วันที่ 9 พฤศจิกายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงความคืบหน้าการให้ความช่วยเหลือแรงงานไทยที่ได้รับผลกระทบจากสถานการณ์ความไม่สงบในประเทศอิสราเอลของแรงงานไทยที่เสียชีวิตจากเหตุการณ์ดังกล่าวว่า ในเรื่องนี้ผมได้ติดตามความคืบหน้าการให้ความช่วยเหลือเยียวยาแรงงานไทยที่ได้รับผลกระทบจากสถานการณ์ความไม่สงบในอิสราเอลอย่างใกล้ชิด และได้สั่งการให้สำนักงานประกันสังคมตรวจสอบสิทธิ์ของแรงงานไทยที่เสียชีวิตว่าเคยเป็นผู้ประกันตนมาก่อนหรือไม่เพื่อเร่งให้ความช่วยเหลือสิทธิประโยชน์จากกองทุนประกันสังคมโดยเร็วที่สุด ในเรื่องนี้ผมได้รับรายงานจากสำนักงานประกันสังคมว่า จากการตรวจสอบสิทธิแรงงานไทยที่เสียชีวิตในอิสราเอลทั้ง 33 ราย พบว่า ผู้เสียชีวิตเหล่านี้ เคยทำงานในบริษัทในประเทศไทยและสมัครเป็นผู้ประกันตนมาก่อน จากนั้นได้เดินทางไปทำงานในประเทศอิสราเอล และเมื่อมาเสียชีวิตจากเหตุการณ์ดังกล่าวจึงเกิดสิทธิประโยชน์จากกองทุนประกันสังคมขึ้น ในจำนวนนี้เป็นผู้ประกันตน 29 ราย โดยสำนักงานประกันสังคมจะจ่ายให้กับทายาทผู้มีสิทธิตามกฎหมายประกันสังคม รวมเป็นเงินประโยชน์ทดแทนที่จ่ายให้กับทายาทผู้เสียชีวิต จำนวน 1,186,507.55 บาท ดังนี้ 1) เที่ยวบินที่ LY 083 ซึ่งเดินทางถึงสนามบินสุวรรณภูมิเมื่อวันที่ 20 ตุลาคม 2566 เวลา 08.50 น. เป็นเงินค่าทำศพ เงินสงเคราะห์กรณีตาย และเงินสะสมกรณีชราภาพของผู้เสียชีวิต จำนวน 8 ราย 2) เที่ยวบินที่ LY 083 เดินทางถึงสนามบินสุวรรณภูมิเมื่อวันที่ 26 ตุลาคม 2566 เวลา 10.35 น. จำนวน 7 ราย เป็นเงินสะสมกรณีชราภาพของผู้เสียชีวิต โดยจะจ่ายให้ทายาท จำนวน 5 ราย 3) เที่ยวบินที่ LY 083 เดินทางถึงสนามบินสุวรรณภูมิเมื่อวันที่ 1 พฤศจิกายน 2566 เวลา 12.40 น. จำนวน 11 ราย เป็นเงินสะสมกรณีชราภาพของผู้เสียชีวิต โดยจะจ่ายให้ทายาทผู้มีสิทธิตามกฎหมาย จำนวน 10 ราย และ 4) เที่ยวบินที่ LY 081 ที่จะเดินทางถึงสนามบินสุวรรณภูมิในวันนี้ (9 พ.ย.66) เวลา 12.15 น. จำนวน 8 ราย เป็นเงินสะสมกรณีชราภาพของผู้เสียชีวิต โดยจะจ่ายให้ทายาท จำนวน 6 ราย เป็นเงินค่าทำศพ เงินสงเคราะห์กรณีตาย และเงินสะสมกรณีชราภาพของผู้เสียชีวิต
ด้าน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม กล่าวเพิ่มเติมว่า สำนักงานประกันสังคมได้ขานรับนโยบายของท่านรัฐมนตรีว่าการกระทรวงแรงงานที่ให้การช่วยเหลือเยียวยาแรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในอิสราเอลเป็นไปด้วยความเรียบร้อย ผมจึงได้สั่งการให้สำนักงานประกันสังคมจังหวัดทุกจังหวัดในพื้นที่ภูมิลำเนาของแรงงานไทยที่เสียชีวิตเร่งมอบสิทธิประโยชน์กองทุนประกันสังคมแก่ทายาทแรงงานไทยที่เสียชีวิตจากอิสราเอล เพื่อให้ได้รับสิทธิ์พึงได้ตามกฎหมายโดยเร็วที่สุด ทั้งนี้ สามารถสอบถามรายละเอียดเพิ่มเติมได้ที่สายด่วนกระทรวงแรงงาน 1506 กด 1 สำนักงานประกันสังคม
On November 9, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, spoke about the progress of assisting the Thai workers affected by the unrest in Israel and those who died from the said incident. He said he has closely followed the progress of providing relief to Thai workers affected by the unrest in Israel and has instructed the Social Security Office to check the rights of the deceased Thai workers to see if they were previously insured or not to expedite assistance and benefits from the Social Security Fund as quickly as possible. He received a report from the Social Security Office that all 33 Thai workers who died in Israel used to work for a company in Thailand and applied as an insured person before traveling to work in Israel. And when they died from such an event, benefits from the Social Security Fund arose. Of these, 29 are insured persons, in which the Social Security Office will compensate the rightful beneficiaries under the Social Security law for a total of 1,186,507.55 Baht. The compensation paid to the beneficiaries of the deceased are as follows: 1) Flight LY 083, which arrived at Suvarnabhumi Airport on October 20, 2023, at 08.50 hours. Compensation for funeral expenses, death benefits, and old-age savings for eight deceased persons will be paid. 2) Flight LY 083, which arrived at Suvarnabhumi Airport on October 26, 2023, at 10.35 hours, had seven bodies. Old-age savings for the deceased persons will be paid to the beneficiaries of 5 persons. 3) Flight LY 083, which arrived at Suvarnabhumi Airport on November 1, 2023, at 12.40 hours, had 11 bodies. The old-age savings of the deceased will be paid to legal beneficiaries of 10 persons. 4) Flight LY 081, which will arrive at Suvarnabhumi Airport today (November 9, 2023) at 12.15 hours, has eight bodies. The old-age savings of the deceased will be paid to legal beneficiaries of 6 persons as funeral expenses, death benefits, and old-age savings of the deceased.
The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, added that the Social Security Office has responded to the Labour Minister’s policy to provide relief to Thai workers who died during the unrest in Israel. He has instructed the Provincial Social Security Office of every province in the domicile area of the deceased Thai workers from Israel to expedite the provision of Social Security Fund benefits to the rightful beneficiaries to receive legal rights as quickly as possible.
