วันที่ 22 ธันวาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานแถลงข่าวของขวัญปีใหม่กระทรวงแรงงาน ปี 2567 โดยมี นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วมในครั้งนี้ด้วย ณ บริเวณโถงชั้นล่างอาคารกระทรวงแรงงาน
นายพิพัฒน์ฯ ได้กล่าวถึงผลงานตลอด 3 เดือน ตั้งแต่มารับตำแหน่งที่กระทรวงแรงงาน ซึ่งช่วยแก้ปัญหาให้กับพี่น้องแรงงานไทยได้มีคุณภาพชีวิตที่ดีขึ้น อาทิ การช่วยเหลือพี่น้องแรงงานไทยที่ได้รับผลกระทบในอิสราเอลให้ได้รับเงินเยียวยา ทั้งจากกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศ จำนวนคนละ 15,000 บาท และเสนอคณะรัฐมนตรีเพิ่มเงินเยียวยาอีกคนละ 50,000 บาท รวมถึงพักหนี้ให้กับแรงงานไทยที่ได้รับผลกระทบรายละไม่เกิน 150,000 บาท และเสนอร่าง พ.ร.บ.ส่งเสริมการพัฒนาคุณภาพชีวิตและคุ้มครองแรงงานอิสระ พ.ศ. เพื่อส่งเสริมคุ้มครองคุณภาพชีวิตแรงงานอิสระเข้าถึงสิทธิพื้นฐานความปลอดภัยในการทำงาน ครอบคลุมถึงการสนับสนุนการเข้าถึงสิทธิประโยชน์ของผู้ประกันตนมาตรา 40 และมาตรา 39 เพื่อสร้างรากฐานเศรษฐกิจการพัฒนาคุณภาพชีวิตด้วยการคุ้มครองแรงงาน เป็นต้น
นายพิพัฒน์ กล่าวว่า นายเศรษฐา ทวีสิน นายกรัฐมนตรี ได้มีความห่วงใยพี่น้องผู้ใช้แรงงานทุกคน ทุกกลุ่ม และได้สั่งการให้ทุกกระทรวงพิจารณาของขวัญที่จะมอบให้ประชาชน เพื่อกระตุ้นเศรษฐกิจและเป็นกำลังใจแก่พี่น้องผู้ใช้แรงงานทั่วประเทศ รวมทั้งพี่น้องแรงงานไทยที่ไปทำงานในต่างประเทศ ในช่วงเทศกาลปีใหม่ ซึ่งในส่วนของกระทรวงแรงงานนั้นในปี 2567 นี้มีของขวัญปีใหม่ จำนวน 11 ชิ้น ในหัวข้อ “เพิ่ม ฟรี ปรับขึ้น สะดวก ช่วยปลดหนี้” ภายใต้แคมเปญ “อุ่นใจผู้ให้ สุขใจผู้รับ”เพื่อมอบความสุขแก่พี่น้องผู้ใช้แรงงาน ดังนี้
ชิ้นที่ 1 “เพิ่ม”อัตราค่าจ้างตามมาตรฐานฝีมือแรงงาน 6 สาขาอาชีพ 54 สาขา ตามร่างอัตราค่าจ้าง ตามมาตรฐานฝีมือ 54 สาขา ซึ่งประกาศในราชกิจจานุเบกษาแล้วเมื่อวันที่ 19 ธันวาคมที่ผ่านมา โดยมีผลบังคับใช้ 90 วันหลังจากวันที่ประกาศแล้ว
ชิ้นที่ 2 “ปรับขึ้น”อัตราค่าจ้างขั้นต่ำทั่วประเทศ โดยคณะกรรมการไตรภาคีได้พิจารณาปรับอัตราค่าจ้างขั้นต่ำไปแล้วเมื่อวันที่ 8 ธ.ค.66 และได้นำมาทบทวนอีกครั้งเมื่อวันที่ 20 ธันวาคมที่ผ่านมานั้น ซึ่งที่ประชุมไตรภาคีได้มีมติเห็นชอบให้ใช้มติเดิม ผมเองก็จะนำมติในเรื่องนี้เข้าที่ประชุมคณะรัฐมนตรีในสัปดาห์หน้า เพื่อขอความเห็นชอบให้มีผลใช้บังคับในช่วงเดือนมกราคม 2567 เพื่อเป็นของขวัญปีใหม่ให้กับพี่น้องแรงงาน
ชิ้นที่ 3 “ฟรี”กู้เงินกองทุนเพื่อผู้รับงานไปทำที่บ้าน ดอกเบี้ย 0% จำนวน 24 เดือน โดยมีอัตราดอกเบี้ยเงินกู้หรือค่าธรรมเนียม ร้อยละ 0 ต่อปี ในงวดที่ 1 – 24 โดยไม่ปลอดเงินต้น และงวดที่ 25 เป็นต้นไปจนสิ้นสุดสัญญา คิดอัตราร้อยละ 3 ต่อปี ผู้รับงานไปทำที่บ้านรายบุคคลยื่นคำขอกู้ไม่เกิน 50,000 บาท รายกลุ่มบุคคลกู้ไม่เกิน 300,000 บาท ระยะเวลายื่นคำขอกู้ ตั้งแต่1 ธ.ค.66 – 31 ส.ค.67 กรอบวงเงิน 5,000,000 บาท ทำให้มีผู้จดทะเบียนเป็นผู้รับงานไปทำที่บ้านกว่า 6,000 ราย เกิดรายได้ไม่น้อยกว่า 16.2 ล้านบาทต่อปี
