วันที่ 4 สิงหาคม 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงกรณีแรงงานไทยประสบอุบัติเหตุรถยนต์ตกเหวเสียชีวิตและได้รับบาดเจ็บในไต้หวันว่า ในเรื่องนี้ท่านนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม พล.อ.ประยุทธ์ จันทร์โอชา และกระทรวงแรงงานภายใต้การกำกับดูแลของ พล.อ.ประวิตร วงษ์สุวรรณ รองนายกรัฐมนตรี ได้แสดงความเสียใจกับครอบครัวผู้เสียชีวิตจึงกำชับให้กระทรวงแรงงานตรวจสอบข้อมูลและประสานหน่วยงานที่เกี่ยวข้องเพื่อให้ความช่วยเหลืออย่างเร่งด่วน ซึ่งในส่วนของกระทรวงแรงงานผมได้สั่งการให้ทูตแรงงานที่ไทเปประสานกับกระทรวงการต่างประเทศเพื่อให้ความช่วยเหลือในทันที
นายสุชาติ กล่าวต่อว่า จากรายงานของนางประภาวดี แก้วศิริพงษ์ อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) สำนักงานแรงงาน ณ กรุงมะนิลา (ส่วนที่ 2) กรุงไทเป พบว่า เหตุการณ์ในครั้งนี้เกิดขึ้นเมื่อวันที่ 3 สิงหาคม เวลาประมาณ 10.00 น.ได้เกิดอุบัติเหตุรถผู้รับเหมาโครงการของการไฟฟ้าไต้หวัน ขณะขับขึ้นเขาในเขตฟู่ซิง นครเถาหยวน เพื่อส่งคนงานไปทำงาน โดยระหว่างทาง ถนนลื่น จากฝนที่ตกหนักติดต่อกันหลายวัน ส่งผลให้รถไถล ตกลงไปในเหวลึก ซึ่งในรถมีผู้โดยสารและคนขับรวม 6 ราย หน่วยกู้ภัยได้เข้าช่วยเหลือ นำขึ้นมาได้ทั้งหมด เสียชีวิต 4 ราย อีก 2 รายได้รับบาดเจ็บสาหัส จากการตรวจสอบพบว่า ผู้เสียชีวิตเป็นแรงงานไทย 2 ราย รายแรกทราบชื่อคือ นายประสบโชค แสวงแก้ว มีภูมิลำเนาอยู่ที่จังหวัดนครราชสีมา เคยเป็นผู้ประกันตนมาตรา 33 เมื่อปี 2556และมีเงินสมทบกรณีชราภาพอยู่ 186.75 บาท จากนั้นได้เข้าไปทำงานที่เมืองไทจงต่อมาหลบหนีไปทำงานกับนายจ้างอย่างผิดกฎหมาย ตั้งแต่วันที่ 20 ธันวาคม 2565 รายที่ 2 นายกิตติศักดิ์ ผิวอ่อน มีภูมิลำเนาอยู่ที่จังหวัดศรีษะเกษ เคยเป็นผู้ประกันตนมาตรา 33 มีเงินสมทบกรณีชราภาพอยู่ 260.40 บาท และผู้บาดเจ็บ 2 ราย รายแรก นายศตวรรษ เติมประชุม มีภูมิลำเนาอยู่ที่จังหวัดบึงกาฬ เคยเป็นผู้ประกันตนมาตรา 33 มีเงินสมทบกรณีชราภาพ 4,633 บาท และรายที่ 2 น.ส.พรนภา กลางสุโพธิ์ มีภูมิลำเนาอยู่ที่จังหวัดบึงกาฬ ไม่เคยมีสถานะเป็นผู้ประกันตนมาก่อน และจากการตรวจสอบของกรมการจัดหางานทั้ง 4 รายไม่ได้เป็นสมาชิกกองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ ทั้งนี้ ปัจจุบันแรงงานไทยที่ได้รับบาดเจ็บและเสียชีวิตดังกล่าวอยู่ในความดูแลของกระทรวงการต่างประเทศเรียบร้อยแล้ว ซึ่งในส่วนของกระทรวงแรงงานจะได้ประสานความช่วยเหลืออย่างใกล้ชิดต่อไป
ด้าน นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน กล่าวว่า ในส่วนของการดำเนินการที่ประเทศไทย ผมได้สั่งการให้แรงงานจังหวัดพร้อมด้วยหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดนครราชสีมา ศรีษะเกษ และบึงกาฬ ซึ่งเป็นพื้นที่ที่เป็นภูมิลำเนาของแรงงานไทยทั้ง 4 รายดังกล่าว ลงพื้นที่เยี่ยมบ้านเพื่อปลอบขวัญให้กำลังใจพร้อมแจ้งข้อมูลขั้นตอนการให้ความช่วยเหลือให้ญาติทราบเพื่อดูแลอำนวยความสะดวกในการประสานกระทรวงการต่างประเทศว่าจะนำศพแรงงานกลับประเทศไทยอย่างไร นอกจากนี้ ยังได้เน้นย้ำให้แรงงานไทยที่ต้องการไปทำงานต่างประเทศ ขอให้เดินทางไปอย่างถูกต้องตามกฎหมาย ซึ่งปัจจุบันมี 5 วิธี ได้แก่ กรมการจัดหางานจัดส่ง บริษัทจัดหางานจัดส่ง นายจ้างในประเทศไทยพาลูกจ้างไปทำงานต่างประเทศ นายจ้างในประเทศไทยส่งลูกจ้างไปฝึกงานต่างประเทศ และคนหางานแจ้งการเดินทางไปทำงานต่างประเทศด้วยตนเอง จึงขอแจ้งเตือนไปยังคนหางานที่ประสงค์เดินทางไปทำงานต่างประเทศไปทำงานด้วยวิธีที่ถูกต้องตามกฎหมาย อย่าหลงเชื่อนายหน้า และสมัครเป็นสมาชิกเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ จะได้รับสิทธิประโยชน์การคุ้มครอง หากประสบอันตราย เสียชีวิต พิการ ทุพพลภาพ หรือประสบปัญหาในต่างประเทศ
ขณะที่ นางประภาวดี แก้วศิริพงษ์ อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) สำนักงานแรงงาน ณ กรุงมะนิลา (ส่วนที่ 2) กรุงไทเป ยังได้กล่าวเน้นย้ำว่า แม้ว่านักท่องเที่ยวไทยจะเดินทางเข้าไต้หวันโดยใช้ฟรีวีซ่า แต่จะไม่ได้รับการคุ้มครองในการทำงาน จึงขอให้แรงงานไทยที่จะไปทำงานในไต้หวันไปทำงานด้วยวิธีที่ถูกต้องตามกฎหมายและผ่านกรมการจัดหางาน เพราะเมื่อประสบเหตุที่ไม่คาดคิดเช่นนี้จะได้รับการคุ้มครองตามกฎหมายด้วย
