วันที่ 29 กันยายน 2566 เวลา 10.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน และคณะ เดินทางตรวจเยี่ยมและรับทราบผลการดำเนินงานของสำนักงานประกันสังคม พร้อมมอบนโยบายและแนวทางการปฏิบัติราชการให้กับผู้บริหารและเจ้าหน้าที่สำนักงานประกันสังคม ณ ห้องประชุมอำพล สิงหโกวินท์ ชั้น 6 อาคารอำนวยการ สำนักงานประกันสังคม พร้อมเยี่ยมชมศูนย์อำนวยการจัดการเลือกตั้งผู้แทนฝ่ายนายจ้างและผู้แทนฝ่ายผู้ประกันตนเป็นกรรมการในคณะกรรมการประกันสังคม (ศอ.กต.นจ.ผปต.) ณ ชั้น 1 อาคารวิทุร แสงสิงแก้ว สำนักงานประกันสังคม โดยมีนายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม พร้อมด้วยคณะผู้บริหาร ข้าราชการและเจ้าหน้าที่สำนักงานประกันสังคมให้การต้อนรับ
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า รัฐบาลภายใต้การนำของท่านเศรษฐา ทวีสิน นายกรัฐมนตรี และผมในฐานะรัฐมนตรีว่าการกระทรวงแรงงาน ได้มีนโยบายสำคัญเพื่อขับเคลื่อนภารกิจกระทรวงแรงงาน เพื่อมุ่งยกระดับคุณภาพชีวิตแรงงานภายใต้แนวคิด “ทักษะดี มีงานทำ หลักประกันทางสังคมเด่น เน้นการขับเคลื่อนเศรษฐกิจ” ซึ่งในวันนี้ผมมีความยินดีเป็นอย่างยิ่งได้มาตรวจเยี่ยม และมอบนโยบายรวมทั้งพบปะผู้บริหาร ข้าราชการ และเจ้าหน้าที่ของสำนักงานประกันสังคม ที่มีส่วนสำคัญในการดูแลให้ความคุ้มครอง เพื่อสร้างหลักประกันชีวิตแก่พี่น้องผู้ใช้แรงงานกว่า 24 ล้านคนทั่วประเทศ ถือเป็นภารกิจสำคัญที่ช่วยกันขับเคลื่อนเศรษฐกิจของประเทศ เพราะสามารถให้ความช่วยเหลือบรรเทาความเดือดร้อนแก่ลูกจ้าง ผู้ประกันตน จากการขาดรายได้เมื่อต้องประสบปัญหาจากสถานการณ์ต่างๆ สำเร็จลุล่วงไปด้วยดี
รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวต่อไปว่า เพื่อให้เห็นผลเป็นรูปธรรมที่ชัดเจน ในวันนี้ ผมได้เน้นย้ำถึงนโยบายในการปฏิบัติภารกิจของสำนักงานประกันสังคมในปีงบประมาณ พ.ศ. 2567 “ทักษะดี มีงานทำ หลักประกันทางสังคมเด่น เน้นขับเคลื่อนเศรษฐกิจ” ที่จะใช้ในการขับเคลื่อนงานประกันสังคมให้เข็มแข็ง เป็นที่ยอมรับ เชื่อมั่น และไว้วางใจ จากลูกจ้าง ผู้ประกันตนและสังคมโดยรวม ดังนี้
1. Micro Finance ลดหนี้ เติมทุน สร้างสุข เพื่อพัฒนาและยกระดับให้แรงงานมีคุณภาพชีวิตที่ดียิ่งขึ้น
2. กองทุนมั่นคง แรงงานมั่งคั่ง ประกันสังคมยั่งยืน โดยต้องบริหารจัดการอย่างมีประสิทธิภาพ โปร่งใส
และมีความยั่งยืน
3. Best e-Service ประกันสังคมยุคใหม่ สร้างความมั่นคง เพิ่มความมั่นใจ ยกระดับการให้บริการของสำนักงานประกันสังคม ผ่าน e-Service โดยการนำระบบ e-Claim มาใช้ในการให้บริการเบิก-จ่ายเงิน และอำนวยความสะดวกแก่ผู้ประกันตน
4. สร้างรากฐานเศรษฐกิจ พัฒนาคุณภาพชีวิตด้วยการคุ้มครองแรงงาน ปรับปรุงและพัฒนากฎหมายให้มีความเหมาะสมกับบริบทเศรษฐกิจและสังคมของประเทศ และสอดคล้องกับมาตรฐานสากล
5. การเพิ่มประสิทธิภาพระบบบริการทางการแพทย์ ยกระดับการให้บริการทางการแพทย์และการส่งเสริมสุขภาพ ป้องกันโรค แก่ลูกจ้าง ผู้ประกันตนโดยผู้ประกันตนต้องได้รับการบริการทางด้านสุขภาพอนามัย การรักษาพยาบาลที่ดีขึ้นกว่าเดิม