ชิ้นที่ 4 “ฟรี”ตรวจเช็คสภาพรถยนต์และรถจักรยานยนต์ ก่อนเดินทาง 7 วัน ช่วงเทศกาลปีใหม่ ระหว่างวันที่ 22 – 28 ธ.ค. 66 ในวันและเวลาราชการ ฟรี 10 รายการ ได้แก่ ล้อ/ลมยาง ระบบเบรก กรองอากาศ ระบบไฟเลี้ยว/ไฟสัญญาณ ใบปัดน้ำฝน ระบบปรับอากาศ น้ำยาฉีดกระจก แบตเตอรี่ น้ำกลั่นพวงมาลัย/แฮนด์/แตร
ชิ้นที่ 5 “ฟรี” ฝึกอบรมออนไลน์ หลักสูตรภาษาอังกฤษ ภาษาจีน การตลาดออนไลน์ และดิจิทัล ฟรีจำนวน 10,000 สิทธิ์ เพื่อแรงงานไทยได้ Up skill ตนเอง ทุกที่ ทุกเวลา ตั้งแต่วันที่ 22 – 28 ธ.ค.66 หรือจนกว่าจะครบ
ชิ้นที่ 6 “ช่วยปลดหนี้” ผ่านโครงการเงินกู้สร้างสุข ปลดทุกข์หนี้นอกระบบ ในวงเงินไม่เกินคนละ 100,000 บาท เพื่อช่วยเหลือให้ผู้ใช้แรงงานที่เป็นสมาชิกสหกรณ์ออมทรัพย์หรือสหกรณ์เครดิตยูเนี่ยนในสถานประกอบกิจการและรัฐวิสาหกิจ นำไปปลดหนี้สิน หรือลงทุนประกอบอาชีพเสริม ในวงเงินโครงการ จำนวน 50,000,000 บาท เพื่อพัฒนารายได้แก่ตนเองและครอบครัวให้แรงงานได้รับสวัสดิการที่ดีสามารถยกระดับคุณภาพชีวิตแรงงานให้ดียิ่งขึ้น รวมทั้งเสริมสร้างรากฐานความมั่นคงด้านเศรษฐกิจของประเทศโดยรวม
ชิ้นที่ 7 “ฟรี”อบรม Safety 10,000 คน เพื่อให้นายจ้างปฏิบัติตามที่กฎหมายกำหนดได้อย่างถูกต้องและครบถ้วน ลดอุบัติเหตุ อุบัติภัยจากการทำงาน ทำให้ลูกจ้างได้รับการดูแลเกี่ยวกับความปลอดภัย
อาชีวอนามัย และสภาพแวดล้อม ในการทำงาน จำนวน 1,000,000 คน
ชิ้นที่ 8 “ฟรี”ตรวจสุขภาพ 14 รายการ ผู้ประกันตนสุขภาพดีถ้วนหน้า อาทิ มะเร็งปากมดลูก ตรวจคัดกรอกมะเร็งลำไส้ ตรวจเต้านม ความสมบูรณ์ของเม็ดเลือด เชื้อไวรัสตับอักเสบ ตรวจไขมันในเลือด เริ่ม 1 มกราคม 2567
ชิ้นที่ 9 “สะดวก”ผู้ประกันตนฟันดีด้วยรถทันตกรรมเคลื่อนที่ ณ สถานประกอบการ (SSO Mobile e-Dent) วงเงิน 900 บาท/คน/ปี โดยผู้ประกันตนเข้ารับบริการทันตกรรมด้วยรถ Mobile Service สะดวก ไม่ต้องสำรองจ่าย มอบสิทธิประโยชน์ทำฟันสะดวก อุดฟัน ขูดหินปูน ถอนฟัน และผ่าตัดฟันคุด ที่สถานประกอบการ ด้วยรถทันตกรรมเคลื่อนที่ประกันสังคม ผู้ประกันตนสะดวก ทำฟันสะดวก ที่สถานประกอบการ ไม่ต้องหยุดงาน ไม่ต้องเดินทาง เริ่ม 1 ม.ค. – 31 มี.ค.67
ชิ้นที่ 10 “ฟรี”บริการประกันสังคมครบจบใน APP เดียว “SSO plus+”ภายใต้โครงการพัฒนาแพลตฟอร์มดิจิทัล กลางเชื่อมต่อบริการประกันสังคม ให้ผู้ประกันตนอย่างเฉพาะเจาะจง และแพลตฟอร์มดิจิทัลเพื่อรวมศูนย์การบริการตามภารกิจหลักของกองทุนเงินทดแทน เพื่อความสะดวกให้ผู้ประกันตน เริ่ม 1 มกราคม 2567 เป็นต้นไป
ชิ้นที่ 11 “ฟรี”ติดตั้งระบบรายงานจุดเสี่ยงอันตรายด้านความปลอดภัยและอาชีวอนามัย และประเมิน ความเสี่ยงขั้นต้น เปิดรับสมัครตั้งแต่วันที่ 1 – 31 ม.ค.67 สถานประกอบกิจการมีระบบรายงานจุดเสี่ยงอันตราย และประเมินความเสี่ยงขั้นต้นเพื่อป้องกันการเกิดอุบัติเหตุจากการทำงาน
