วันที่ 15 ตุลาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน และผู้บริหารระดับสูงกระทรวงแรงงาน ร่วมรับแรงงานไทยที่ได้รับผลกระทบจากความไม่สงบในอิสราเอล จำนวน 90 คน ณ โรงแรมเอสซี ปาร์ค ถนนประดิษฐ์มนูธรรม
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า ในวันนี้ผมพร้อมด้วยปลัดกระทรวงแรงงาน และผู้บริหารกระทรวงแรงงาน ได้มารับแรงงานไทย จำนวน 90 คน ที่ได้รับผลกระทบจากสถานการณ์ความไม่สงบในอิสราเอลและเดินทางถึงประเทศไทยแล้ว โดยแรงงานไทยกลุ่มนี้ถือเป็นแรงงานชุดที่ 3 ที่ได้แจ้งความประสงค์ไว้กับสถานทูตฯ และได้เดินทางกลับจากอิสราเอลโดยสายการบิน Fly Dubai มาถึงสนามบินอู่ตะเภา เมื่อช่วงเช้าที่ผ่านมา ก่อนที่จะมาพบญาติ ซึ่งในส่วนของกระทรวงแรงงาน ได้จัดเจ้าหน้าที่ตั้งโต๊ะดูแลเรื่องสิทธิประโยชน์พร้อมประสานญาติอำนวยความสะดวกในการเดินทางกลับภูมิลำเนา
“กระทรวงแรงงานเชื่อมั่นว่า พวกเราจะสามารถพาแรงงานไทยที่เหลือทั้งหมดกลับมาได้อย่างปลอดภัย อย่างไรก็ดี มีเพื่อนๆพี่น้องแรงงานไทยบางส่วนแจ้งความจำนงว่า ขออยู่ทำงานที่อิสราเอลต่อ ในส่วนนี้หากเกิดภาวะวิกฤตจริงๆ คงต้องพากลับมาทั้งหมด ส่วนการกลับไปทำงานใหม่อีกครั้งนึง กระทรวงแรงงานได้แจ้งท่านนายกไปแล้วว่า ในส่วนผู้ที่ยังไม่หมดสัญญากระทรวงแรงงาน จะพยายามติดต่องานให้ จึงขอให้สบายใจได้ว่า กระทรวงแรงงานจะทำหน้าที่ประสานงานให้และเมื่อเหตุการณ์สงบจะพาทุกท่านกลับไปทำงาน หากมีความประสงค์ที่จะกลับไปทำงานที่อิสราเอลอีกครั้งหนึ่ง หรือท่านที่ไม่ประสงค์กลับไป สามารถแจ้งความประสงค์มายังกระทรวงแรงงาน เพื่อเดินทางไปทำงานยังประเทศอื่นๆ หรือหากมีความประสงค์จะทำงานในประเทศไทย เราก็พร้อมหางานให้ โดยขอให้แจ้งมาที่กรมการจัดหางาน และขอให้ทุกท่านเก็บตั๋วเดินทางในวันนี้ไว้เพื่อเบิกค่าใช้จ่ายเดินทางกับกระทรวงการต่างประเทศ ซึ่งทางรัฐบาลจะดูแลรับผิดชอบในการเดินทางกลับมายังประเทศไทย และขอให้ทุกท่านช่วยสื่อสารไปยังเพื่อนๆแรงงานไทยที่อยู่ในอิสราเอลที่ยังไม่ได้เดินทางกลับมา ว่าสามารถแจ้งมายังกระทรวงแรงงานได้” นายพิพัฒน์ฯ กล่าว
ด้าน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน กล่าวว่า สำหรับแรงงานไทยที่เป็นสมาชิกกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศ และอยู่ในความคุ้มครอง เมื่อกลับมาถึงประเทศไทย ทางกระทรวงแรงงานมีการดูแลเรื่องสิทธิประโยชน์ทันที รายละ 15,000 บาท ซึ่งเป็นเงินสงเคราะห์ กรณีประสบปัญหาต้องเดินทางกลับประเทศไทยก่อนครบสัญญาจ้างจากเหตุสงคราม หรือ กรณีทุพพลภาพ จะได้รับการสงเคราะห์ คนละ 30,000 บาท กรณีเสียชีวิตในต่างประเทศ สงเคราะห์จำนวน 40,000 บาท และค่าใช้จ่ายในการจัดการศพในต่าง ประเทศเท่าที่จ่ายจริงไม่เกิน 40,000 บาท นอกจากนี้ยังได้รับสวัสดิการตามกฎหมายของประเทศอิสราเอล (ประกันการทำงาน + นายจ้างจ่าย) กรณีบาดเจ็บ/ พิการตามการรับรองของแพทย์ แบ่งเป็น บาดเจ็บ 10-19% ได้รับเงินก้อนเดียว ประมาณ 1,440,000 บาท บาดเจ็บเกิน 20% ได้รับเงินเดือนทุกเดือน จนกว่าจะเสียชีวิต โดยประเมินจากความสูญเสีย กรณีเสียชีวิตภรรยาและบุตร ได้รับเงินเดือนทุกเดือน จนกว่าภรรยาจะแต่งงานใหม่ และบุตรอายุครบ 18 ปีบริบูรณ์ (ภรรยาเป็นเงิน 34,560 บาทต่อเดือน /บุตร เป็นเงิน 5,760-11,520 บาทต่อเดือน)
ส่วนความคืบหน้าของสถานการณ์การให้ความช่วยเหลือพี่น้องแรงงานไทยในประเทศอิสราเอล จากรายงานของอัครราชทูตที่ปรึกษา ฝ่ายแรงงาน ประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ ล่าสุดได้รับรายงานว่า มีแรงงานไทยที่ถูกจับไปเป็นตัวประกัน จำนวน 17 ราย เสียชีวิต จำนวน 28 ราย (รอยืนยัน) บาดเจ็บ 16 ราย (ยังไม่สามารถระบุชื่อได้ 1 ราย) กรอกแบบฟอร์มแจ้งความประสงค์การเดินทางกับทางสถานทูตฯ จำนวน 7,540 ราย จำแนกเป็น ผู้ที่ขอเดินทางกลับประเทศไทย จำนวน 7,446 ราย และ แจ้งความประสงค์ไม่ขอกลับ จำนวน 94 ราย และขณะนี้ได้เดินทางกลับถึงประเทศไทยแล้ว จำนวน 187 ราย โดยบรรยากาศภายใน โรงแรมเอสซี ปาร์ค นั้น แรงงานไทย จำนวน 90 คน ได้ร่วมพบปะกับญาติที่มารอต้อนรับ อย่างอบอุ่น
On October 15, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, and the Ministry of Labour’s executives received 90 Thai workers affected by the unrest in Israel at SC Park Hotel, Pradit Manutham Road.