6. จัดทำสิทธิประโยชน์ Package Premium สำหรับผู้ประกันตนมาตรา 40 เช่น เพิ่มสิทธิกรณีเจ็บป่วย ชดเชยรายได้ตามค่าแรงขั้นต่ำ ค่าตอบแทนกรณีนอนรักษาตัวที่โรงพยาบาล โดยอาจยกระดับให้เท่ากับผู้ประกันตนมาตรา 39 รวมทั้งการจูงใจให้ผู้ประกันตนมาตรา 40 ส่งเงินสมทบอย่างต่อเนื่อง
ในการนี้ รมว.แรงงาน นายพิพัฒน์ ได้กล่าวฝากแนวทางปฏิบัติราชการเพิ่มเติม ว่า ขอให้ดำเนินการตามนโยบายที่ท่านนายกรัฐมนตรีได้แถลงต่อรัฐสภา โดยให้ผู้บริหารผลักดันนโยบายให้เป็นรูปธรรมโดยเร็ว มีการบูรณาการการทำงานที่เป็นหนึ่งเดียวกับกระทรวงแรงงาน ทั้งระดับนโยบายและระดับปฏิบัติ เพื่อผลักดันนโยบายรัฐบาลและนโยบายกระทรวงแรงงานให้เป็นผลสำเร็จ โดยยึดประโยชน์สูงสุดของลูกจ้าง ผู้ประกันตนเป็นหลัก และขอให้ติดตามการทำงานของรัฐบาลและสร้างการรับรู้ให้กับประชาชน รวมทั้งสำนักงานประกันสังคมต้องสร้างความโปร่งใส ตรวจสอบได้ และมีธรรมาภิบาลเพื่อให้สาธารณชน
ได้มีความเชื่อมั่น และมั่นใจในระบบประกันสังคม
“ผมขอขอบคุณและให้กำลังใจในการทำงานของผู้บริหาร ข้าราชการ และเจ้าหน้าที่สำนักงานประกันสังคม ที่มุ่งมั่นทุ่มเทเสียสละในการปฏิบัติงาน ขอให้มุ่งมั่น คิดดี ทำดี ในการขับเคลื่อนนโยบายและแนวทางการทำงานที่สำคัญยิ่ง และผมขอยืนยันว่าจะรักษาสิทธิประโยชน์ให้พี่น้องแรงงานไทยทุกคน ให้มีคุณภาพชีวิตที่ดียิ่งขึ้นต่อไป”
จากนั้นนายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน และคณะ ได้ตรวจเยี่ยมศูนย์อำนวยการจัดการเลือกตั้งผู้แทนฝ่ายนายจ้าง และผู้แทนฝ่ายผู้ประกันตนเป็นกรรมการในคณะกรรมการประกันสังคม (ศอ.กต.นจ.ผปต.) ณ ชั้น 1 อาคารวิทุร แสงสิงแก้ว สำนักงานประกันสังคม พร้อมกล่าวกับสื่อมวลชนว่า กฎหมายว่าด้วยการประกันสังคมได้กำหนดให้ผู้แทนฝ่ายนายจ้าง และผู้แทนฝ่ายผู้ประกันตน ฝ่ายละ 7 คน เป็นคณะกรรมในคณะกรรมการประกันสังคมที่มาจากการเลือกตั้ง โดยคำนึงถึงการมีส่วนร่วมอย่างแท้จริงของฝ่ายนายจ้างและฝ่ายผู้ประกันตน สัดส่วนระหว่างหญิงและชาย รวมทั้งการมีส่วนร่วมอย่างมีประสิทธิผลของคนพิการ และผู้ด้อยโอกาส กระทรวงแรงงานจึงได้ออกระเบียบกระทรวงแรงงานว่าด้วยหลักเกณฑ์และวิธีการเลือกตั้งผู้แทนฝ่ายนายจ้างและผู้แทนฝ่ายผู้ประกันตนเป็นกรรมการในคณะกรรมการประกันสังคม พ.ศ.2564 ซึ่งมีอำนาจหน้าที่ในการเสนอความคิดเห็นเพื่อกำหนดนโยบายและการบริหารงานของกองทุนประกันสังคม และวางระเบียบการรับจ่ายเงินและจัดหาผลประโยชน์ของกองทุนฯ ดังนั้น วิธีการได้มาซึ่งคณะกรรมการประกันสังคมจึงเป็นสิ่งสำคัญยิ่ง เพื่อรักษาผลประโยชน์อันสูงสุดของลูกจ้างผู้ประกันตน และความมั่นคงของระบบประกันสังคมไทย เป็นไปด้วยความเรียบร้อยและมีประสิทธิภาพ กระทรวงแรงงาน โดยสำนักงานประกันสังคม จึงได้มีการดำเนินการจัดการเลือกตั้งฯ ดังต่อไปนี้
