วันที่ 19 มีนาคม 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ร่วมคณะของ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม ลงพื้นที่ตรวจราชการ จ.ภูเก็ต เพื่อติดตามความพร้อมการเตรียมการของประเทศไทยในการเสนอตัวเป็นเจ้าภาพงาน Expo 2028 Phuket Thailand และตรวจติดตามการใช้พื้นที่ป่าชายเลนภายใต้โครงการ “ป่าในเมือง” ที่ชุมชนกิ่งแก้ว เทศบาล ต.รัษฎา อ.เมือง รวมทั้งรับฟังการนำเสนอวิสัยทัศน์เรื่อง”อันดามันพร้อม” โดยมี นายณรงค์ วุ่นซิ้ว ผู้ว่าราชการจังหวัดภูเก็ต ผู้บริหารระดับสูงกระทรวงแรงงาน หัวหน้าส่วนราชการหน่วยงานในสังกัดกระทรวงแรงงาน อาสาสมัครแรงงานจ.ภูเก็ต หน่วยงานที่เกี่ยวข้องและชาวบ้านในพื้นที่ ร่วมต้อนรับ ณ ชุมชนบ้านกิ่งแก้ว อ.เมืองภูเก็ต จ.ภูเก็ต
นายสุชาติ กล่าวว่า รัฐบาลภายใต้การนำของ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม ได้มีนโยบายเปิดประเทศเพื่อฟื้นฟูเศรษฐกิจหลังโควิด -19 คลี่คลาย ซึ่งมีข้อสั่งการให้กระทรวงแรงงานเร่งบรรจุตำแหน่งงานว่างในสาขาที่ขาดแคลนให้สอดคล้องกับความต้องการของผู้ประกอบการเพื่อแก้ไขปัญหาขาดแคลนแรงงานในภาคธุรกิจท่องเที่ยวและบริการ เนื่องจากธุรกิจท่องเที่ยวและบริการมีการฟื้นตัวอย่างรวดเร็วภายหลังโควิดคลี่คลาย โดยเฉพาะที่จังหวัดภูเก็ตเป็นเมืองท่องเที่ยวที่สำคัญระดับโลก นักท่องเที่ยวกลับเข้ามาเป็นจำนวนมาก ซึ่งหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดภูเก็ตได้สำรวจความต้องการแรงงานจากผู้ประกอบการด้านท่องเที่ยวและบริการ พบว่า นายจ้าง/สถานประกอบการมีความต้องการแรงงานทั้งหมดจำนวน 244 แห่ง ต้องการจ้างงาน 5,435 อัตรา สำนักงานจัดหางานจังหวัดภูเก็ต จึงได้บูรณาการความร่วมมือกับสถานประกอบการและสถานศึกษาจัดงานนัดพบแรงงานขึ้น มีผู้สมัครงานได้รับการบรรจุงานแล้ว จำนวน 2,120 อัตรา ขณะนี้ยังมีความต้องการแรงงานอีกจำนวน 3,315 คน หน่วยงานในสังกัดกระทรวงแรงงานจังหวัดภูเก็ตยังบูรณาการความร่วมมือกับภาคการศึกษาและสถานประกอบการ จัดหากำลังแรงงานทั้งภายในจังหวัดภูเก็ต และจังหวัดอื่น ๆ ในประเทศ ตามระบบทวิภาคี และการทำ MOU ให้นักเรียน/นักศึกษา มาทำงานระหว่างเรียน ขณะนี้สถานประกอบการสามารถรับนักศึกษาเข้าฝึกงานแล้วจำนวน 3,749 คน และมีนักเรียน/นักศึกษา เข้าไปทำงานพาร์ทไทม์ในสถานประกอบการแล้ว จำนวน 517 คน รวมทั้งสิ้น 4,266 คน จนทำให้สถานการณ์ขาดแคลนแรงงานเบาบางลง ส่วนการแก้ไขปัญหาในระยะยาว กระทรวงแรงงานได้จัดทำแผนการจัดการแรงงานจังหวัดภูเก็ต ปี 2566 – 2570 โดยความร่วมมือของ 3 ภาคส่วนหลัก คือ หน่วยงานสังกัดกระทรวงแรงงานจังหวัดภูเก็ต สถานประกอบการ และภาคการศึกษา เพื่อการจัดการปัญหาอย่างยั่งยืน และเตรียมความพร้อมเพื่อรองรับการเป็นเจ้าภาพจัดงาน Expo 2028 Phuket อีกด้วย
โอกาสเดียวกันนี้ รมว.สุชาติ ยังได้นำ นายกรัฐมนตรี เยี่ยมชมบูธของหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดภูเก็ต โดยได้พบปะให้กำลังใจกับผู้ฝึกอาชีพที่ผ่านการฝึกและนำผลงานมาจัดแสดง กลุ่มแรกเป็นกิจกรรมส่งเสริมการประกอบอาชีพอิสระให้ผู้สูงอายุ หลักสูตร การทำ ECO Printing ผ้าย้อมสีใบไม้ เพิ่มอาชีพ สร้างรายได้ โดยสำนักงานจัดหางานจังหวัดภูเก็ต และเยี่ยมชมผลงานการฝึกอาชีพตามโครงการพัฒนาศักยภาพของบุคลากรและผู้ประกอบการในอุตสาหกรรมท่องเที่ยว หลักสูตรพนักงานผสมเครื่องดื่ม (Bartender) โดยสถาบันพัฒนาฝีมือแรงงาน 21 ภูเก็ต พล.อ.ประยุทธ์ฯ และ รัฐมนตรีฯ สุชาติ ยังได้พบปะกับหัวหน้าส่วนราชการ ตัวแทนชุมชน กลุ่มแรงงานนอกระบบ ชาวบ้านในพื้นที่ และให้กำลังใจอาสาสมัครแรงงานของจังหวัดภูเก็ต ที่มาร่วมต้อนรับ ซึ่งอาสาสมัครแรงงานเหล่านี้เป็นผู้เชื่อมประสานภารกิจของกระทรวงแรงงานไปสู่พื้นที่ เป็นผู้ที่มีความเสียสละอุทิศตนเพื่อส่วนรวมทำงานใกล้ชิดกับพี่น้องประชาชนในชุมชน ในการนำภารกิจประสานการให้บริการด้านแรงงานเพื่อให้ประชาชนมีงานทำ มีทักษะฝีมือ มีอาชีพ มีรายได้ ได้รับการคุ้มครองและมีหลักประกันทางสังคมที่ยั่งยืนอีกด้วย

