port Phase 3, the PPP project, a joint venture from the government and private sectors. It aims to support employment and promote occupations for people in the area, to promote skills, jobs, occupations, and stable incomes. It also drives the country’s economy out of the middle-income trap.
The EEC area in Rayong Province has 656,813 insured persons and 9,248 establishments. Chonburi Province has a total of 1,205,778 insured persons and 21,778 establishments. Chachoengsao Province has 417,040 insured persons and 5,050 establishments.