กำหนดให้วันอาทิตย์ที่ 24 ธันวาคม 2566 ตั้งแต่เวลา 08.00 น. ถึงเวลา 16.00 น. เป็นวันเลือกตั้งผู้แทนฝ่ายนายจ้างและผู้แทนฝ่ายผู้ประกันตน ณ สำนักงานประกันสังคมกรุงเทพมหานครพื้นที่ทั้ง 12 แห่ง และที่สำนักงานประกันสังคมจังหวัดทั่วประเทศ โดยเปิดให้มีหน่วยเลือกตั้งจังหวัดละหนึ่งหน่วย โดยผู้มีสิทธิเลือกตั้ง ประกอบด้วยผู้ประกันตนมาตรา 33 มาตรา 39 และมาตรา 40 และนายจ้างที่ขึ้นทะเบียนกับประกันสังคม โดยลูกจ้าง 1 คน และนายจ้าง 1 คน สามารถลงคะแนนเสียงเลือกตัวแทนได้ฝ่ายละ 7 คน ในการนี้ สำนักงานประกันสังคม จะเปิดให้นายจ้าง และผู้ประกันตน ที่มีสิทธิลงทะเบียนเลือกตั้ง โดยได้กำหนดหลักเกณฑ์ตามคุณสมบัติ ดังนี้ ผู้ประกันตน ต้องมีสัญชาติไทย ขึ้นทะเบียนเป็นผู้ประกันตนติดต่อกันไม่น้อยกว่า 6 เดือนก่อนเดือนที่มีการประกาศให้มีเลือกตั้ง (เม.ย.2566) จ่ายเงินสมทบเข้ากองทุนประกันสังคมไม่น้อยกว่า 3 เดือน (ภายใน 6 เดือนก่อนเดือนที่ประกาศเลือกตั้ง)
นายจ้าง มีสัญชาติไทย ขึ้นทะเบียนเป็นนายจ้างติดต่อกันไม่น้อยกว่า 6 เดือน ก่อนเดือนที่มีประกาศให้มีเลือกตั้ง (เม.ย.2566) จ่ายเงินสมทบเข้ากองทุนประกันสังคมไม่น้อยกว่า 3 เดือน (ภายใน 6 เดือนก่อนเดือนที่ประกาศเลือกตั้ง) กรณีนายจ้างเป็นนิติบุคคลผู้จะใช้สิทธิต้องอยู่ในฐานะผู้มีอำนาจ/กรณีเป็นผู้มีอำนาจในนิติบุคคลมากกว่า 1 นิติบุคคลต้องเลือกใช้สิทธิได้เพียงแห่งเดียว สำนักงานประกันสังคม จะเปิดให้นายจ้างและผู้ประกันตนที่มีคุณสมบัติเป็นผู้มีสิทธิเลือกตั้ง ต้องลงทะเบียนเพื่อใช้สิทธิเลือกตั้ง ทางเว็บไซต์ www.sso.go.th ในวันที่ 12 – 31 ตุลาคม 2566 และเปิดรับสมัครเลือกตั้ง ในวันที่ 25 – 31 ตุลาคม 2566
รมว.แรงงาน กล่าวในโอกาสได้มาตรวจเยี่ยมศูนย์อำนวยการจัดการเลือกตั้งผู้แทนฝ่ายนายจ้าง และผู้แทนฝ่ายผู้ประกันตนเป็นกรรมการในคณะกรรมการประกันสังคม (ศอ.กต.นจ.ผปต.) ซึ่งตั้งอยู่บริเวณชั้น 1 อาคารวิทุร แสงสิงแก้ว สำนักงานประกันสังคม โดยศูนย์ฯ นี้ มีหน้าที่ในการกำกับ ควบคุม ติดตามผลการปฏิบัติงานของคณะทำงานจัดการเลือกตั้งผู้แทนฝ่ายนายจ้างและผู้แทนฝ่ายผู้ประกันตนเป็นกรรมการในคณะกรรมการประกันสังคม และอำนวยความสะดวก ช่วยเหลือ ประสานงานระหว่างหน่วยงานส่วนกลาง กับสำนักงานประกันสังคมกรุงเทพมหานครพื้นที่ และสำนักงานประกันสังคมจังหวัด/สาขา รวมทั้งให้ข้อมูลเกี่ยวกับการเลือกตั้งต่อนายจ้าง ผู้ประกันตน เจ้าหน้าที่และบุคคลที่เกี่ยวข้อง ผมหวังเป็นอย่างยิ่งว่าการเลือกตั้งคณะกรรมการประกันสังคมที่จะมีขึ้นในวันที่ 24 ธันวาคม 2566 เป็นไปด้วยความเรียบร้อย บริสุทธิ์ ยุติธรรม อันจะส่งผลให้ลูกจ้าง ผู้ประกันตน ได้รับประโยชน์สูงสุดอย่างแท้จริง
On September 29, 2023, at 10.00 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, and the committee traveled to inspect and learn about the performance of the Social Security Office and to provide policies and guidelines for government operations to executives and officials of the Social Security Office. They also visited the administrative center for organizing the election of representatives of employers and insured parties as members of the Social Security Committee on the 1st floor, Witoon Saengsingkaew Building, Social Security Office. The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, the Social Security Office’s executives, civil servants, and officials gave a welcome.