รัฐมนตรีว่าการกระทรวงแรงงาน ห่วงลูกจ้างได้รับบาดเจ็บ 4 ราย กรณีแก๊สระเบิดโรงงานขนม จ.ชลบุรี สั่งหน่วยงานในสังกัดกระทรวงแรงงานลงพื้นที่ เร่งตรวจสอบหาสาเหตุและช่วยเหลือลูกจ้างตามสิทธิประโยชน์พึงได้รับทันที โดยเชิญพบ 8 มีนานี้
นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงกรณี สื่อเสนอข่าว 650 ชีวิต หนีตายระทึก แก๊สโรงงานขนมระเบิดกลางดึก ว่า ทันทีที่ทราบข่าว ผมรู้สึกห่วงใยความปลอดภัยในชีวิตและทรัพย์สินของลูกจ้าง นายจ้าง จากอุบัติเหตุดังกล่าว จึงได้สั่งการให้กรมสวัสดิการและคุ้มครองแรงงาน (กสร.) ส่งพนักงานตรวจความปลอดภัยสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดชลบุรี ศูนย์ความปลอดภัยในการทำงานเขต 2 (ชลบุรี) ลงพื้นที่ร่วมกับสำนักงานประกันสังคมจังหวัดชลบุรี และสำนักงานจัดหางานจังหวัดชลบุรี เร่งตรวจสอบหาสาเหตุและช่วยเหลือลูกจ้างตามสิทธิทันที ในเบื้องต้นได้รับรายงานว่า เหตุเกิดเมื่อวันที่ 2 มีนาคม 2566 เวลา 22.40 น. สถานที่เกิดเหตุเป็นโรงงานผลิตและจำหน่ายอาหาร อำเภอพานทอง จังหวัดชลบุรี ขณะลูกจ้างกำลังผัดไส้ขนมอยู่นั้นเตาแก๊สสำหรับผัดไส้ขนมได้ระเบิด ทำให้ลูกจ้างทำงานกะดึกประมาณ 200 คน ต้องวิ่งหนีเอาชีวิตรอดออกจากโรงงาน โดยมีลูกจ้างได้รับบาดเจ็บ 4 ราย ได้แก่ น.ส. กิติยา ถาบุญเรือง อายุ 24 ปี ถูกไฟคลอกเป็นแผลพุพองทั้งตัวกว่า 80% , น.ส. จันรี อายุ 30 ปี สัญชาติกัมพูชา ถูกไฟคลอกมีแผลทั้งตัว อาการสาหัส , นางสอม อายุ 40 ปี สัญชาติกัมพูชา ได้รับบาดเจ็บเล็กน้อย และนายบุญจันทร์ บารมี อายุ 18 ปี สัญชาติลาว ได้รับบาดเจ็บเล็กน้อย เบื้องต้นกู้ภัยปฐมพยาบาลและนำส่งโรงพยาบาลพานทองทันที ส่วนสาเหตุอยู่ระหว่างการสอบสวนข้อเท็จจริง อย่างไรก็ตาม ผมได้สั่งการให้เจ้าหน้าที่สังกัดกระทรวงแรงงานดำเนินการตรวจสอบข้อเท็จจริง พร้อมติดตามสถานการณ์อย่างใกล้ชิด และจะเร่งดำเนินการให้ได้ลูกจ้างที่ได้รับบาดเจ็บได้รับสิทธิประโยชน์ตามกฎหมายต่อไป
ด้าน นายนิยม สองแก้ว อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน (กสร.) กล่าวว่า พนักงานตรวจความปลอดภัยสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดชลบุรี ศูนย์ความปลอดภัยในการทำงานเขต 2 (ชลบุรี) จะเชิญนายจ้างและผู้ที่เกี่ยวข้องมาสอบข้อเท็จจริงเพิ่มเติมถึงสาเหตุแก๊สระเบิด ในวันที่ 8 มีนาคม 2566 พร้อมทั้งตรวจสอบว่านายจ้างได้ปฏิบัติตามพระราชบัญญัติความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน พ.ศ. 2554 กฎกระทรวงกำหนดมาตรฐานในการบริหาร จัดการ และดำเนินการด้านความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงานเกี่ยวกับการป้องกันและระงับอัคคีภัย พ.ศ. 2555 และกฎกระทรวงกำหนดมาตรฐานในการบริหาร จัดการ และดำเนินการด้านความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงานเกี่ยวกับสารเคมีอันตราย พ.ศ. 2556 หรือไม่ ซึ่งหากนายจ้างฝ่าฝืน หรือไม่ปฏิบัติตามกฎหมายดังกล่าวจะดำเนินการตามกฎหมายต่อไป
ขณะที่ นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม (สปส.) กล่าวเพิ่มว่า สำนักงานประกันสังคมจังหวัดชลบุรี ตรวจสอบแล้วพบว่า ลูกจ้างที่ได้รับบาดเจ็บทั้ง 4 ราย เป็นผู้ประกันตนและนำส่งเงินสมทบถูกต้องตามกฎหมายประกันสังคม จะเร่งดำเนินการให้ลูกจ้างได้รับสิทธิได้รับเงินทดแทนจากกองทุนเงินทดแทน ดังนี้ ค่ารักษาพยาบาลตามที่จ่ายจริงตามความจำเป็นตามกฎกระทรวง ค่าทดแทนกรณีหยุดงาน ร้อยละ 70 ของค่าจ้าง เป็นระยะเวลา 1 ปี ตามใบรับรองแพทย์ และค่าสูญเสียอวัยวะ ร้อยละ 70 ของค่าจ้าง เป็นระยะเวลาไม่เกิน 120 เดือน
The Labour Minister expressed concern about the four employees injured by a gas explosion at a candy factory in Chonburi Province. He instructed agencies under the Ministry of Labour to investigate the cause and help employees to receive their entitled benefits immediately by scheduling a meeting on March 8.
