วันที่ 22 มีนาคม 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้ นายสุรชัย ชัยตระกูลทอง ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน เป็นประธานเปิดงาน การนำเสนอผลการศึกษา “งานวิจัยเชิงลึกเกี่ยวกับเยาวชนที่ไม่ได้อยู่ในการทำงาน การศึกษา หรือการฝึกอบรม (NEET) ในประเทศไทย” ซึ่งจัดขึ้นโดยองค์การยูนิเซฟ ประเทศไทย จุฬาลงกรณ์มหาวิทยาลัย ที่ร่วมกันเป็นเจ้าภาพในการจัดงาน โดยมี นางคยองซัน คิม ผู้อำนวยการองค์การยูนิเซฟ ประเทศไทย นายยูน โอสตร์อม เกรินดอล เอกอัครราชทูตสวีเดนประจำประเทศไทย นายประทีป ทรงลำยอง รองปลัดกระทรวงแรงงาน ดร.จักรพันธ์ สุทธิรัตน์ รองอธิการบดีด้านการวิจัย จุฬาลงกรณ์มหาวิทยาลัย พร้อมด้วยผู้บริหารหน่วยงานที่เกี่ยวข้อง และผู้เข้าประชุมร่วมให้การต้อนรับ ณ ห้องสุรศักดิ์ โรงแรมอีสติน แกรนด์ สาทร กรุงเทพฯ
นายสุรชัย กล่าวว่า กระทรวงแรงงาน ในฐานะหน่วยงานหลักในการพัฒนาทักษะ และกำลังแรงงานทุกช่วงวัยของประเทศ ได้ตระหนักถึงความจำเป็นเร่งด่วนในการแก้ไขปัญหาเยาวชน (NEET) จึงได้กำหนดแผนปฏิบัติราชการระยะ 5 ปี (พ.ศ.2566 – 2570) ของกระทรวงแรงงาน โดยได้มีการระบุถึงประเด็นเยาวชน เป็นหนึ่งในตัวชี้วัดที่ต้องได้รับการฝึกอบรมและพัฒนาทักษะ มุ่งเน้นการส่งเสริมและสนับสนุนให้เยาวชนได้กลับเข้าสู่การเรียน การทำงาน หรือการฝึกอบรมอย่างมีประสิทธิภาพ รวมถึงการส่งเสริมให้สามารถใช้ชีวิตอย่างมีคุณภาพ การพัฒนาทักษะที่จำเป็นเพื่อการดำเนินชีวิตในศตวรรษที่ 21 โดยมีกรมพัฒนาฝีมือแรงงาน ทำหน้าที่เกี่ยวกับการส่งเสริมและพัฒนาฝีมือแรงงาน เพื่อให้กำลังแรงงานมีฝีมือได้มาตรฐานในระดับสากลในรูปแบบ Up skill Re skill และ New skill มีความรู้ความสามารถในการประกอบอาชีพสอดคล้องกับความต้องการของตลาดแรงงานทั้งในเชิงปริมาณและคุณภาพ รวมถึงพัฒนาประสิทธิภาพของผู้ประกอบกิจการให้สามารถแข่งขันได้ในตลาดโลก เพื่อสนองต่อความต้องการของตลาดแรงงาน
นายสุรชัย กล่าวต่อว่า กิจกรรมในวันนี้ นับเป็นโอกาสที่ดี ที่ผู้เข้าร่วมงานจะได้เรียนรู้ ข้อมูลเชิงลึกเกี่ยวกับสถานการณ์และภูมิหลังของ NEET ในประเทศไทย ซึ่งเป็นสิ่งสำคัญในการออกแบบนโยบายและการสนับสนุนให้ตรงเป้าหมายเพื่อจัดการกับอุปสรรคต่าง ๆ ที่ส่งผลต่อสถานะ NEET ของเยาวชน อีกทั้ง จะได้รับฟังการแลกเปลี่ยนข้อมูลเกี่ยวกับการจัดการกับปัญหาเยาวชน NEET จากต่างประเทศ โดยเฉพาะในด้านการบูรณาการความร่วมมือจากภาคส่วนต่าง ๆ ในการช่วยเหลือและส่งเสริมให้เยาวชนสามารถหลุดพ้นจากสภาวะความเป็น NEET ได้อย่างยั่งยืน เพื่อต่อยอดไปสู่การพัฒนาโครงการและกิจกรรมที่เหมาะสมสำหรับบริบทของประเทศไทยต่อไป

On March 22, 2023, the Labour Minister, Mr. Suchart Chomklin, assigned the Assistant to the Labour Minister, Mr. Surachai Chaitrakulthong, to preside over the opening ceremony of the presentation of study results from the “In-depth Research on Youths Not in Education, Employment or Training (NEET) in Thailand,” organized by UNICEF Thailand and Chulalongkorn University who jointly hosted the event. Director of UNICEF Thailand, Mrs. Kyungsan Kim, Swedish Ambassador to Thailand, Mr. Jon Åström Gröndahl, Deputy Permanent Secretary of Labour, Mr. Prateep Songlamyong, Vice President for Research at Chulalongkorn University, Dr. Jakraphan Suthirat, and the executives of relevant departments and participants gave a welcome at the Surasak Room, Eastin Grand Hotel Sathorn, Bangkok.
Mr. Surachai said that the Ministry of Labour, the main agency for developing skills and workers of all ages in the country, is aware of the urgent need to solve youth issues (NEET). The Ministry of Labour has established a 5-year government action plan (2023-2027), with youth issues identified. It is one of the indicators that requires training and skill development. There is a focus on promoting and supporting young people to return to study, work, or training effectively, including promoting the ability to live a quality life and develop skills necessary for the 21st century. The Department of Skill Development works to promote and develop workers’ skills to provide a skilled workforce that meets international standards. They work on upskilling, reskilling, and new skills, with the knowledge and ability to pursue a career in line with the needs of the labor market, both in terms of quantity and quality. It also strives to improve the efficiency of business operators to have the ability to compete in the world market to meet the needs of the labour market.
Mr. Surachai continued that today’s activities were a good opportunity for attendees to gain insights into the situation and background of NEET in Thailand, which is essential in designing targeted policies and advocacy to address the barriers affecting young people’s NEET status. There were also exchanges of information about dealing with NEET youth problems from other countries, especially in the cooperation from various sectors in helping and promoting youths to escape from NEET sustainably and to continue developing projects and activities suitable for the context of Thailand.