The Labour Minister, Mr. Phiphat Ratchakitprakarn said that today, he, the Permanent Secretary of Labour, and executives of the Ministry of Labour received 90 Thai workers affected by the unrest in Israel. They have now arrived in Thailand. This group of Thai workers is the third group who reported their intention to the Embassy. They returned from Israel on Fly Dubai Airlines, arriving at U-Tapao Airport in the morning before meeting their relatives. The Ministry of Labour’s staff set up a desk to take care of their benefits and to coordinate with relatives to facilitate their return to their hometowns.
“The Ministry of Labour believes we can return all remaining Thai workers safely. However, some people have reported their intention to remain working in Israel. In this case, if there is a real crisis, we must return them. As for returning to work, the Ministry of Labour has already informed the Prime Minister. The Ministry of Labour will try to coordinate their work for those whose contract has not yet expired. Therefore, please be confident that the Ministry of Labour will coordinate this, and when the situation calms down, everyone will be brought back to work, if you wish to return to work in Israel again. Those who do not wish to return can report their intention to the Ministry of Labour to travel to work in other countries. Or, if you intend to work in Thailand, we are ready to help you find a job. Please notify the Department of Employment. We ask that everyone keep today’s travel tickets to reimburse travel expenses with the Ministry of Foreign Affairs. The government will take care of the expenses for returning to Thailand. I would like to ask everyone to help communicate this to other Thai workers in Israel who have not yet returned so that they can contact the Ministry of Labour,” Mr. Phiphat said.
The Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, spoke about Thai workers who are members of the fund to help job seekers working abroad are still under protection. When they return to Thailand, the Ministry of Labour will take care of their benefits, which include receiving 15,000 Baht per person immediately as assistance if encountering problems and having to return to Thailand before the end of the employment contract due to war. In the case of disability, they will receive assistance of 30,000 Baht per person. In the case of death abroad, they will receive aid of 40,000 Baht, and funeral expenses abroad are as much as the actual payment is, not exceeding 40,000 Baht. In addition, they will receive benefits according to the laws of Israel (work insurance + employer payment). In the case of injury/disability, as certified by a doctor, where the injury is 10-19%, they will receive a lump sum of approximately 1,440,000 Baht. For injuries over 20%, they will receive a salary every month until death, evaluated from the loss. In the case of death, the worker’s wife and children will receive a salary every month until the wife remarries and the children reach 18 years of age (wives receive 34,560 Baht per month, whereas children receive 5,760-11,520 Baht per month).
As for the progress on assisting Thai workers in Israel, from the report of the Minister Counselor for Labour at the Royal Thai Embassy in Tel Aviv, 17 Thai workers were taken hostage, 28 are dead (waiting for confirmation), and 16 are injured (1 remains unnamed). A total of 7,540 people filled out travel request forms with the Embassy, comprising 7,446 people who requested to return to Thailand and 94 people who reported their intention not to return. A total of 187 people have now returned to Thailand. Inside SC Park Hotel, 90 Thai workers met with relatives waiting to warmly welcome them.