ต่อจากนั้น รมว.แรงงาน และผู้บริหารกระทรวงแรงงาน ได้เยี่ยมชมบูธกิจกรรมของหน่วยงานในสังกัดกระทรวงแรงงานและหน่วยงานภาคเอกชนที่เข้าร่วมที่ให้บริการตรวจสุขภาพในเบื้องต้น โดยแพทย์เฉพาะทางได้แก่ บริการประกันสังคมครบจบในแอพเดียว SSO Plus+ ตรวจสุขภาพฟรี 14 รายการ ผู้ประกันตนสุขภาพดีถ้วนหน้า และผู้ประกันตนทำฟันฟรีด้วยรถ ทันตกรรมเคลื่อนที่ ณ สถานประกอบการ จากสำนักงานประกันสังคม อบรม Safety 10,000 คน และเงินกู้สร้างสุข ปลดทุกข์หนี้นอกระบบ จากกรมสวัสดิการและคุ้มครองแรงงาน กองทุนผู้รับงานไปทำที่บ้านดอกเบี้ย 0 % จากกรมการจัดหางาน T-OSH Application : ระบบรายงานจุดเสี่ยงอันตราย จาก สถาบันส่งเสริม ความปลอดภัย อาชีวอนามัยและสภาพแวดล้อมในการทำงาน (องค์การมหาชน) และ อัตราค่าจ้างตามมาตรฐานฝีมือแรงงาน 6 สาขาอาชีพ จากสำนักงาน ปลัดกระทรวงแรงงาน เป็นต้น
On December 22, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, chaired the press conference on the Ministry of Labour’s New Year’s gifts in 2024. The Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, and the Ministry of Labour’s senior executives also participated in the occasion at the foyer on the ground floor of the Ministry of Labour.
Mr. Phiphat spoke about the work over the past three months since he took the position at the Ministry of Labour. The work has helped solve problems for Thai workers to have a better quality of life. Measures have included support for Thai workers affected by the Israel situation, ensuring compensation from both the fund to help job seekers working abroad, in the amount of 15,000 Baht per person, and from the proposal to the Cabinet to increase the relief by another 50,000 Baht per person. Additionally, there are measures to suspend debt for affected Thai workers, not exceeding 150,000 Baht each. There is also the proposed draft Act to Enhance the Quality of Life and Protect Independent Workers, B.E., to promote and protect the quality of life of independent workers, ensuring access to basic rights and safety at work. It covers supporting access to benefits for insured persons under Section 40 and Section 39 to build the economic foundation and improve the quality of life through labour protection.
Mr. Phiphat said that the Prime Minister, Mr. Srettha Thavisin, cares about all groups of workers and has instructed all ministries to consider gifts to the people to stimulate the economy and encourage fellow workers across the country, including Thai workers working abroad for the New Year festival. For 2024, the Ministry of Labour has 11 New Year’s gifts under the concept of “Increase, Free, Enhance, Convenient, and Help Pay Off Debt” under the campaign “Giver’s Peace of Mind and Happy Recipients.” The measures aim to provide happiness to workers as follows:
Gift 1: “Increase” wage rates according to labour skill standards for six career fields in 54 branches following the draft wage rates according to the skill standards of 54 branches, which were announced in the Royal Gazette on December 19. It comes into effect 90 days after the date of announcement.
