วันที่ 13 ธันวาคม 2566 เวลา 09.00 น. ตามเวลาท้องถิ่นของประเทศซาอุดีอาระเบีย ซึ่งช้ากว่าประเทศไทย 4 ชั่วโมง นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน และ นายสมชาย มรกตศรีวรรณ ผู้ตรวจราชการกระทรวงแรงงาน รักษาราชการแทน อธิบดีกรมการจัดหางาน เข้าร่วมการประชุมระดับโลกว่าด้วยตลาดแรงงาน (Global Labor Market Conference: GLMC) ณ ศูนย์การประชุม King Abdulaziz International Conference Center กรุงริยาด ราชอาณาจักรซาอุดีอาระเบีย ตามคำเชิญของรัฐบาลซาอุดีอาระเบีย
นายพิพัฒน์ กล่าวว่า ผมขอขอบคุณท่านอะห์หมัด บิน สุไลมาน อัลรอยิฮี รัฐมนตรีว่าการกระทรวงทรัพยากรมนุษย์และการพัฒนาสังคม ราชอาณาจักรซาอุดีอาระเบีย และคณะ ที่ให้การต้อนรับอย่างอบอุ่น และให้ผมและคณะได้มีโอกาสเข้าร่วมการประชุมกับทุกท่านในวันนี้ ผมขอแสดงความยินดีกับราชอาณาจักรซาอุดีอาระเบีย สำหรับการเป็นเจ้าภาพในครั้งนี้ กระทรวงแรงงานของไทยมีภารกิจสำคัญในการสร้างความเข้มแข็งให้กับตลาดแรงงาน และยกระดับความเป็นอยู่ของประชาชนชาวไทย หนึ่งในเป้าหมายสำคัญและเร่งด่วน คือการสร้างศักยภาพให้แก่กำลังแรงงานไทยให้มีความสามารถตรงตามความต้องการของตลาดแรงงานในประเทศและในต่างประเทศ แรงงานที่มีทักษะและใบคุณวุฒิเป็นหลักฐานพิสูจน์ความสามารถ จะสามารถเข้าถึงโอกาสในการจ้างงานที่ดีและค่าตอบแทนที่เป็นธรรม โดยกระทรวงแรงงานได้กำหนดเป้าหมาย ในการยกระดับทักษะฝีมือแรงงาน ผ่านการ up skill และ re skill ให้แก่แรงงานจำนวน 3.9 ล้านคน และขยายตลาดงานในต่างประเทศเพิ่มขึ้น จำนวน 100,000 อัตรา ภายในปี 2567 นอกจากนี้ แรงงานไทยเป็นแรงงานที่มีฝีมือ มีศักยภาพได้รับการพิสูจน์จากผลการแข่งขันฝีมือแรงงานเอเชียเมื่อสองสัปดาห์ที่ผ่านมา ได้แก่ 1 เหรียญทอง 2 เหรียญเงิน และ 1 เหรียญทองแดง นอกเหนือจากแรงงานไทย 1 แสนคนที่ทำงานอยู่ในต่างประเทศในปัจจุบัน แรงงานหนุ่มสาวของไทยยังมีความคาดหวังที่จะมีโอกาสในการไปทำงานต่างประเทศ โดยปัจจุบันกระทรวงแรงงานมีสำนักงานแรงงานในต่างประเทศ จำนวน 12 แห่งทั่วโลก พร้อมที่จะให้ข้อมูลเพิ่มเติมเกี่ยวกับการจ้างงานแรงงานไทย
ทั้งนี้ รัฐมนตรีว่าการกระทรวงแรงงาน ได้ร่วมกล่าวถ้อยแถลงในการประชุมโต๊ะกลมระดับรัฐมนตรีที่มีรัฐมนตรีจาก 20 ประเทศ เข้าร่วมการประชุม โดยได้เน้นย้ำถึงทักษะฝีมือแรงงานของไทยที่เป็นที่ยอมรับไปทั่วโลก และการส่งเสริมโอกาสสำหรับแรงงานไทยในต่างประเทศ ซึ่งรัฐบาลไทยส่งเสริมความร่วมมือกับนานาประเทศ เพื่อรับประกันการโยกย้ายถิ่นฐานที่ปลอดภัย และคุ้มครองสิทธิแรงงานตามมาตรฐานสากล
โอกาสเดียวกันนี้ รมว.แรงงาน พิพัฒน์ ยังได้กล่าวเชิญชวนผู้เข้าร่วมประชุมเข้าร่วมงาน Thailand Mega Fair 2023 ซึ่งเป็นงานแสดงสินค้าและบริการของไทยที่ใหญ่ที่สุดในซาอุดีอาระเบีย จัดขึ้นระหว่างวันที่ 13 – 16 ธันวาคม 2566 ณ Arena Riyadh ซึ่งกระทรวงแรงงานจะเข้าร่วมงานดังกล่าวด้วย เพื่อแสดงตัวอย่างความสำเร็จของแรงงานไทยที่มีบทบาทในตลาดแรงงาน และมีคุณประโยชน์ต่อเศรษฐกิจของประเทศต่างๆ ทั่วโลก โดยรัฐบาลไทยเปิดรับความร่วมมือและหุ้นส่วนที่จะเกิดขึ้นใหม่ เพื่อสร้างงานที่มีคุณค่า และความยุติธรรมทางสังคม โดยไม่ทิ้งใครไว้ข้างหลัง
