วันที่ 27 ธันวาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า หลังจากที่กระทรวงแรงงานได้เปิดให้แรงงานไทยจากอิสราเอลมายื่นคำร้องเพื่อขอรับเงินเยียวยาแรงงานไทยจากสถานการณ์ความไม่สงบในอิสราเอล รายละ 50,000 บาท ได้ที่กระทรวงแรงงาน ถนนมิตรไมตรี ดินแดง และสำนักงานแรงงานจังหวัดทุกจังหวัด ตั้งแต่วันที่ 18 ธันวาคม 2566 ที่ผ่านมานั้น ความคืบหน้าขณะนี้ พบว่า มีผู้มายื่นคำร้องแล้ว จำนวน 7,622 ราย จากจำนวนทั้งหมด 9,697 คน คิดเป็น 78.60 % แยกเป็น กรณีมายื่นด้วยตนเอง 7,575 ราย กรณีเสียชีวิต 22 ราย กรณี Re-Entry 25 ราย
ส่วนจังหวัด 5 อันดับแรกที่ผู้มายื่นคำร้องมากที่สุด คือ อุดรธานี 1,061 ราย รองลงมา คือ เชียงราย 932 ราย นครพนม 595 ราย นครราชสีมา 470 ราย น่าน 421 ราย ตามลำดับ ในส่วนของกรุงเทพมหานคร มีผู้มายื่นที่ศูนย์ช่วยเหลือแรงงานและติดตามสถานการณ์ความไม่สงบในอิสราเอล กระทรวงแรงงาน ชั้น 1 อาคารกระทรวงแรงงาน ถนนมิตรไมตรี จำนวน 282 ราย
“ที่ประชุมคณะรัฐมนตรี เห็นชอบอนุมัติงบกลางปี 2566 วงเงิน 750 ล้านบาท เพื่อใช้จ่ายโครงการเยียวยาแรงงานไทยที่ขาดรายได้ จากสถานการณ์ความไม่สงบในอิสราเอล ประมาณการไว้ 15,000 คน โดยจะจ่ายให้คนละ 50,000 บาท ประกอบด้วย แรงงานที่เดินทางไปทำงานและกลับไทยหลังวันที่ 7 ต.ค.2566 แรงงานที่เสียชีวิตจากสถานการณ์ความไม่สงบ แรงงานที่เดินทางไปทำงานและกลับก่อนวันที่ 7 ต.ค. โดยใช้ Re-entry Visa แต่ไม่สามารถเดินทางกลับไปทำงานที่อิสราเอลได้เนื่องจากถูกชะลอไว้ แรงงานไทยที่คาดว่าจะเดินทางกลับเพิ่มเติมรวมถึงแรงงานที่ถูกจับเป็นตัวประกัน ระยะเวลาดำเนินการ ตั้งแต่ ธันวาคม 2566 – กันยายน 2567 หรือจนกว่าจะดำเนินการจ่ายเงินเยียวยาแล้วเสร็จ” ด้าน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน กล่าวว่า ในส่วนของแรงงานไทยที่ได้ยื่นเอกสารไว้กับทางกระทรวงแรงงานและได้ติดต่อสอบถามมายังกระทรวงแรงงานถึงเรื่องที่ยังไม่ได้รับเงินค่าเดินทางกลับจากอิสราเอลนั้น เกี่ยวกับความคืบหน้าเรื่องนี้ ขอแจ้งให้ทราบว่า ขณะนี้ กระทรวงแรงงานได้จัดส่งเอกสารคำขอดังกล่าวไปยังกรมการกงสุล กระทรวงการต่างประเทศ พิจารณาแล้ว 4,086 ราย จากจำนวนผู้มายื่นคำขอรับเงินค่าพาหนะ เดินทางกลับไทย 4,359 ราย ในขณะที่มีผู้ยื่นคำร้องขอรับสิทธิประโยชน์กองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ ทั้งหมดจำนวน 9,740 ราย วินิจฉัยสั่งจ่ายไปแล้ว 9,540 คน จำแนกเป็น กรณีเสียชีวิต 40,000 บาท จำนวน 36 คน กรณีบาดเจ็บ 30,000 บาท จำนวน 18 คน กรณีสงคราม 15,000 บาท จำนวน 9,486 คน คิดเป็นเงิน 144,270,000 บาท
“การดำเนินการจ่ายเงินช่วยเหลือตามข้อสั่งการของท่านพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เจ้าหน้าที่ได้เร่งทำงานอย่างเต็มที่เพื่อให้การจ่ายสิทธิประโยชน์กองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ เป็นไปด้วยความรวดเร็ว ซึ่งเราจะเร่งดำเนินการให้เร็วที่สุด จนกว่าแรงงานไทยจะได้รับสิทธิครบทุกราย อย่างไรก็ดี ในการยื่นคำร้องขอรับค่าเดินทางกลับจากอิสราเอลนั้น กระทรวงแรงงานจะทำหน้าที่รับเรื่องของคนไทยทุกคนที่เดินทางกลับประเทศไทยเนื่องจากเหตุการณ์ความไม่สงบในอิสราเอล ทั้งกลุ่ม นักเรียน นักศึกษา และแรงงานไทย ซึ่งขณะนี้ได้จัดส่งเอกสารให้กระทรวงการต่างประเทศเป็นผู้พิจารณาค่าชดเชย/ค่าใช้จ่าย โดยหลังจากยื่นเอกสารกับกระทรวงแรงงานแล้ว” นายไพโรจน์ กล่าว