Gift 2: “Increase” the minimum wage rate nationwide. The tripartite committee considered adjusting the minimum wage rate on December 8, 2023, and reviewed it again on December 20. The tripartite meeting resolved to approve the original resolution. The Labour Minister will present this resolution to the Cabinet’s next meeting to request approval to come into effect in January 2024 as a New Year’s gift to the workforce.
Gift 3: “Free” loans from the Homeworkers Fund, providing 0 percent interest for 24 months, with a loan interest rate or fee of 0 percent per year in the 1st to 24th installments without paying the principal and the 25th installment onwards until the end of the contract. The rate is calculated at 3 percent per year. Individual home workers can apply for a loan not exceeding 50,000 Baht. Individual groups may borrow a maximum of 300,000 Baht. The period for submitting a loan application is from December 1, 2023, to August 31, 2024. The credit limit is 5,000,000 Baht, resulting in over 6,000 homeworkers registering and generating an income of no less than 16.2 million Baht per year.
Gift 4: “Free” checks on the condition of cars and motorcycles for seven days before the New Year festivities, between December 22 and 28, 2023, on official days and hours. Ten free items include wheels/tire pressure, brake system, air filter, turn signal/signal light system, wiper blades, air conditioning systems, windshield washer fluid, battery, distilled water, and steering wheel/handles/horn.
Gift 5: “Free” online training in English and Chinese language, and online and digital marketing courses. It will provide 10,000 Thai workers the opportunity to upgrade their skills anywhere, anytime from December 22 to 28, 2023, or until the quota is full.
Gift 6: “Help pay off debt” through the Happy Loan Relief Project, freeing workers from debt problems outside the system, not exceeding 100,000 Baht per person. The project aims to help workers who are members of savings cooperatives or credit unions in companies and state enterprises pay off debt or invest in additional careers. The project has a budget of 50,000,000 Baht, aimed to develop income for workers and their families so that workers receive good welfare and can improve their quality of life further, as well as strengthen the foundation for the economic stability of the country as a whole.
Gift 7: “Free” safety training for 10,000 people so that employers comply with the law and workplace accidents are reduced, encouraging employees to focus on occupational health, safety, and the working environment. It aims to reach 1,000,000 workers.
Gift 8: “Free” health check-ups for 14 items to ensure all insured persons are in good health, such as cervical cancer screening, colon cancer screening, breast examinations, complete blood counts, hepatitis virus testing, and blood fat testing, starting January 1, 2024.
Gift 9: “Convenient” mobile dental services for insured persons to promote good dental health (SSO Mobile e-Dent) with a credit limit of 900 Baht/person/year. Insured persons can get dental services conveniently using mobile services without needing to pay in advance. The service provides benefits for convenient dental work, including tooth filling, scaling, tooth extraction, and wisdom tooth surgery at business establishments using a social security mobile dental vehicle. It provides insured persons with convenient dental work at the establishment without the need to stop working or travel. Services will run from January 1 to March 31, 2024.
Gift 10: “Free” social security services in one app, the “SSO plus+,” under the digital platform development project for central connection to social security services for insured persons. This includes a digital platform to centralize services according to the main mission of the Compensation Fund, which is to provide convenience to insured persons starting January 1, 2024.
Gift 11: “Free” installation of systems to report occupational health and occupational hazard points and assess initial risks. Applications are open from January 1 to 31, 2024. Business establishments will have a system to report hazardous points and assess initial risks to prevent work-related accidents.
From there, the Labour Minister and the Ministry of Labour’s executives visited activity booths of agencies under the Ministry of Labour and participating private sector agencies providing preliminary health screening services. Specialized doctors included complete social security services in one app, SSO Plus+, and 14 free health checks, promoting insured persons to be in good health. Insured persons will also get free dentistry services through the mobile dentistry at the workplace initiative by the Social Security Office, as well as safety training for 10,000 people. There is also the Happy Loan Relief Project, helping people with debt issues outside the system of the Department of Labour Protection and Welfare, and the fund for home workers with 0 personal interest from the Department of Employment. There is the T-OSH Application, which identifies hazardous areas and reports them in the system from the Thailand Institute of Occupational Safety and Health (Public Organization) and wage rates according to skill standards for six occupations from the Office of the Permanent Secretary of Labour.