On December 13, 2023, at 09.00 hours local time in Saudi Arabia, which is 4 hours behind Thailand, the Labour Minister, Mr. Phiphat Ratchakitprakarn, the Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, the Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, and the Ministry of Labour’sInspector-General and Acting Director-General of the Department of Employment, Mr. Somchai Morakotsriwan, participated in the Global Labor Market Conference (GLMC) at the King Abdulaziz International Conference Center, Riyadh, Kingdom of Saudi Arabia, at the invitation of the Saudi Arabian government.
Mr. Phiphat thanked H.E. Ahmad bin Sulaiman AlRajhi, Minister of Human Resources and Social Development, Kingdom of Saudi Arabia, and the delegation for giving a warm welcome and for providing the opportunity to attend the meeting today. He congratulated the Kingdom of Saudi Arabia on being the host this time. The Thai Ministry of Labour has an important mission to strengthen the labour market and improve the living standards of the Thai people. One of the important and urgent goals is to build the potential of the Thai workforce to have the ability to meet the needs of the labour market, both in the country and abroad. Skilled workers who hold certificates will be evidence of competency. They will have access to good employment opportunities and fair compensation. The Ministry of Labour has set goals to upgrade the workforce’s skills through upskilling and reskilling for 3.9 million workers and expanding the overseas job market by 100,000 positions by 2024. In addition, it aims to promote Thai workers as skilled workers. The potential has been proven by the outcome of the Asian Skills Competition two weeks ago, where Thailand won one gold medal, two silver medals, and one bronze medal. In addition to the 100,000 Thai workers currently working abroad, young Thai workers expect to have the opportunity to work abroad. Currently, the Ministry of Labour has 12 overseas labour offices around the world, equipped to provide additional information regarding the employment of Thai workers.
The Labour Minister gave a statement in the ministerial round table meeting with ministers from 20 countries. He emphasized Thai workers’ skills that are accepted throughout the world and promoted opportunities for Thai workers abroad. He said that the Thai government promotes cooperation with many other countries to guarantee safe migration and the protection of worker rights according to international standards.
On the same occasion, the Labour Minister, Mr. Phiphat, invited attendees to attend the Thailand Mega Fair 2023, which is the largest exhibition of Thai products and services in Saudi Arabia. The event is scheduled for December 13 to 16, 2023, at Arena Riyadh. The Ministry of Labour will also participate in the event, showcasing examples of the success of Thai workers playing a role in the labour market, benefitting the economies of countries around the world. The Thai government is open to new cooperation and partnerships that will arise to create valuable work and social justice without leaving anyone behind.