On December 27, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, said that the Ministry of Labour had opened its doors for Thai workers from Israel to submit applications to receive 50,000 Baht in compensation for the unrest in Israel. Applications can be submitted at the Ministry of Labour on Mitmaitri Road, Din Daeng, and every Provincial Labour Offices. Doors opened on December 18, 2023. So far, 7,622 people have submitted their applications from a total of 9,697 people, accounting for 78.60 percent, of which 7,575 cases are of self-application, 22 cases of death, and 25 cases of re-entry.
The top five provinces with the most applicants are Udon Thani with 1,061 cases, followed by Chiang Rai with 932 cases, Nakhon Phanom with 595 cases, Nakhon Ratchasima with 470 cases, and Nan with 421 cases. Meanwhile, Bangkok had 282 cases submitted at the Labour Assistance and Israel War Monitoring Center, 1st floor, Ministry of Labour.
“The Cabinet meeting approved the 2023 mid-year budget of 750 million Baht for the project to provide relief to Thai workers who have lost income from the unrest in Israel. It is estimated that 15,000 people will be paid 50,000 Baht per person. This consists of workers who traveled to work and returned to Thailand after October 7, 2023, workers who died in the unrest, and workers who traveled to work and returned before October 7 using re-entry visas but were unable to return to work in Israel because of the delay. More Thai workers are expected to return, including those held hostage. The processing period is from December 2023 to September 2024 or until the payment of compensation is completed,” said the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian. For Thai workers who have submitted documents to the Ministry of Labour and have contacted the Ministry of Labour to follow up on the matter of not yet receiving payment for the return from Israel, the Ministry of Labour has now sent the said documents to the Department of Consular Affairs. The Ministry of Foreign Affairs has considered 4,086 cases from the 4,359 people who submitted applications for travel reimbursements for returning to Thailand. Meanwhile, 9,740 people applied for benefits from the fund to help job seekers working abroad. From that, 9,540 people have already been confirmed to be paid. This includes 40,000 Baht for death for 36 people, 30,000 Baht for injuries for 18 people, and 15,000 for war for 9,486 people, totaling 144,270,000 Baht.
“The payment for compensation following the order of the Labour Minister, Mr. Phiphat Ratchakitprakarn, is being processed. Officials have been working hard to provide fund benefits to overseas workers quickly. We will continue to expedite the process as quickly as possible until all Thai workers receive their entitlements. However, when applying for return travel expenses from Israel, the Ministry of Labor will accept the case of all Thai people who have returned to Thailand due to the unrest in Israel, including students and Thai workers. The documents have now been sent to the Ministry of Foreign Affairs to consider compensation and expenses, following the submission of documents to the Ministry of Labour,” said Mr. Phairoj.