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that the government, under the leadership of Prime Minister Mr. Srettha Thavisin and himself as the Labour Minister, has important policies to drive the Ministry of Labour’s mission to improve the quality of life of workers, under the concept of “Good skills, good work, outstanding social security, and a focus on driving the economy.” He said that today, he was pleased to inspect, deliver the policies, and meet with executives, civil servants, and officials of the Social Security Office, who play an important role in protecting and creating life insurance for over 24 million workers across the country. It is an important mission that helps drive the country’s economy and has successfully provided relief to employees and insured persons from lack of income when faced with problems from various situations.
The Labour Minister continued that to see concrete results, today he emphasized the policy in carrying out the mission of the Social Security Office in the 2024 fiscal year: “Good skills, good work, outstanding social security, and a focus on driving the economy.” It will drive social security work to be accepted and trusted by employees, insured persons, and society. The policies are as follows:
1. Micro Finance: Reduce debt, replenish capital, and create happiness to develop and upgrade workers for a better quality of life.
2. Stable funds, prosperous workers, and sustainable social security. It must be managed efficiently, transparently, and sustainably.
3. Best e-Service: Social security in the new era must create stability, increase confidence, and raise the level of service. The Social Security Office can do this through e-Services by introducing the e-claim system to provide disbursement and payment services, providing convenience to insured persons.
4. Create an economic foundation improving the quality of life through labour protection. Improve and develop laws to be appropriate for the economic and social context of the country and in line with international standards.
5. Improve the efficiency of medical service systems. Raise the level of medical services, health promotion, and disease prevention for insured employees. Insured persons must receive health services and medical care that is better than before.