On March 19, 2023, the Labour Minister, Mr. Suchart Chomklin, joined the Prime Minister and Minister of Defense, General Prayuth Chan-ocha’s delegation on an official visit to Phuket to follow up on the preparations of Thailand in the bidding to host the Expo 2028 Phuket Thailand. The visit also monitored the use of mangrove forests under the “Urban Forest” project at King Kaew Community, Ratsada Subdistrict, Muang District, and listened to a presentation on the vision of “Andaman Promise” by the Governor of Phuket, Mr. Narong Wunsiew. The Ministry of Labour’s executives, heads of government agencies under the Ministry of Labour, labour volunteers in Phuket, relevant agencies, and community members welcomed the delegation at King Kaew Community, Ratsada Subdistrict, Muang District, Phuket Province.
Mr. Suchart said that the government, under the leadership of the Prime Minister and Minister of Defense, General Prayuth Chan-ocha has a policy to open the country to revitalize the economy after COVID-19 has eased. The Ministry of Labour was instructed to fill vacancies in fields with shortages, to align businesses’ needs to solve labour shortages in the tourism and service sectors, following the rapid recovery of the tourism and service sector after the COVID-19 pandemic, especially in Phuket, which is a world-class tourist destination with many tourists visiting. Agencies under the Ministry of Labour in Phuket Province surveyed the labour demand from tourism and service business operators. It found that there is a need from 244 business establishments to fill 5,435 positions. The Phuket Provincial Employment Office worked with companies and educational institutes to organize labour meetings, which filled 2,120 jobs with applicants. Now there is a need for 3,315 workers. Agencies under the Ministry of Labour in Phuket also worked with the education sector and recruitment companies in Phuket and other provinces in the country according to the bilateral system. They also made an MOU for students to come to work while studying. Currently, the companies have accepted 3,749 students for internships, and 517 students are working part-time, for a total of 4,266 people, which helped alleviate the labour shortage. To solve the issue in the long-term, the Ministry of Labour has prepared a Phuket Provincial Labour Management Plan for 2023 – 2027 with the cooperation of 3 main parties, namely agencies under the Ministry of Labour in Phuket, business establishments, and the education sector, for sustainable problem management and preparing to support the hosting of Expo 2028 Phuket.
On the same occasion, the Labour Minister, Mr. Suchart, led the Prime Minister and visited the booths of agencies under the Ministry of Labour in Phuket Province. They met and encouraged professional trainers who passed training and exhibited their work. The first group was to promote self-employment for the elderly in the ECO printing course, using leaf-dye fabric, to promote careers and generate income for the Phuket Provincial Employment Office. They also visited the work from vocational training following the project on the potential development of personnel and business entrepreneurs in the tourism industry in the bartender course by the Phuket Skill Development Institute 21. General Prayuth and the Minister Mr. Suchart met with heads of government agencies, community representatives, informal workers, and the local people and encouraged labour volunteers in Phuket Province. Labour volunteers coordinate the Ministry of Labour’s missions to the area. They have sacrificed themselves for the public, working closely with the people in the community in leading the mission to coordinate labour services to enable people to have jobs, skills, occupations, incomes, protection, and sustainable social security.
