วันที่ 12 พฤษภาคม 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงกรณีแรงงานไทยได้รับบาดเจ็บจากสะเก็ดระเบิดสถานการณ์ความไม่สงบในอิสราเอล – ปาเลสไตน์ จากการสู้รบในฉนวนกาซาว่า ผมมีความห่วงใยต่อสถานการณ์ดังกล่าวถึงผลกระทบต่อแรงงานไทยที่เดินทางไปทำงานในประเทศอิสราเอล จึงได้สั่งการให้ทูตแรงงานที่อิสราเอลเร่งตรวจสอบ ล่าสุดผมได้รับแจ้งจากนายกิตติ์ธนา ศรีสุริยะ อัครราชทูตที่ปรึกษาฝ่ายแรงงาน ประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ ว่าเมื่อวันที่ 11 พฤษภาคม 2566 เวลาประมาณ 19.00 น. ฝ่ายแรงงานฯ ได้รับแจ้งว่า นายประกอบสุข แสงใส อายุ 42 ปี
มีภูมิลำเนาอยู่ที่จังหวัดนครราชสีมา แรงงานไทยที่ไปทำงานภาคเกษตรในโมชาฟ ผ่านบริษัทจัดหางาน ได้รับผลกระทบจากการถูกโจมตีด้วยจรวด โดยกลุ่มเปเลสไตน์ อิสลามิค จีฮัด (PIJ) จากฉนวนกาซา โดยถูกสะเก็ดระเบิดที่แขนและลำตัว ขณะกำลังกลับสู่ที่พัก ขณะนี้แรงงานไทยที่ได้รับบาดเจ็บได้เข้ารับการผ่าตัดที่โรงพยาบาล Soroka แล้ว และจากรายงานยังพบว่า เมื่อเวลา 12.00 น. ในวันนี้ ได้รับการยืนยันว่า อาการปลอดภัยและจะออกจากโรงพยาบาลในวันพรุ่งนี้
นายสุชาติ กล่าวต่อว่า สำหรับการให้ความช่วยเหลือ เบื้องต้นผมได้ให้ทูตแรงงานประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ เข้าไปเยี่ยมติดตามอาการและดูแลเรื่องสิทธิประโยชน์ ซึ่งในส่วนของค่ารักษาพยาบาลทางประกันสังคมอิสราเอลจะรับผิดชอบทั้งหมด รวมถึงจ่ายชดเชยวันหยุด ทั้งนี้ หากไม่สามารถกลับมาทำงานได้เหมือนเดิม สามารถฟ้องร้องเรียกเงินชดเชยเพิ่มเติมกับประกันสังคมได้ นอกจากนี้ จากการตรวจสอบข้อมูลของกรมการจัดหางาน พบว่า นายประกอบสุข ยังเป็นสมาชิกกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศด้วย
ด้าน นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน กล่าวว่า ในส่วนของการดำเนินการที่ประเทศไทย ในวันนี้ผมได้สั่งการให้แรงงานจังหวัดนครราชสีมา ซึ่งเป็นพื้นที่ภูมิลำเนาของแรงงานไทยที่ได้รับบาดเจ็บนำทีมหน่วยงานสังกัดกระทรวงแรงงานจังหวัดนครราชสีมา ลงพื้นที่ไปเยี่ยมบ้านของนายประกอบสุข ซึ่งล่าสุดได้ไปพบกับนางอ้อย แสงใส ภรรยา ที่อาศัยอยู่ที่บ้านพร้อมกับบุตรชายทั้ง 3 คน เพื่อให้กำลังใจ และแจ้งสิทธิประโยชน์การดูแลคุ้มครองตามกฎหมายแก่ครอบครัวและทายาททราบ เพื่อสร้างขวัญกำลังใจแก่ครอบครัวอีกด้วย
ปลัดกระทรวงแรงงาน ยังได้เน้นย้ำสำหรับแรงงานไทยที่จะเดินทางไปทำงานต่างประเทศ ขอให้ไปทำงานอย่างถูกต้องตามกฎหมายจะได้รับการคุ้มครอง และสมัครเป็นสมาชิกกองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ จะได้รับการดูแลสิทธิประโยชน์หากประสบอันตราย หรือประสบปัญหาเหมือนเช่นกรณีดังกล่าว ซึ่งสามารถโทรสอบถามได้ที่สายด่วนกระทรวงแรงงาน 1506 กด 2 กรมการจัดหางาน
On May 12, 2023, the Labour Minister, Mr. Suchart Chomklin, spoke about the case of a Thai worker being injured by shrapnel from the Israel – Palestine unrest from the fighting in the Gaza Strip. He expressed concern about the impact on Thai workers traveling to work in Israel. Therefore, he instructed the Labour Ambassador to Israel to speed up the investigation. He was recently informed by the Minister Counselor for Labour at the Royal Thai Embassy in Tel Aviv, Mr. Kitthana Srisuriya, that on May 11, 2023, at about 19.00 hours, the Labour Department was informed that Mr. Prakobsuk Saengsai, 42, a resident of Nakhon Ratchasima Province, working in the agricultural sector in Moshav through an employment agency, was affected by a rocket attack by the Palestine Islamic Jihad (PIJ) from the Gaza Strip. He was hit by shrapnel in his arms and torso while returning to his accommodation. The injured Thai worker has now undergone surgery at Soroka Hospital. At noon today, a report confirmed that he is safe and will be discharged tomorrow.
Mr. Suchart continued that for initial assistance, he instructed the Labor Ambassador at the Royal Thai Embassy in Tel Aviv to pay a visit to follow up on Thai workers’ symptoms and take care of their benefits. Regarding medical expenses, Israeli social security will be responsible for all, including holiday compensation. If he cannot return to work as usual, he can file a lawsuit for additional compensation with social security. In addition, the Department of Employment’s database also showed that Mr. Prakobsuk is a member of the fund to help job seekers working abroad.
The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, said that in terms of operations in Thailand, today, he instructed the Nakhon Ratchasima Provincial Labour Office, which is the domicile province of the injured Thai worker, to lead the team of agencies under the Ministry of Labour in Nakhon Ratchasima Province to visit Mr. Prakobsuk’s family. The team met his wife, Mrs. Aoi Saengsai, who lives at home with their three sons. They encouraged and notified her of the benefits of legal protection to the family and dependents to boost their morale.
The Permanent Secretary of Labour emphasized that Thai workers traveling abroad to work to do so legally, so they will be protected. He encouraged workers to apply to join the fund to help job seekers working abroad, as benefits are provided in cases of danger or issues, such as this case.