6. Create a premium package of benefits for Section 40 insured persons, such as increasing rights in case of illness, compensation of income according to minimum wages, and compensation in case of hospital stay. This may be raised to the same level as Section 39 insured persons. It also includes motivating Section 40 insured persons to send continuous contributions.
In this regard, the Labour Minister, Mr. Phiphat, gave additional operational guidelines that he would like to proceed with the policy that the Prime Minister has announced to Parliament by having executives push the policy to concrete results. There must be unified integration with the Ministry of Labour, both at the policy and the practice level, to drive the government and the Ministry of Labour’s policy to be successful. The efforts must be for the highest benefit of employees and insured persons. He asked that they follow the work of the government and create awareness among the people and that the Social Security Office must create transparency, accountability, and good governance for the public to have confidence and trust in the Social Security system.
“I would like to thank and encourage the work of the Social Security Office’s executives, civil servants, and officials, who are committed, dedicated, and sacrificed in their work. Please be committed, think positive, and do good in driving forward important policies and work guidelines. I confirm that I will maintain benefits for all Thai workers to continue having a better quality of life.”
The Labour Minister, Mr. Phiphat Ratchakitprakarn, and the committee then visited the administrative center for organizing the election of representatives of employers and insured parties as members of the Social Security Committee, on the 1st floor, Witoon Saengsingkaew Building, Social Security Office. He also informed the media that the Social Security law requires seven employer and insured party representatives each to be elected as members of the Social Security Committee. It considers the actual participation of the employer and the insured, the proportion between women and men, and the effective participation of people with disabilities and the underprivileged. The Ministry of Labour has issued regulations of the Ministry of Labour regarding the criteria and methods for electing representatives of employers and insured persons to be members of the Social Security Committee, B.E. 2564, which has the power and duty to offer opinions to determine policy and administration of the Social Security Fund and establish rules for receiving payments and providing benefits for the fund. Therefore, the method of obtaining the Social Security Committee is important to maintain the highest interests of insured employees and the stability of the Thai social security system. The Ministry of Labour’s Social Security Office has organized the election as follows:
Sunday, December 24, 2023, from 08.00 to 16.00 hours, is the election day for employer and insured persons representatives at the Social Security Offices in Bangkok, in all 12 areas, and at Provincial Social Security Offices nationwide. There will be one polling station per province. Voters will include those insured under Sections 33, 39, and 40 and employers registered with the Social Security Office. One employee and one employer can vote to elect seven representatives each. In this regard, the Social Security Office will be open to employers and insured persons who have the right to register to vote. The criteria according to qualifications have been set as follows: The insured person must have Thai nationality and be registered as an insured person for at least six consecutive months before the month in which the election is announced (April 2023). They must have paid contributions to the Social Security Fund for no less than three months (within six months before the month in which the election is announced). Employers must be of Thai nationality and registered as an employer for no less than six consecutive months before the month in which the election is announced (April 2023). They must have paid contributions to the Social Security Fund for no less than three months (within six months before the month of the election announcement). If the employer is a juristic person, the person exercising rights must be in a position of authority. If they have authority over more than one juristic person, the right must only be chosen for one juristic person. The Social Security Office will be open to eligible employers and insured persons to vote. They must register to exercise voting rights on the website www.sso.go.th on October 12 to 31, 2023, and election applications will open on October 25 to 31, 2023.
The Labour Minister spoke on the occasion of visiting the administrative center for organizing the election of representatives of employers and insured parties as members of the Social Security Committee, located on the 1st floor of the Witoon Saengsingkaew Building, Social Security Office. This center is responsible for supervising, controlling, and following up on the performance of the election management working group, representatives of employers and insured parties who are members of the Social Security Committee, and facilitating, assisting, and coordinating between central agencies with the Social Security Office in the Bangkok area and Provincial Social Security Offices/branches. It also provides information about the election to employers, insured persons, officials, and related persons. The Labour Minister said that he sincerely hopes the election of the Social Security Committee, which will take place on December 24, 2023, will be orderly, transparent, and fair, resulting in employees and insured persons receiving the maximum benefit.