The Labour Minister, Mr. Suchart Chomklin, spoke about the case of the media presenting news where 650 people escaped from a gas explosion in a candy factory in the middle of the night. After hearing the news, he was concerned about the employees’ and employers’ safety and property. He instructed the Department of Labour Protection and Welfare to deploy safety inspectors from the Chonburi Labour Protection and Welfare Office and the Occupational Safety Center Region 2 (Chonburi) to visit the area together with the Chonburi Social Security Office and the Chonburi Provincial Employment Office, to investigate the cause and help employees according to their rights immediately. Initial reports stated that the incident happened on March 2, 2023, at 22.40 hours. The scene of the incident was a food production and distribution factory in Phan Thong District, Chonburi Province. While an employee was stir-frying the stuffing, the gas stove for the stuffing exploded, causing approximately 200 employees working on the night shift to escape from the factory. Four injured employees: Ms. Kitiya Thabunruang, 24 years old, burned with blisters covering over 80 percent of her body. Ms. Chanree, 30 years old, of Cambodian nationality, burned all over her body in severe condition. Mrs. Som, 40 years old, a Cambodian national, was slightly injured, and Mr. Boonchan Baramee, 18, a Lao national, was slightly injured. They were given first aid and taken to Panthong Hospital immediately. As for the cause, the facts are being investigated. The situation will be monitored closely, and the process will be sped up so the injured employees will receive benefits according to the law.
The Department of Labour Protection and Welfare’s Director-General, Mr. Niyom Songkaew, said that the Safety Inspector of the Chonburi Labour Protection and Welfare Office and the Occupational Safety Center Region 2 (Chonburi) would invite employers and those involved to investigate the cause of the gas explosion on March 8, 2023. They will also verify that the employer has complied with the Occupational Safety, Health, and Environment Act. 2554, the Ministerial Regulations Prescribing Standards for the Management and Operation of Occupational Safety, Health, and Work Environment Regarding Fire Prevention and Suppression B.E. 2555, and Ministerial Regulations Prescribing Standards for the Management and Operations of Occupational Safety, Health and Working Environment Concerning Hazardous Chemicals B.E. 2556. If the employer violates or fails to comply with such laws, they will be pursued following the law.
The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, added that the Chonburi Social Security Office checked and found that all four injured employees are insured and remit contributions according to the Social Security Act. They will speed up the process for employees to receive their entitlements to compensation from the Compensation Fund as follows: medical expenses as paid as necessary according to Ministerial Regulations, compensation for absenteeism at 70 percent of wages for one year according to the medical certificate issues, and loss of organs at 70 percent of wages for a period not exceeding 120 months.
