เมื่อวันที่ 11 มีนาคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานการประชุมในประเด็นการคุ้มครองลูกจ้างที่ประสบอันตรายหรือเจ็บป่วยเนื่องจาการทำงาน ร่วมกับสำนักงานสวัสดิการแห่งชาติ สาธารณรัฐเกาหลี (COMWEL: Korea Workers, Compensation & Welfare Service) โดยมี นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน นายนิธิพัฒน์ วัฒนสุวกุล อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) ประจำสถานเอกอัครราชทูต ณ กรุงโซล ประเทศสาธารณรัฐเกาหลี เข้าร่วมการประชุมด้วย ณ สำนักงานสวัสดิการแห่งชาติ สาธารณรัฐเกาหลี
รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า การประชุมร่วมกับสำนักงานสวัสดิการแห่งชาติ สาธารณรัฐเกาหลี หรือ COMWEL ในวันนี้ นับเป็นโอกาสอันดีที่สำนักงานประกันสังคม กระทรวงแรงงาน ได้เรียนรู้แนวปฏิบัติที่ดีของ COMWEL ซึ่งเป็นหน่วยงานระดับชาติของสาธารณรัฐเกาหลี ที่มีภารกิจหลักในการให้ความคุ้มครองลูกจ้างกรณีประสบอันตรายหรือเจ็บป่วยเนื่องจากการทำงาน ซึ่งการดำเนินงานของ COMWEL มีความคล้ายคลึงกับกองทุนเงินทดแทนของสำนักงานประกันสังคม เช่น การบริหารจัดการ การจัดเก็บเงินสมทบ การจ่ายเงินทดแทน รวมถึงดำเนินงานด้านการฟื้นฟูสมรรถภาพคนงาน
นายพิพัฒน์ รมว.แรงาน กล่าวต่อไปว่า ผลจากการแลกเปลี่ยนเรียนรู้ในวันนี้ ช่วยให้สำนักงานประกันสังคม ได้แนวคิดและนำประโยชน์ไปใช้ในการพัฒนาการบริหารจัดการกองทุนเงินทดแทนให้มีประสิทธิภาพ มีขั้นตอนและวิธีการเบิกจ่ายเงินของกองทุนเงินทดแทนให้ลูกจ้างที่ประสบอันตรายหรือเจ็บป่วยเนื่องจากการทำงาน ได้ทันสมัย สะดวก รวดเร็ว เข้าถึงลูกจ้างได้รับประโยชน์สูงสุด
On March 11, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, chaired a meeting on protecting employees who are injured or sick due to working together with the Korean Worker’s Compensation & Welfare Service (COMWEL). The Permanent Secretary of Labour, Mr. Phairoj Chotikasathien, the Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, and the Minister Counselor (on Labour) at the Royal Thai Embassy in Seoul, Mr. Nithipat Watanasuwakul also attended the meeting at the National Welfare Office, Republic of Korea.
The Labour Minister revealed that the meeting with the Korean Worker’s Compensation & Welfare Service (COMWEL) today was a great opportunity for the Ministry of Labour’s Social Security Office to learn about the organization’s best practices. COMWEL’s main mission is to protect employees in the event of danger or illness due to work. Its operations are similar to those of the Compensation Fund of the Social Security Office, such as the management of contribution collection, compensation payments, and carrying out work on worker rehabilitation.
The Labour Minister, Mr. Phiphat, continued that today’s exchange of knowledge will help the Social Security Office gain ideas and use them to develop effective management of the Compensation Fund. There are procedures and methods for disbursing money from the Compensation Fund to employees who suffer from injury or illness due to work, which are modern, convenient, and fast, allowing employees to receive maximum benefit.