On August 4, 2023, the Labour Minister, Mr. Suchart Chomklin, spoke about the Thai workers involved in a car accident that fell off a cliff in Taiwan. Some of the workers were killed, and some were injured. In this regard, the Prime Minister and Minister of Defense General Prayuth Chan-ocha and the Ministry of Labour, under the supervision of the Deputy Prime Minister, General Prawit Wongsuwan, expressed his condolences to the family of the deceased and urged the Ministry of Labour to examine the information and coordinate with relevant agencies to assist urgently. The Ministry of Labour instructed the Labour Ambassador in Taipei to coordinate with the Ministry of Foreign Affairs to provide immediate assistance.
Mr. Suchart continued that the report from Mrs. Prapawadee Kaewsiripong, the Minister Counselor (on Labour) from the Manila Labour Office (Part 2) in Taipei, found that the incident happened on August 3 at around 10.00 hours. There was an accident with the project contractor of the Taiwan Electricity Authority while driving up a hill in Fuxing District, Taoyuan City, to send workers to work. On the way, the road was slippery due to heavy rain for several days, resulting in a skid and fall. There were six passengers and drivers in the car. Rescuers came to help and brought up all passengers. Four people died, and two others were seriously injured. The examination found that two of the fatalities were Thai workers. The first was Mr. Prasobchok Sawangkaew, a resident of Nakhon Ratchasima Province. He used to be insured under Section 33 in 2013 and had an old age contribution of 186.75 Baht. He then went to work in Taichung and fled illegally to work with his employer on December 20, 2022. The second person was Mr. Kittisak Pew-on, a resident of Sisaket Province. He used to be insured under Section 33 and had an old age contribution of 260.40 Baht. The first injured person was Mr. Satawat Termprachum, a resident of Bueng Kan Province. He used to be insured under Section 33 and had old age contributions of 4,633 Baht. The second injured person was Ms. Pornnapha Klangsupho, a resident of Bueng Kan Province who had never been insured. According to the Department of Employment investigation, all 4 cases are not members of the fund to help job seekers work abroad. Currently, the injured and deceased Thai workers are already in the care of the Ministry of Foreign Affairs. The Ministry of Labour will continue to coordinate assistance closely.
The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, said that in terms of operations in Thailand, he had instructed the Provincial Labour Office under the Ministry of Labour in Nakhon Ratchasima, Sisaket and Bueng Kan provinces, which are the resident provinces of four Thai workers, to visit their homes to comfort their families and encourage them, along with informing them about the process of assisting. The visit went to support relatives in coordination with the Ministry of Foreign Affairs on how to bring the bodies of the workers back to Thailand. In addition, he emphasized that Thai workers who want to work abroad do so legally. Currently, there are five methods: through the Department of Employment, through recruitment companies, employers in Thailand sending their employees to work abroad, employers in Thailand sending their employees for training abroad, and job seekers notifying their travel to work abroad by themselves. Therefore, he said he would like to inform job seekers who wish to travel to work abroad to do so by legal means. He cautioned people not to be fooled by agents and to apply to the fund helping job seekers to work abroad, which will help them receive protection benefits in the event of danger, death, disability, or experiencing problems abroad.
Mrs. Prapawadee Kaewsiripong, the Minister Counselor (on Labour) from the Manila Labour Office (Part 2) in Taipei, emphasized that although Thai tourists can enter Taiwan visa-free, they will not be covered in work. Therefore, she requested Thai workers intending to work in Taiwan to do so legally and through the Department of Employment because they will be protected by law when experiencing unexpected events like this.
