รัฐมนตรีว่าการกระทรวงแรงงาน สั่งกรมสวัสดิการและคุ้มครองแรงงาน ลงพื้นที่พร้อมกับสำนักงานประกันสังคม ช่วยเหลือลูกจ้างโรงงานพลุระเบิด จ.เชียงใหม่
นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงกรณีเหตุโรงงานผลิตพลุดอกไม้ไฟระเบิดในพื้นที่ จ.เชียงใหม่ว่า ตนได้สั่งการให้กรมสวัสดิการและคุ้มครองแรงงาน ร่วมกับสำนักงานประกันสังคม ลงพื้นที่เพื่อตรวจสอบหาสาเหตุและเร่งช่วยเหลือลูกจ้างผู้ประกันตนที่ได้รับบาดเจ็บตามสิทธิ เบื้องต้นได้รับรายงานว่าเหตุดังกล่าวเกิดขึ้นเมื่อเวลา 12.00 น. ที่ร้านค้าดอกไม้เพลิงแห่งหนึ่ง ต.สันปูเลย อ.ดอยสะเก็ด จ.เชียงใหม่ โดยมีเสียงพลุระเบิดดังขึ้นเป็นระยะ และมีควันไฟพวยพุ่ง เจ้าหน้าที่ดับเพลิงร่วมกันระดมรถดับเพลิงเข้าพื้นที่เพื่อสกัดและสามารถระงับเหตุได้ มีผู้ได้รับบาดเจ็บจำนวน 8 ราย ตรวจสอบแล้วเป็นผู้ประกันตน จำนวน 2 ราย
คือ นางจุรี น้ำพี้ เป็นผู้ประกันตนมาตรา 39 รักษาพยาบาลอยู่ในห้อง ICU ที่ รพ.เทพปัญญา และ นส.ศิวราภรณ์ ศิริรัตน์ เป็นผู้ประกันตนมาตรา 39 รักษาพยาบาลที่ รพ.ลานนา ส่วนอีก 6 ราย บาดเจ็บเล็กน้อย(ตรวจสอบแล้วไม่ได้เป็นผู้ประกันตน) อย่างไรก็ตาม ผมได้สั่งการให้หน่วยงานในสังกัดกระทรวงแรงงาน ติดตามสถานการณ์อย่างใกล้ชิดและเข้าช่วยเหลือนายจ้าง ลูกจ้าง ที่ได้รับผลกระทบ พร้อมตรวจสอบข้อเท็จจริงเพิ่มเติมเพื่อดำเนินการตามอำนาจหน้าที่ ในส่วนของผู้ได้รับบาดเจ็บกรณีเป็นผู้ประกันตน มอบหมายให้สำนักงานประกันสังคมดูแลผู้บาดเจ็บให้ได้รับสิทธิประโยชน์ตามกฎหมายต่อไป
ด้านนายนิยม สองแก้ว อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน กล่าวเพิ่มเติมว่า ผมได้ส่งพนักงานตรวจความปลอดภัย สำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดเชียงใหม่ (สสค.เชียงใหม่) และศูนย์ความปลอดภัยในการทำงานเขต 5 (ศปข.5) ลงพื้นที่ตรวจหาสาเหตุ และจะเชิญนายจ้าง รวมถึงผู้ที่เกี่ยวข้องมาสอบข้อเท็จจริงเพิ่มเติมถึงสาเหตุดังกล่าว พร้อมตรวจสอบว่า นายจ้างมีการฝ่าฝืนไม่ปฏิบัติตามกฎหมายหรือพระราชบัญญัติความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน พ.ศ. 2554, กฎกระทรวงกำหนดมาตรฐานในการบริหาร จัดการ และดำเนินการด้านความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน เกี่ยวกับการป้องกันและระงับอัคคีภัย พ.ศ. 2555 , กฎกระทรวงกำหนดมาตรฐานในการบริหาร จัดการ และดำเนินการด้านความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน เกี่ยวกับสารเคมีอันตราย พ.ศ. 2556 หรือไม่ หากนายจ้างไม่ปฏิบัติตามกฎหมายดังกล่าวจะดำเนินการตามกฎหมายต่อไป
The Labour Minister instructed the Department of Labour Protection and Welfare and the Social Security Office to visit the area to help employees at a fireworks factory in Chiang Mai.
The Labour Minister, Mr. Suchart Chomklin, spoke about the case of an explosion in a fireworks factory in Chiang Mai. He said that he instructed the Department of Labour Protection and Welfare and the Social Security Office to visit the area to investigate the cause and help insured employees injured in the incident. It was reported that the incident occurred at 12.00 hours in the afternoon at a firework shop in San Pu Loei Subdistrict, Doi Saket District, Chiang Mai Province. There were sounds of fireworks exploding periodically and a cloud of smoke. Firefighters mobilized fire trucks to the area and extinguished the fire. There were eight injured people. Two of them are insured persons, including Mrs. Juree Nampee, insured under Section 39. She is receiving treatment in the ICU at Theppanya Hospital. The other is Ms. Siwaraporn Sirirat, insured under Section 39. She is receiving medical treatment at Lanna Hospital. The other six people had slight injuries. As checked, they are not insured. However, the Labour Minister instructed agencies under the Ministry of Labour to closely monitor the situation, assist the affected employers and employees, and investigate additional facts to take action according to their authority. For the injured insured persons, the Social Security Office was assigned to ensure they received their legal entitlements.
The Department of Labour Protection and Welfare’s Director-General, Mr. Niyom Songkaew, added that he had assigned the Security Inspector from the Chiang Mai Provincial Labour Protection and Welfare Office and the Occupational Safety Center 5 to the area to investigate the cause. He will invite the employer, including those involved, to investigate additional facts about the cause, and to check whether the employer has violated or not complied with the law or the Occupational Health, Safety, and Work Environment Act B.E. 2554, ministerial regulations prescribing standards for the management and operation of occupational health, safety, and work environment regarding fire prevention and extinguishing B.E. 2555, ministerial regulations prescribing standards for management and operation of occupational health, safety, and working environment regarding dangerous chemicals B.E. 2556 or not. If the employer has failed to comply with the said law, further legal action will be taken.
